Russian Radio Propagandists Try To Defeat Iran Oil Settlement BY JOHN M. HIGHTOWER WASHINGTON, U.S.—The Communists have mounted a major propaganda effective to try to defeat the Truman-Churchill proposals for a settlement of the Anglo-Iranian oil dispute. The voice of Soviet communism beamed into Iran is a clandestine "Azerbaijan democratic" radio station which officials here believe to be on Russian territory. A record of broadcasts from this station during the past few days has been circulated in the State Department and it shows a violent opposition to the oil deal offered Iran by the United States and Britain last Saturday. The three-point plan, sent to Premier Mossadegh by President Truman and Prime Minister Churchill, is being denounced by the Reds as "plunderous proposals," a device for "American imperialists" to steal Iranian oil and a plan put forth by the "deadly enemies" of the Iranian people. The same broadcasts blast with equal heat Truman and Churchill and Mossadegh despite the fact that Mossadegh has already turned down the Truman-Churchill plan. The communists probably do not believe that Mossadegh's opposition to the plan will stand up indefinitely and they are calling on the Iranian people—in Communist parlance the Communists and their followers in Iran—to demonstrate and protest against this latest effort to settle the oil dispute. Truman and Churchill proposed Saturday that the World Court determine compensation for British property in Iran which the Tehran government has nationalized, that Britain's Anglo-Iranian Oil Co. arrange for sale of the Iranian oil in world markets, and that specific steps be taken to end promptly the Iranian government's financial distress. The United States and British governments are deeply concerned lest Iran's continued lack of oil revenues, cut off for more than a year now, should throw the country into Communist control. Mossadegh turned down the Truman-Churchill proposals Saturday, simply saying they were "unacceptable." Officials here are hoping that when he makes a formal answer after the Iranian Parliament meets on Sept. 10 he will leave the door open for further negotiating with the Western Powers. MORE ABOUT ... Reports Arms Deliveries Reach New Peak WASHINGTON (AP)—The government reported today deliveries of planes, tanks, guns, and ammunition for defense reached a new peak in July. Without giving a figure, for July, Acting Defense Mobiliser John R. Steelman said total deliveries of military hard goods during the month represented a slight increase over the two billion dollars worth produced in June. He said this comparison covered 140 major and "problem" items, the heart of the military program. Steelman made public portions of his latest secret monthly report to President Truman. In it, Steelman suggested the rate of climb in production might have been greater except for the 56-day steel strike. The two billion dollar production figure for June was understood to be around 70 to 75 percent of the rate the government aims for by 1953. This figure does not include such things as construction, petroleum, and so-called "soft goods." It applies to planes, tanks, ammunition and the like. Steelman said deliveries of aircraft in July were substantially above 800 units, with deliveries of 25 aircraft types. Among the items showing a marked jump was the Thunder Jet, the fighter-bomber being built primarily for U.S. Allies of the North Atlantic Treaty Organization.
