Device Warns 57 Cities of Air Raid Simultaneous Warnings Sent By Spin of Dial Only one swift spin of a special four-color dial now is needed to flash an air raid alert simultaneously to the 57 cities of Los Angeles and Orange counties. Activation on Dec. 29 of the new warning system, known as "Bell and Lights," was announced by Ernest S. Dixon, regional coordinator for the State Office of Civil Defense. The system has been installed and will be maintained by the Office of Civil Defense, Dixon said. Developed by Bell Telephone Laboratories at the request of the Federal Civil Defense Administration, "Bell and Lights" takes the place of the slower private telephone-line alerting procedure used during World War II. A four-color dial kept under lock and key to prevent accidental flashing of an alert, has been placed at Civil Defense control dial headquarters in this region. It is connected by one-way telephone circuits with all of the regional Civil Defense organizations. The dial's four-colors are yellow, to indicate the approach of unidentified air craft; red, to signal an imminent attack; white, to denote all clear, and blue, which is reserved for possible later use if another alerting signal become necessary. Each city in the system is equipped with a Bell and Lights signal box which will indicate both visually and audibly the flashing of an alert or an all clear signal. The system will be tested daily, so that Civil Defense officials in every city and at the regional control center on Mt. HART Water circles of Orange county were uneasy when it was announced that Glenn P. Allen of Orange, president of Orange county municipal water district, and its representative on the board of directors of Metropolitan water district, had resigned as secretary and superintendent of the Santa Ana Valley Irrigation Co., to become secretary of the Orange Building and Loan association. It was feared that this might mean the severance of his connection with water affairs, and that would be bad news, indeed, at this critical juncture, in Orange county's struggle to replenish its depleted water stores underground, and assure an adequate future supply. But breathing comes easier now. The bad news applies only to the Santa Ana Valley Irrigation Co. Mr. Allen will remain as a director of Orange county municipal water district, and presumably the Metropolitan water district. He has just been elected to a four-year term on the board of the former district and probably will be reelected as its president Jan. 12, when the bi-ennial reorganization of the board takes place; also reappointed representative on the MWD board. His worth to Orange county in these positions is such that water leaders were deeply concerned until they were assured that his change of private jobs would not mean the termination of his public service. Anyone holding his positions head of the largest MWD unit in Orange county and member of the MWD board would be just about the most important water figure potentially—in the county, since the importing of Colorado river water is at this time the most important project before the county. But Glenn Allen, because of his exceptional ability, knowledge and experience, and his high standing in MWD and other water circles, has brought the potential of his official positions to the peak. While he was mayor of Orange he headed the county-wide committee that sponsored the formation of the Orange county municipal water district and its nexation to the Metropolitan water district, bringing Colorado river water rights to the bulk of Orange county territory, including six cities. Currently, he is leading the program to bring realization of the big objective—delivering of Colorado river water to Orange county in sufficient volume to fill the nearly empty reservoir below ground. There is still much to be done and many delicate problems to be solved. This would be an extremely bad time for the Orange county team to lose it quarterback. The system will be tested daily, so that Civil Defense officials in every city and at the regional control center on Mt. Lee will know whether Bell and Lights are in working order. If the "real thing" ever occurs, the alert will be received at control dial headquarters from the Air Defense Command and will go forth instantaneously to all Bell and Lights users. The warning system is available to schools, utilities, hospitals, industry and government agencies. Prior to the scheduled cut in of the system, it was officially inspected by Orville R. Caldwell, deputy director of California's Office of Civil Defense; Sheriff Eugene W. Biscalluz, regional chief of Civil Defense law enforcement; Regional O.C.O. Coordinator Dixon; Chief M. D. Benesch, head of communications for the sheriff's office; James S. Cantlen, general commercial manager for the Pacific Telephone and Telegraph company; Carl von Hake, general plant superintendent of the Associated Telephone company, and Ralph Dutro, district manager of the California Water and Telephone company. Los Angeles and Orange county cities now receiving protection from the Bell and Lights warning system are: Los Angeles, Long Beach, Pasadena, Santa Ana, Glendale, Burbank, Santa Monica, Alhambra, Anaheim, Arcadia, Azusa, Bell, Beverly Hills, Brea, Claremont, Compton, Covina, Culver City, El Monte; El Segundo, Fullerton, Gardenena, Glendora, Hawthorne, Hermosa Beach, Huntington Beach, Huntington Park, Inglewood, Laguna Beach, La Habra, La Verne, Lynwood, Manhattan Beach, Maywood, Monrovia, Montebello, Monterey Park, Newport Beach, Orange, Palos Verdes Estates, Placentia, Pomona, Redondo, San Clemente, San Fernando, San Gabriel, San Marino, Seal Beach, Sierra Madre, Signal Hill, South Gate, South Pasadena, Torrance, Tustin, Vernon, West Covina and Whittier.
