Water Engineers Seek to Beat Back Intruding Sea By Pumping Water Underground through Wells
Editor's note: Forcing water into the ground through wells, so that water can be pumped out of other wells, is the newest attack on one phase of Southern California's critical water problem. The plan is outlined in this second of two articles on water prospects.

To understand Southern California's water problem, it helps to understand a little about the geology of the coastal plain.
Ages ago, the mountains towering to the north and east were a good deal higher than they are now. As torrential rains eroded them in a day of lusher, more tropical climate, floods poured into the Pacific.
They roared down the steep canyons, gathering mud, silt, gravel and rocks. But they slowed as they reached the flatlands bordering the ocean. Much of the silt settled, and gradually packed into what is called the clay cap, 25 to 30 feet deep and almost as hard as marble.
Lesser floods in more recent geological periods have put a cover of 100 or so feet of sand and gravel over that cap. Now when water filters through this layer, it hits the top of the sloping clay cap and runs along its surface to the sea. It never can soak through to get into the water-bearing soil below.
In the old days, that didn't make much difference. The top layer carried enough water for the early settlers, and many of them had only to dig shallow wells to have water flow to the surface. These they called artesian. That's how the city of Artesia got its name.
line, once good wells in some sections are filling with salt water. The movement inland has been charted up to several hundred feet a year.
To stop this encroachment before whole basins are made worthless is a problem for engineers.
The Los Angeles county flood control district is attacking it from one direction — pumping fresh water into wells in an effort to crowd out the sea. Phil Swing, San Diego member of the state water resources board, has another plan. He would dig a deep slit trench at the mouth of the San Luis Rey river and fill it with the same sort of hard-packed clay which forms the clay cap.
Investigation is still going on for Swing's plan. But Los Angeles' project is about to start. Crews have begun work on a pipeline which will carry Colorado river water from the Metropolitan right of way in Manhattan Beach. There the fight against the sea may get under way as early as mid-December.
It will cost about $750,000 as a starter, including 3,000 acre feet of water at $21 a foot.
Forty-five wells have been or are being built. Of these, nine will be used for what Paul Baumann, assistant chief engineer, calls recharging. The other 36 will be tested for salinity.
A one-mile strip of coastline is being used for the experiment. Most of it is along the Santa Fe right of way in Manhattan Beach, lapping over a little into Hermosa Beach. The nine recharge wells, each 12 inches in size, are in a line roughly paralleling the coast, about 2,000 feet inland. The other

ter filters through this layer, it hits the top of the sloping clay cap and runs along its surface to the sea. It never can soak through to get into the water-bearing soil below.
In the old days, that didn’t make much difference. The top layer carried enough water for the early settlers, and many of them had only to dig shallow wells to have water flow to the surface. These they called artesia got its name.
But the layer was pumped dry, and finally the wells poked through the clay cap and into the rich layer below, which geologists call the silverado. That was adequate for years, but now even its level is sinking.
The silverado gets its water by seepage from farther inland. The clay cap runs out about 15 miles from the shore, and water can percolate beneath it. In wet years such as last winter, that seepage used to restore the wells. But now the levels are so low, the pumping rate so high, that even a wet year does little more than keep levels from going lower.
Nature has played a dirty trick on Southern California in the past few decades. It lured people here by the millions with a sunny climate and at the same time turned the faucet partly off.
People use lots of water. The industries they brought with them use lots more. Accurate weather records have been kept in the San Bernardino mountains for about 70 years. In the first half of that period, rainfall averaged about eight inches more per year than during the last half. Yet in that last half, Southern California’s population has boomed from a few hundred thousand to five million.
And the once-flooding underground lakes of the silverado have gone down and down and down.
That’s bad enough, but as they receded near the ocean, the ever-pushing sea crowded in. Now, for a mile or more along the shore Forty-five wells have been or are being built. The other 36 wells, each of eight-inch bore, are scattered as far as 4,000 feet inland. The closest is only 50 feet from the ocean.
The wells average about 300 feet, deep enough to carry them through the 100 or so feet of surface sand, the 25 feet or more of clay cap and well into the water bearing silverade.
Tops of the recharge wells are at 100 feet elevation, an important factor in creating the gravity pressure needed to force the water into the soil. They will be kept filled, probably for six months, while samples are taken from the other wells to gauge the speed with which—it’s hoped—the fresh water pushes out the salt.
An experiment was tried two years ago on an abandoned well in the same area. But is created what the engineers called a saline wave—which forced salt water farther inland, as well as back toward the sea. That's when it was decided to move inside the already - contaminated area to avoid any chance of extending the salty strip.
Baumann feels that the fresh water thus put into the soil will both push the salt water seaward and dilute what is already in, so that now useless wells can be restored to service.
