The Duck Hunters association of California Friday mailed a bulletin to all its members urging them to take full advantage of all the federal relaxation of feeding regulations for ducks in the San Joaquin and Sacramento valleys.
"The present crisis is one that calls for all out effort to do what we can and do it now," says the bulletin, which is signed by W. P. Caino, secretary.
Race Track Gets Improvements for Coming Meeting
LOS ALAMITOS. — Completion of a $100,000 program of improvement and expansion in preparation for the Oct. 29 opening of Southern California's second all-quarter horse meeting with pari-mutuel wagering was announced today by Frank Vessels, president and general manager of the Los Alamitos race course.
The colorful little plant, hastily constructed last year after a bottle over racing dates, has been almost completely rebuilt, with the racing strip itself moved 50 feet south to permit expansion of facilities.
Vessels said that the major improvements included the building of a permanent roof over the grandstand, resurfacing of the entire grounds with blacktop and the addition of 1400 seats to bring the seating capacity of the plant to 5000.

The relaxed federal regulation, announced Tuesday by fish and wildlife service director, Albelt M. Day, permits feeding on all duck shooting areas until two days before the season starts, and permits feeding within 300 yards of the shooting blinds after the start of the season.
The relaxation is the first official recognition to come out of Washington that California has special problems in caring for waterfowl which need special attention.
The relaxation by Day was the result of a tremendous amount of work by Ben Glading, chief of the fish and game department game management branch, Director Seth Gordon, and assistant regional director of the U. S. fish and wildlife service, Paul T. Quick.
Glading, chairman of the Pacific Flyway council, had to obtain the approval of all other states in the flyway before the relaxation would be considered by Day and the necessity and urgency of the whole thing had to be sold to the director by Quick.
Many who have followed the California waterfowl problem believe that the 300-yard limitation on feeding during the season is too great, and will prevent some taking advantage of it. However, it is a gain of 580 yards and it is the feeling of the Duck Hunters association and of Gordon, that every possible effort to cooperate under the program should be made.
The relaxed regulation is a modification of the California feeding plan proposed several years ago and approved by the legislature last year.

Jones Gets Nod
HOLLWOOD UP—Bobby Jones, 151½ of Oakland, Calif., won a 10-round unanimous decision Saturday night over pre-light favorite Charlie Salas, 153, of Phoenix, Azn. in the Hollywood Legion Stagnum.
Jones, former state welterweight and middleweight champ, twice before whipped Salas when they boxed in welterweight bouts. Matchmaker Cal Working said he plans to match Jones against Charlie Green for the latter's state middleweight belt. Working said Green was agreeable.
Stengel Signs Up
NEW YORK UP—Casey Stengel will manage the New York Yankees for at least two more years, the Yankees announced to Gay. No figure was given in the announcement of sharing ceremony at 1:30 p.m., EST.
It was reported reliably that the contract will call for $75,000 a year.
Stengel reportedly received $60,000 for the last two years, final day.
Dutch Harrison Takes Cal-Reno Golf Title
RENO., Nev. UP With a 72-hole total of 271, 17 under par, E. J. (Dutch) Harrison of Ardmore, Okla., today captured the $7500 northern California-Reno open golf championship.
The steady handed Harrison put together rounds of 69-67-66-69 to win $1000 first place money.
To this file added $500 won earlier when he teamed with Amateur Bill Ebert, San Francisco, to take top spot in the pro-amateur ball tourney.
Jinx Hits Smiley
Final round Jinx today got the best of Smiley Quick, sharp-shooting Los Angeles pro, just as it did in the 1951 Reno open.
After leading the tournament for the first three days, Quick faltered Sunday to wind up with a two-overpar 74. That was still good enough for second prize money of $750, however, when added to his previous rounds of 66-70-63 for a 273 total.
Quick also led Washoe county course play during the first three rounds of last year's tournament only to slip to third place on the final day.

