Copper and Aluminum Taken off Critical List; Some Bans Lifted
WASHINGTON (AP)—The government took copper and aluminum off its critical list today and indicated an improving metal supply situation may permit a big boost in military and civilian production next year.
The Defense Production Administration forecast a better supply of steel, copper and aluminum in early 1953.
Copper particularly has become more plentiful, partly because not so much of it was used by manufacturers during the steel strike.

LA to Try Rubber Paving on Streets
LOS ANGELES (AP)—The first Western experiment in the use of natural rubber in streets and highways began today.
City crews began laying 2200 square yards of a rubber-asphalt mixture at the intersection of Figueroa st. and Venice blvd. Harry K. Fisher, consulting engineer for the natural rubber bureau in Washington, acted as consultant for the Los Angeles street maintenance bureau in the project.
"Rubber roads" are laid in the same way as pavements without rubber. Fisher says the difference is in performance. He claims the rubber pavement is more elastic, less affected by temperature changes, less susceptible to traffic vibration and safer.
The 5 to 7 percent rubber powder added to the asphalt in today's test surfacing is the same as that used in a road that has been in use outside Amsterdam, Holland, for about 15 years with no repairs. Fisher said. If the same performance can be obtained in this country," he said.
Fowler reportedly has advised the Defense Department that more materials can be expected by next April, or earlier. While not suggesting increased military production, he has told the military men they can schedule greater arms production if they wish to do so.
Yesterday, the National Production Authority told the construction industry it can expect considerably greater quantities of materials by next April, or perhaps as early as next Jan. 1 for private building.
Bans Lifted
A two-year ban on building such recreational facilities as race tracks, pool halls, ball parks and swimming pools also will be lifted next April, or possibly earlier, the NPA said.
In taking copper and aluminum off the DPA's scarcity list, Fowler said quantities of these two key metals are now sufficient, under existing controls, to meet all important needs of both defense and civilian production.
The steel strike, he said, delayed construction of new aluminum plants and aluminum stockpile goals have been boosted. Yet, he said, aluminum will be increasingly available for all civilian uses.
The steel supply, he said, will return to the relatively plentiful state it was before the recent strike by early next year. He said the strike cost about 2½ months production this year.

TV Telephone Bad for Husbands
LONDON (UP)—The "sorry, dear, but I'm working late at the office" dodge may be on the way out—TV-telephone has arrived.
The "I can see you" phone—latest invention of British radio engineers—is a surprise exhibit at London's annual radio show, which opened today.
The caller's image is shown on a television screen at the other end of the circuit, and the caller similarly can see the party on the other end on a television screen in front of him.
A spokesman for the phone makers said it was hoped that TV-telephone would be installed on the New York-London transAtlantic line before long.
"It would be invaluable for high-level inter-governmental talks when people speaking must be certain of each other's identity," he suggested.
But the TV-phone won't be invading the privacy of the home for a while yet—the present model stands as high as a kitchen cabinet and costs around $2800.
Yankee Denounce In Congressional
JACKSON, Miss. (UP) — Rep. John Rankin the last of Mississippi's old school white supremacists and denouncer of Yankees, has lost his seat to his former colleague, Rep. Thomas Abernethy.
Rankin conceded defeat early today after unofficial returns from 341 of the district's 358 precincts in yesterday' state Democratic primary showed:
Abernethy, 26,903.
Rankin, 20,568.
The 49-year-old Abernethy was reserved about dethroning the 70-year-old dean of the Mississippi congressional delegation, who was seeking his 17th term in the house of representatives.
Abernethy's victory statement said he had been Rankin's friend during his own 10-year tenure in congress and "I regret we found ourselves in the same district, thus making our opposition unavoidable."

Local Student Enters Cal Poly Dairy School
SAN LUIS OBISPO—California State Polytechnic college expects 850 freshmen and transfer students to register Sept. 11, it was announced today by the registrar's office.
Among the 850 will be Robert R. Van Dyke, 5252 Orange st. Anaheim, in the dairy husbandry classes.
Around 2300 are expected to enroll for Cal Poly's fall quarter, Admissions Officer Paul Winner says.
According to enrollment applications, animal husbandry is still the most popular department in the agricultural division. Out of the 404 applications received as of Aug. 15 to enter the agriculture division, 215 are for the animal husbandry department. In the engineering division, electronics and radio looms as the most popular choice of incoming students. A total of 388 students have applied for study in the engineering division with 99 seeking electronics. Teacher training in physical education has drawn the most interest in the liberal arts division.
New students will register Sept. 11 while old students will register Sept. 15. Classes will begin for all students Wed., Sept. 17.

Highway Patrol To Make All-Out Labor Day Effort
SACRAMENTO. — Every available California highway patrol officer will be on duty this weekend to help carry out the patrol's Labor day accident prevention program, patrol headquarters here reported today.
With enforcement as a wedge, an all-out effort will be made to keep the traffic casualty list below the 24 deaths and more than 700 injuries chalked up on the state's highways over Labor day last year.
Commissioner Clifford E. Peterson said patrol officers made more than 5000 arrests for traffic violations during the Labor day holiday in 1951.
"We'll do what we can again this year to halt the unsafe, illegal driving that causes accidents," he said.
WASHINGTON (AP) — The Defense department today identified 72 casualties of the Korean War.
The new list No. 637 included 11 killed, 52 wounded, four accidentally injured and five missing in action.
