Russ Break off D Soviet Diplomatic Mission Recalled Over Monday’s Bombing of Legation MOSCOW (JP) — The Soviet Union announced today it has broken off diplomatic relations with Israel over the bombing of the Russian legation in Tel Aviv last Monday. A note delivered to Israel Wednesday and published in all Moscow newspapers said the bomb explosion was "evidence of the absence in-Israel of elementary conditions in the normal diplomatic activity of the representatives of the Soviet Union." "In view of the above," the note said, "the Soviet government recalls the minister of the Soviet Union and membership of the Soviet mission in Israel and breaks off relations with the government of Israel." It also demanded that members of the Israeli legation here leave Russia without delay. The note said the Israeli police connived in the bombing. Four Soviet legation personnel were injured in the bomb blast. Linked to Russ Charges Eisenhower Declines to Spare Rosenbergs’ Lives WASHINGTON (JP) — President Eisenhower refused Wednesday to spare the lives of Julius and Ethel Rosenberg, sentenced to death in the electric chair for conspiring to slip atomic secrets to Russia. Their crime, he said, "far exceeds that of taking the life of another citizen; it involves the deliberate betrayal of the entire nation and could very well result in the death of many thousands of innocent citizens." The Rosenbergs, man and wife, are awaiting execution in New York's Sing Sing prison. They appealed for presidential clemency—the last resort in their long court fight—on the ground that they were innocent. With the appeal, Federal Judge Irving R. Kaufman of New York granted a stay of execution until five days after the President announced his decision. Newport Police Chief Begins Reorganization As three Newport Beach police men and one former officer, accused of a series of burglaries, were released on bail pending preliminary hearing Feb. 17, Police The bombing was attributed generally to anti-Zionist charges in Moscow in connection with purge of nine doctors, some them Jewish. The doctors were accused of destroying or attempting to destroy, some top Soil leaders. The announcement of the break came a few hours after a Moscow broadcast accused Israeli police "connivance" in the bomb explosion. Moscow radio said a formal call to Israel severing relations "in connection with the bomb plosion." Israel Denounces Bombing Israeli government officials headed by Premier David Ben-Gurion, already had denounced bombing as a "dastardly" which they said reflected on honor of the state of Israel. Authorities in the Tel Aviv launched a roundup of suspicious connections with the bombing, resting both Jews and Arabs various parts of the country. Anti-Communist Israelis Wednesday broke up a pro-Soviet rally in the center of Tel Aviv. It was a protest to the legal bombing. Twenty-five Israel were injured in the clash, two them seriously, before police intervened. ATIONS WITH ISRAEL TO ALL THAT IS GOOD IN ANAHEIM ORANGE COUNTY'S OLDEST NEWSPAPER ESTABLISHED IN 1870 THURSDAY MORNING, FEBRUARY 12, 1952 5 Cents per Copy 60 Cents per Month No. 315 INGed in Water Project Feather River Water Project, Proposed by San Bernardino, Called 'Fantastic' by OCWD Official Interests in San Bernardino county are undercutting the movement there to join the Metropolitan Water District by proposing a Feather River project as a substitute, it was reported yesterday to the Orange County Water district directors. The announcement was received with considerable consternation here, as the water district has been holding up prosecution of an injunction suit against the four upriver cities of San Bernardino, Redlands, Colton and Riverside, to increase pumping from the basin on the understanding that San Bernardino and Riverside county territory in the river basin would join MWD. Project Termed "Fantastic" Although the Feather river project regarded by many as fantastic, it is at least 15 or 20 years away and its water would cost an estimated $53 per acre-foot while Colorado river water costs only $1, an office has been established in San Bernardino by the State Division of Water Resources toady the proposed Feather river deline route from Northern California. A 15-man advisory committee met in Santa Ana. The completed bill, designed to reshape the water district as the agency to administer the proposed new plan for financing imports of Colorado river water, must be filed with the state legislature by March 1, it was said. The legislature's water problems committee will start hearings on the bill March 16. Bill to Revamp OCWD Gets Final Finishing Touches Finishing touches were being applied last night to the proposed bill remodeling the Orange county water district boundaries, powers and tax structure as the legislative committee of the Orange county water basin conservation committee met in Santa Ana. Anaheim, Santa Ana Lead In Although the Feather river profiled, regarded by many as fantastic, is at least 15 or 20 years old and its water would cost an estimated $53 per acre-foot while Colorado river water costs only $40, an office has been established in San Bernardino by the State Division of Water Resources to study the proposed Feather river baseline route from Northern California. A 15-man advisory committee on the Feather river project has been formed in San Bernardo, it was learned. Directors of the Orange County water district questioned the good faith of the Feather river move called it an attempt to block the MWD annexation program. It was reported that he MWD project has been seriously hampered by the counter-move. Underhanded Strategem The Feather river project was revisited in San Bernardino to update the MWD program "so that they can continue using Orange county's water another 20 years," commented Engineer Paul Bailey of the water district. It was not yet apparent what effect the Feather river program would have upon Orange county's handling of the pending infunction bill. Britain to Sign Sudan Self-Rule Agreement Today LONDON (UK)—A British-Egyptian agreement giving self rule to the Sudan will be signed in Cairo today unless there is a last minute snag, qualified officials said Wednesday. Prime Minister Churchill's cabinet discussed the agreement in a hour-long meeting and the officials indicated it was approved. Signatures of Egypt's premier, Hen Mohammed Naguib, and Briton Ambassador Sir Ralph Steven are to make it official. The agreement will reduce Britain influence in a key African territory, a cotton-growing land of million square miles on the upper Nile she has been ruling jointly with Egypt, but it clears the way for talks on an Allied-Arab defense alliance in the Middle East. Cutting through 70 years of mutual suspicions, the agreement provides for the eight million