NEW YORK UP—Sophomore Buddy Leake of Oklahoma is nation's top scorer among major college football teams with points.
The 6-foot, 175-pound halfback in three games has scored 16 touchdowns and kicked 16 ex points.

Yale, Cornell Meet in TV Game
DETROIT—The Yale Bowl at New Haven will be the setting for Saturday’s, Oct. 18, “TV Football Game of the Week” when the Bulldogs will attempt to avenge last year’s 27-0 defeat at the hands of Cornell’s Big Reds. The game will be televised over the nationwide NBC network of 60 stations starting at 1:45 p.m. EST.
Fifth in the series which is sponsored by General Motors, the contest will be reported by SportsCenter, Mel Allen and Fans Holder. It will bring together a pair of traditional rivals who have been meeting since 1889, and will offer TV football fans their first opportunity to observe the handiwork of Yale’s new coach Jordan Olivar, who recently replaced Herman Hickman.
The two elevens are almost even in their record of competition, Yale having won seven and Cornell six of their past meetings with one game tied. Despite the loss of 26 lettermen from last season’s squad, Coach Lefty James Phillips will enter the bowl a slight favorite.
La Verne College Loses to Arizona
FLAGSTAFF, Ariz.: A home-coming crowd at Arizona State college at Flagstaff saw it team explode a strong running attack to defeat La Verne college of California 36-14 Saturday night.
Johnny Phillips scored with the game only three minutes old as he went 88 yards for a touchdown Howard Miller added a tally on a 27-yard dash.
Don Hodson passed to Herman Belcher for a La Verne score late in the second quarter. In the third, Hodson led a 48-yard drive and went over from the one.

Whittier Clips Anaheim Mid-Cities Net Team; Mary Flynn only Winner
Mary Flynn was the only winner as the Anaheim Mid-Cities "B" League tennis team took a shellacing from the strong Whittier team on the Whittier High School courts yesterday in the first round of the B matches. Miss Flyn defeated Della Lyford 6-4, 6-4, to score the only Anaheim point as Whittier took the series by an eight to one count.
Anabeim is hoping for better luck in its next round when the local netters entertain the Fulcrton team on Oct. 26 on the Anaheim City park courts.
Santa Ana plays host to the C League team next Sunday on the Santa Ana High School courts, with Barry Ryan acting as playing manager for the Anaheim team.
Results of the Anaheim-Whittier match in which Larry Harvill was tournament manager were as follows with Anaheim players being listed first. Floyd Baker lost to Tommy Thomas 6-0, 6-1; Larry Harvill lost to Fred Hanson 6-0, 6-1; Dick Hanson lost to Gene Benson 6-0, 6-3; Barry Ryan lost to Bill Rouzer 6-1, 6-3 and Mike Bouck was defeated by George Cuccia 6-1, 6-9.
In men's doubles Baker and Hanson were defeated by Fred Hanson and Jerry Rouzer 6-1, 7-5, and Ryan and Bouck lost to Harold Fitzgerald and Duane Ballard 6-4, 6-0. In the only mixed doubles match staged Miss Flynn and Harvill were defeated by Carol Rhea and Jerry Rouzer 6-0, 7-5.
Dazed Groza Kicks Three Field Goals
CLEVELAND (UP)—Lou the Toe Groza, only part of the Cleveland Browns' offense to click against the New York Giants, learned about his second and third field goals after yesterday's game.
A bump on the head blotted from the veteran tackle's memory three-pointers he booted 21 and 52 yards in the third period to put the Browns ahead 9-7.
The Giants pushed over 10 points in the final period to win 17-9.
In the dressing room, congratulations were offered Groza for his trio of field goals.
"Three?" said Groza with surprise. "I don't remember three. I only remember one. I don't remember much of anything in the second half. Got a pretty good chance."

