Lyon Jr. The legislature is now in its Constitutional recess which must last a minimum of 30 days. The date for reconvening has been set for Feb. 24. So until shortly before the 24th we shall be at home in the 75th District talking with as many people as possible concerning many of the vital issues and bills which will come before the committees for consideration before they reach the floor of the Assembly. Approximately 3420 bills were introduced in the Assembly during the first portion of the 1953 general session, so that no doubt the Legislature will need every one of the remaining 107 calendar days. Thirteen of them were used in the bill-introducing portion. Study Period Many people are curious concerning the recess and what it accomplishes. The principle behind it is to give the people a chance to study the bills which have been introduced and to talk them over with their legislators. The theory is fine. In practice, however, the situation is less than ideal. Consider the number of bills to be printed. The large bundle of printed bills will not reach us until very near the time for returning to Sacramento. How much time will you and I have to discuss them, then, in detail? Very little. Another and more fundamental drawback is the fact that at least 60 per cent of the bills introduced in the rush of the pre-recorded content. Millionaire Gives Business To Adventists PENDLETON, Ore., (P) Pendleton millionaire today gave his multi-million dollar lumber business to the Seventh Day Adventist church. "We have tried to be faithful in our dealings with the Lord and He has given us far more than we deserve. Now we are giving our entire business to Him," said Clyde H. Harris, 62, speaking for himself and his wife. The business has an estimate value of 10 million dollars. It includes the 600-employee Harry Pine Mills here, one of the largest producers of unfinished assemblies plants at Chicago Heights, Ill. Alexandria, Va., and Cleburne Texas. President W. H. Branson of the Seventh Day Adventist church said profits from the business would be used to help support the denomination's churches, hospitals and schools here and abroad. Harris, who started the business as a small box factory in 1918, retains some orchards and other properties in this area. He will stay on to manage the mills, however, until a church official is ready to take over the management. Charles J. Nagel secretary of the North Pacific Union Conference of the church at Portland, was designated as that official. The denomination regards Saturday as the Sabbath, and performs no work on that day. That fact was a sore point with chardists in the region when Harris owned his fruit box factory. They are a "foot in the door," so to speak, for each legislator wants to make certain that he will not be prevented from introducing all needed legislation for his constituents. Bills are not generally permitted to be introduced after the recess. A strict limitation of two per member is provided for in the Assembly Rules. "Spot" Bills The "spot" bill may simply change "A" to "any" at the beginning of a sentence, and then proceed to set out the present section of the law. This then can be amended later in committee or on the floor. You can see that it would be meaningless to read a mass of that kind of bill during the recess. Thus, you can see that there are some technical aspects of this business of legislating that may yet remain to be improved, though we here in California feel that we are way ahead of most of the states.