Sudanese freely to settle their own nature within three years. They can chose to rejoin Egypt, enter the British Commonwealth or be joined by other countries. Final Finishing Touches Finishing touches were being applied last night to the proposed bill remodeling the Orange county water district boundaries, powers and tax structure as the legislative committee of the Orange county water basin conservation. Anaheim, Santa Ana Lead in MWD Water Use Anaheim and Santa Ana are the two leading cities of Orange county in the use of Colorado river water supplied by the Metropolitan water district, according to a report yesterday afternoon by directors of the Orange county water district. Anaheim is taking 83½ per cent of its water supply from the Colorado river at present, according to the latest figures from the MWD, although it costs considerably more than water pumped from the local basin. Santa Ana is using an even larger proportion of Colorado river water, 88.9 per cent of its supply at present. Fullerton is using only 58 per cent of Colorado river water, and the coastal municipal water district, which includes Newport, Laguna, and Brea, is using only 51 per cent from the Colorado river. AUWC and County Water District In Agreement on Water Payments Anaheim Union Water Co., and the Orange county water district, apparently on the verge of open hostilities recently over differences in proposed agreements for the payment of Colorado river water used by the water company, actually are in practical accord as to the formula for payment, it developed at yesterday afternoon's meeting of the water district directors in Santa Ana. Attorney H. Rodger Howell, for the water district, said that a check for $10,249.77 submitted to the water district by the Anaheim Union Water Co. as reimbursement for MWD water diverted into the Anaheim Union canals during 1952, was computed on the same basis as that of the SAVI Co., for $17,870.50. SAVI Co. had signed an agreement proposed by the water district, but Anaheim Union had amended the agreement to include clauses protecting the company's vested rights and land ownership along the Santa Ana committee met in Santa Ana. The completed bill, designed to reshape the water district as the agency to administer the proposed new plan for financing imports of Colorado river water, must be filed with the state legislature by March 1, it was said. The legislature's water problems committee will start hearings on the bill March 16. 1958 Deadline Reports to the water district directors yesterday from Attorney H. Rodger Howell, said that provisions for the installation of meters on all water wells in the basin, upon which to base charges for water consumed, set the tentative date of March 31, 1956, as the time when meters must be installed. That would give nearly three years' time for farmers and other users to get their meters installed, he pointed out. The bill is expected to become effective next September or early October. Until meters are installed the pumping charges would be based upon sworn statements from water users of the volume pumped. Anaheim Included Taxes on water pumped will finance purchase of Colorado river water for replenishment of the depleted local water supply. Inclusion of the cities of Anaheim, Fullerton and Salah Ana in the water district is provided in the bill. Their wells would be metered as well as those of other users. Attorney Howell told the water district board yesterday that after a consultation between representatives of both groups he has prepared a tentative agreement to be handed to Attorney R. C. Mize, counsel for the water company, and presumably to be submitted to the Anaheim Union Water Co. directors at their meeting next Monday. Howell said that the protective clauses inserted by the water company in the agreement was the only actual change in the agreement proposed by the water district directors. The agreement will reduce British influence in a key African territory, a cotton-growing land of million square miles on the upper Nile she has been ruling jointly with Egypt, but it clears the law for talks on an Allied-Arab defense alliance in the Middle East. Cutting through 70 years of mutual suspicions, the agreement provides for the eight million Sudanese freely to settle their own nature within three years. They can choose to rejoin Egypt, enter the British Commonwealth or become an independent state. Firefighter Blows Up, Asks Aid SAN FRANCISCO (UP) — The Speaker President Pierce, with 54 brewmen and possibly as many as 22 passengers aboard, radioed Wednesday night that she was fire after explosions in her holds 60 miles south of Yokohama, Japan. She asked immediate assistance. The message, relayed by the Firefighter Canada Bear in mid-Pacific, was received here by Globe Wireless. President George Killion of American President Lines, the ship's owner, said the vessel had accommodations for 12 passengers and carries a crew of 54. Sheailed from San Francisco Jan. 28 for Janan, the Philippines and Hong Kong. The terse disaster call was: "Explosion in number 2 and 3 matches. Ship on fire. Need immediate assistance." It gave the ship's position as 44.08 north latitude, 141.22 east longitude, on the shipping lanes just off the southeastern coast of Japan. It was received at 8:48 am Pacific Standard Time. SAVI Co. had signed an agreement proposed by the water district, but Anaheim Union had amended the agreement to include clauses protecting the company's vested rights and land ownership along the Santa Ana river. The revised agreement had been referred by the water district board to its attorneys. A Thought for Survivors By Rev. Wm. McKINLEY WALKER Wesley Methodist Church To those who sorrow and mourn the loss of a loved one: And that happens sooner or later to each one of us. We have all seen the coach at a football game signal for one of the players to come out of the game. The player was enjoying his part in the game and rather stubbornly trotted off the playing field to the bench. The crowd expressed its disapproval at the wisdom of the coach, for the player he was retiring was helping to run up the score against the opposing team. Neither he nor the crowd knew that the coach was planning to use that particular player the next Saturday against a more difficult team, and would need the rest. The Great Coach, Who calls our loved ones out of the game of life has a greater game coming up in the Other World, and who of us dare try to tell Him just when He should call any one of us out of this little temporal game of life. He has the schedule. He knows His players. He knows when He wants us Over There to play in a larger Field and in a more important Game. Let us not criticize our Coach, the Lord Almighty, for His plan is far better than any we might suggest.
