OPENING OF GENERAL ASSEMBLY OF UNITED NATIONS—Here is a general view, made from the spectators' gallery, of opening of seventh session of United Nations General Assembly in its new domed building at New York City, Oct. 14. At the rostrum greeting the delegates in U.N. GETS NEW PRESIDENT—Retiring United Nations President Padilla Nervo (left), of Mexico, hands the gavel of the U.N. presidency to his successor, Canada's Foreign Secretary Lester B. Pearson at the opening session of the U.N. General Assembly in New York City, Oct. 14. Pearson, former head of the North Atlantic Treaty Organization, received 51 votes in the secret balloting. Alaskans Elect Democratic Delegate To Congress, Late Returns Indicate JUNEAU, Alaska (P)—Alaskans apparently returned their Democratic delegates to congress, but the first day's counting of Tuesday's general election vote showed a tide toward a Republican legislature. Late returns from the Anchorage area last night boosted Delegate E. L. Bartlett's lead to nearly 2400 votes—apparently decisive but whittled down sharply from his 2-1 victory margin of 1950. In the political "weathervane" legislative races, the Republicans, who campaigned on the party's national "It's time for a change" Revenue Bureau Dean Acheson Won Stand on Tense UNITED NATIONS, N.Y.C. Secretary of State Dean Acheson prepared today to spell out to United Nations the U.S. stand on tense world affairs—but with remarks on Korea reportedly uttered down to generalities. The U.N. General Assembly begins its opening policy debate day and Acheson is expected speak either this afternoon or morrow, depending on the length of time required by eight of delegates to be heard before he informs sources said the secretary's remarks on the Korean crisis would be of a broader nature rather than tough demand for Red accession of a Korean armistice with U.N. terms which many delegates here had expected him to make. Strong pressure from American Allies was said to have induced Acheson to moderate his plans opening the Korean debate and hold off on specific demands under Soviet Foreign Minister Andrei Y. Vishinsky is heard. The Russians indicated yesterday that they were eager to see the Korean debate going before the American presidential elections—before the British French foreign ministers arrive Soviet Delegate Andrei Y. Goryko demanded that the Korean question top the list of subjects to be discussed by the 60-nation Political Committee, which Andrei Y. Vishinsky himself is expected to argue for the U.S. Goryko's demand was made in the important Steering Committee. Committee Chairman Lester B. Pearson of Canada president of the General Assembly replied that each committee would decide its own order of business. The Soviet delegate let it go at that. The Korean question was 10 on the list of 72 items approved yesterday in a fast-moving slon of the Steering Committee which has the authority only to recommend the subjects to be discussed. Five new revenue districts have been set up since last May and are now operating in 13 states. Secretary of the Treasury Snyder has announced dates in the next 10 days when three more districts, with 12 more states, will be put into operation. Additionally, it was learned today that announcements are soon to come on two more districts, to contain at least four states. It was also learned that changes are probable in the already-operating New York City and Chicago districts. That makes 25 states functioning or soon to be functioning under the plan accepted last spring by Congress to take the scandal-buffeted tax bureau out of politics and break down its heavily centralized structure. It brings all of the Northeast and most of the Atlantic Coast and Great Lakes region under reorganization. Yet to be reorganized are the West and most of the Midwest. The revenue bureau has promised to complete the reorganization by Dec. 1. An informed source said today the next new tax districts to be announced will have headquarters at Philadelphia and Seattle. Republicans were leading for seven out of nine territorial senate seats. The incumbents were six Democrats and three Republicans. The election, especially the legislative, is viewed as a barometer to indicate what the national election trend may be because of the parallel between trends in Alaska elections and the subsequent national voting for many years. The delegate to congress vote from 115 of the territory's 249 precincts was: Bartlett, the Democratic incumbent, 10,020; Robert C. Reeve, a well known airline operator and the Republican nominee, 7638. Markets CITRUS The Federal State Market New Service reported today orange lemons and grapefruit steady, prices unchanged. Czechoslovakia introduced a surprise proposal that the U.N. discuss condemning the United States Mutual Security Act. The Czechs charged that it aimed at interfering aggressively in the internal affairs of the Soviet Union and other communist countries by financing "subversion, sabotage, espionage and terrorism" inside their territory. The Assembly last year refused to vote such a condemnation, but Gromyko, coming to the aid of Czechoslovakia's Jiri Nosek, said the charge still has "not lost its urgency." He said U.S. agents "have been caught red-handed inside the Soviet Union," but he gave no further details. Ernest A. Gross, the American delegate, said his country would not oppose inclusion of the item since the Americans "never feared exposing the false charges brought by the agents of the Soviet group."
