BUY OR SELL-- Get FAST RESULTS Proposition 2 Blamed for Increase in Taxes Demanded by Gov. Warren By H. C. MacArthur SACRAMENTO (CNS) — Californians who are hard-pressed for an honest dollar to meet the ever-increasing demands of government will be glad to know that in the opinion of A. Alan Post, legislative auditor, that the state budget can be balanced this year without an increase in taxes. They will not be cheered, however, by the auditor's conclusions as to the future, which point out that failure to increase taxes during the 1953-54 fiscal year may result in a larger demands than those recommended by Governor Earl Warren during the 1954-55 and subsequent fiscal years. Almost entirely, Post said, the increases which will be necessary in the future, are due to the passage by the people of Proposition No. 2, the measure sponsored by the California Teachers Association, which raised the amount of state subsidy to California's school districts. With Post's recommendations, plus the potency of the cigarette, liquor and horse racing lobbies, to which can be added the general reluctance of legislators to increase taxes, it is beginning to look like Governor Warren's recommendations for more money in the form of a tax on cigarettes, more taxes on liquor and a bigger cut of horse racing money, will have something like hard sledding when the legislators reconvene here. The job of the legislative auditor is not an easy one. In the first place, he is required to carry out the instructions of the legislative budget committee, which employs him, and in this particular instance, the committee instructed Post to present to it ways and means of balancing the budget without imposing new taxes. In the second place, the legislative auditor is anathema to the rest of the state departments, for he and his staff function more or less in the capacity of efficiency experts. And as such experts, the staff rides herd on the state departments always on the lookout for unessential jobs, ways and means to cut down expenditures, tasks which can be combined or eliminated, and unessentials in government. Seems like history is repeating itself in a hurry. Only those with short memories cannot interpret the trend of events which are shaping on the international scene. Most of us are too preoccupied with our own immediate problems to pay much attention to the greater, more complex things which may ultimately touch our lives. Events are like ocean waves. We may see them come, but there is little we can do about it until we are swept along. Then it is either sink of swim. What we fear may never come, but it would be wise if we prepared to meet the challenge. Anaheim civilian defense organization should be tightened and made ready for any emergency. For some reason or other only passive interest is taken up what the future might bring. Let’s be resolute, practical and understanding. Let’s be prepared and hope we never have to take advantage of the preparations we made. BRIEFLY NOTED — Progress on the Santa Ana freeway continues slowly. When completed, let’s hope the accident frequency rate is reduced materially. Bill Flesch believes something should be done about street names. He suggests that uniform names be adopted. “Look,” he said, “there’s Euchid. But it isn’t Euclid at all. It’s Nicholas. It’s downright confusing.” Bill Grower isn’t a grower at all. He’s a mechanic for an Anaheim manufacturer. Louis Danz who started his writing career in Anaheim has a new volume that will soon be off the press. The Anaheim lad who grew up to be Fullerton mayor, Hugh Warden, has returned from a Chicago convention.