Mulloy Wins Pan American Crown
MEXICO CITY (AP) — Third seeded Gardner Mulloy, 38-year-old veteran from Miami, won the Pan American men's tennis crown yesterday.
Mulloy upset second seeded Art Larsen of San Leandro, Calif., 7-9, 8-6, 7-5, 4-6 7-5. Mulloy earlier defeated top seeded Vic Seixas of Philadelphia.
Shirley Fry of Akron O., captured the women's singles by defeating Mrs. Thelma Long of Australia, 6-4, 6-4.
Seixas and Gustavo Palafox of Mexico won the doubles, beating Noel Brown, San Francisco and Felicisimo Ampoh, 6-4, 6-3, 6-2.
SAN DIEGO (AP) — San Diego State College whipped Pepperdine College, 33-13, in a California Collegiate Athletic Association football game Saturday night.
TUNING FOR TITLE MATCH — Lauro Salas (left) of Mexico, current lightweight champ, punches the bag at Midwest Gym, Chicago, while Jimmy Carter of New York hangs onto it. The two will meet in a title fight at the Chicago Stadium Oct. 15. Colonists Lose to Las Vegas High 26-13
Anaheim finally got back on the football scoreboard Friday night, but not often enough to down a fast Las Vegas High school team that racked up four touchdowns to beat the Colonists 26-13. The scoring ice was broken early in the second period by Dean Philpott, one of the evening's outstanding players from either team. Philpott rammed over from the one-yard line after a 60-yard march to put Anaheim in the lead 6-0.
Standouts
Phillpott, a standout player all season, made 43 yards on eight carries to vie with Jim Roberts for top honors of the evening. Roberts carried 15 times for a total of 90 yards and scored the only other Anaheim TD.
A Wildcat fumble on their own 30-yard-line nearly brought the Colonists a first quarter score. The Blue and Gold recovered the ball and on pass and run plays carried deep into Las Vegas territory, but the Wildcat line rallied to cut down the threat.
Pay Off
Later in the first quarter, Anaheim took over on their own 49 and put together a 60-yard march that paid off. Philpott made 24 of the yards in a dash to missed the conversion.

The Colonists proved they have the scrap it takes to keep going when the score is against them. Undaunted, they put together a drive that carried them to another tally, Roberts, Philpott and Phil Wright figuring importantly in this effort.

Jimmy Carter Cinch to Beat Salas, He Says
CHICAGO (UP)—Jimmy Carter figures along with a lot of bets, that he is all but a cinch to regain his lightweight title from Champion Lauro Salas Wednesday night at Chicago stadium. Oddmakers have established Carter a 1-3 favorite for the 15-round nationally televised CBS 7 am., PST, match.
Carter took the crown from Luke Williams in May, 1951, and lost it to Salas in Los Angeles a year later. But the New York Negro says Salas benefited on "home town decision."
Carter says Salas kept away from him for the first 2½ minutes of each round at Los Angeles, then fought furiously the last 30 seconds.
"These fast finishes just before the bell caught the eye of the judges," Carter declares. "Because he is fighting out of Los Angeles, Salas is a Mexican, he had the benefit of friendly officials."
Both Carter and Salas wound up heavy drills Sunday and began tapering off today. Both are reported in excellent condition. Carter has been looking for the better of the two in workouts. Carter figures to weigh 44. Salas 131 or 132.
Salas doesn't go along with any Carter predictions, pointing to the one yard-line, then scored on a line plunge on the first play of the second quarter. Grover kicked the extra point to make the score 7-0.
Las Vegas tallied twice in the second quarter, once from the line and once on a pass to lead 14-7 at half time.
Third Score
The Wildcats scored again in the third quarter on a pass from Lee Lovaas to Dick Pribble on a play that was good for 30 yards and six points. The conversion was wide to make the score 20-7.
Following an Anaheim threat that carried to the Wildcat 15 before it was stopped, the Las Vegas team made its final TD, with Bill Bowser going around end for 26 yards to score. Vegas again
