Los Angeles county leads Approval of the annexation request by the municipal district board was immediate, subject to the terms subsequently outlined. Timing of the request for annexation at the present was believed to have been caused by a recent action of the Metropolitan Water District board, which instructed its president Joseph Johnson, to advise the south-end leaders that if they are concluding entry into MWD the district should be determined before MWD builds its proposed feeder line from Lake Mathews into Orange county, to the vicinity of Santiago dam. If this line is to serve the additional territory between El Toro, present limit of the Orange County Municipal Water district, and San Clemente, it would be necessary to plan larger line capacity, it was pointed out. Accordingly, while the south-end of the county may vote annexation to the Orange County Municipal Water District as soon as possible, to insure future line capacity for its water supply, the area may not actually proceed to build its supply line until later, when its assessed valuation is larger, it is understood. The preliminary engineering survey by Browning was said to have indicated an available assessment value of between $12,000,-500 and $13,000,000 in the area proposed for annexation, with territory already in the OCMWD which would be interested in helping build the line from Santiago town across the Irvine ranch and Toro to San Juan Capistrano and San Clemente, a total assessment value of about $20,000,000 could be available, it was estimated. To finance the cost of such line would require a bond issue larger than the present bonding unit of the territory, it is said.
