United Nations Rounds Out Second Week with Battle over Vacancy UNITED NATIONS, N. Y.(AP)—The United Nations assembly rounds out its second week today on a note of nervous expectancy, hoping but doubtful that Russia will give the word to break the Korean truce talks deadlock. A pronouncement by Soviet Foreign Minister Andrei Vishinsky, before the scheduled assembly political committee this afternoon could provide the Russian answer. But over the weekend Vishinsky kept the UN in doubt even on whether he would speak today in answer to the long indictment of Russia in the Korean war, voiced last Friday by U.S. Secretary of State Dean Acheson. Waiting for Vishinsky other delegates kept their names off the debate list. The assembly itself meets again today to decide a new east-west struggle — the clash Russia’s Pravda Finally Gives Impartial Support MOSCOW (AP)—Pravda gave Russian readers a half page summary today of the U.S. presidential campaign calling both Gen. Dwight D. Eisenhower and Gov. Adlai Stevenson "true servants of American monopolies." The Communist party organ said both the Republican and Democratic candidates are: "Leaders in the aggressive policy of the imperialist warmongers." "Ispirers of anti-Communist hostilities." between Yugoslavia and Soviet-sponsored Ozechoslovakia for a vacancy on the UN economic and social council. The two deadlocked in 10 ballots Saturday after five other council vacancies were filled quickly. Yugoslavia came from behind on the third ballot and was within one vote of the needed two thirds majority—40—on the 10th ballot. Yugoslavia won out on the 13th ballot. The vote was 40 to 18. The political committee delegates want to hear whether the Soviet Union—accused by Acheson of actual control of North Korea before and since its invasion of South Korea — is ready to agree that war prisoners should not be returned to the Communist lines against their will. Acheson served notice in his statement bolstering a 21-nation appeal for agreement on an armistice that the UN allies would always oppose forcible repatriation. Acheson said if the assembly votes the armistice appeal and the Reda do not heed it, then the UN must consider how to strengthen for further resistance. It said the two have restricted the campaign to second class unimportant issues and both are afraid to propose any real solution for the Korean war. Each, said Pravda, fears to propose an expansion or intensification of the war since it is so unpopular. On the other hand, said the paper, each fears to propose a peaceful solution in Korea since this would arouse dissatisfaction among "industrial and financial magnates." Pravda said the presidential campaign has not succeeded in arousing the interest of the American electorate, which it added is showing great indifference and apathy. Mantle's Draft Status Still Unknown OKLAHOMA CITY (AP)—The army recruiting station announced today as the results of a draft physical for New York Yankee outfielder Mickey Mantle had been sent here from Ft. Sill and forwarded to the surgeon-general in Waashington. Capt. John W. Turner, executive officer in charge of the recruiting station, said the outcome of the physical could not be announced until after doctors' findings had been reviewed by the surgeon-general. Mantle, 21-year-old Commerce, Okla., slugger, took his third draft physical at Oklahoma City Wednesday and then was sent to Ft. Sill for a more comprehensive check by post doctors. They cheered wildly a former German general who urged the war veterans to refuse to take up arms again as long as Allied prisons still hold "so-called German war criminals." Herman Ramcke, the former general, addressed 4000 onetime members of Hitler's "Elite Guard" at a rally whose announced purpose was to clarify the fate of SS men still listed as missing. Ramcke, a popular wartime leader, said "If our soldiers are convicted as war criminals, then it was also a war crime when the Allies bombed unprotected German cities and when the Allies now invent atom bombs. Shouts of approval almost drowned him out. Some of his listeners yelled that Eisenhower is a pig-dog. The German word they used was schweinhund. The former paratroop general—himself released last year from a French war crimes prison—said 11,500 German soldiers had been involved in war crimes and de-Nazification trials. He asserted their prison sentences has totaled 4166 years. Another rally leader, former SS Gen. Felix Steiner, called a hurried news conference later stressed Ramcke was a guest speaker and did not speak for him and other SS veterans. Earlier Steiner had urged the rally to support Allied plans for West European unity. MUNSAN, Korea (AP)—The Communists charged at a meeting with UN liaison officers today that the Allies dropped propaganda leaflets inside the Panmunjom neutral zone Saturday. TOKYO (AP)—Shunichi Matsumoto, Japanese ambassador to Great Britain, is reported in line for appointment as foreign minister in the new Japanese cabinet. Markets Capt. John W. Scientist Gives Up Deep Sea Record Attempts LONG BEACH (AP)—Scientist Otis Barton says his next expedition will be up, not down. After failing in his attempt to descend a mile into the Pacific ocean Saturday, Barton said he will take to the air in a helicopter to photograph gorillas in Africa. The date isn't yet definite. He doesn't plan another depth assault for at least a year. Barton rode his round steel benzoscope to a depth of 3630 feet. But when the sphere began to drift into shallower waters, it had to be raised. Barton holds the record for an ocean descent — 4500 feet in the same ball off Santa Cruz island in 1949. Last week's expedition was near San Clemente island off the Southern California coast.
