State Senate Considers Old Age Assistance Increase Measure SACRAMENTO. (CNS) — The proposed $5 increase in old age assistance for recipients in California was before the state senate yesterday after the finance committee under Sen. Ben Hulse, Imperial county, gave a unanimous pass recommendation to a measure providing for the increase. The bill was submitted by Sen. Fred Weybret, Monterey county, and will, according to officials of the state department of social welfare, give most recipients a straight $5 increase in the allotment each month. Present ceiling is $75 per month and the Weybret bill merely increases it to $80 per month, with provision in the measure that it can go to $85 if there is another federal increase. Charles I. Schottland, director of social welfare, submitted figures to the committee which indicated the additional federal subsidy would save the state about $6,000,000 annually and counties $2,280,000. The federal grant for all three security programs, old age, blind and needy children, will be increased by $22 million. Assembly bills accomplishing the same purpose, have been introduced, but is was believed that the Weybret measure will be the bill finally adopted. Unemployment Claims Increase SACRAMENTO (CNS)—Slight increases in the number of new claims, the number of claims paid, and the total number of claims filed marked California unemployment insurance activity for the week ending July 17, department of employment officials reported today. The Santa Ana office received 125 new claims, compared with 132 the previous week. It received a total of 902 claims, and paid $50, compared with 636 the week before. The number of new claims received throughout the state totaled 15,556, a three per cent increase over the previous week. Paid claims increased one per cent to 79,600, and total claims one per cent to 101,119. Stephen Awarded REB License SACRAMENTO (CNS)—D. D. Watson, state real estate commissioner, today announced issuance of a real estate brokers license to John W. Stephen, 108 W. Broadway, Anaheim. He also announced issuance of real estate salesman licenses to Harriet J. Gray, 9601 Gray Dr., and Bonnie J. Matthews, 9601 Gray Dr., both of Anaheim. Optimists to Go To Angels-Stars Baseball Game Anaheim Optimists will skip their dinner meeting tomorrow night and will attend the Los Angeles Angels versus Hollywood Stars baseball game at Wrigley Field. County Dahlia Society to Hold Annual Show The dahlia show sponsored by the Orange County Dahlia society for the past 11 years, each year has attracted increased numbers of persons in attendance as well as exhibitors from all over southern California taking part in the show. The show this year is scheduled for Aug. 8 and 9 in the Santa Ana YWCA, 1411 N. Broadway. Admission is free as in other years. On Aug. 8 doors will be opened at 2 p.m. and on Aug. 9 at 10 a.m. closing both nights at 9 p.m. Those having just one or dozens of dahlias are urged by the show manager, Dr. L. N. Sherard, to exhibit them. Flowers or arrangements of dahlias must be brought to the show rooms in the YWCA by 11 a.m., Aug. 8. Entries will be received from 8 to 11 a.m. Prizes and ribbons will be awarded in many and varied divisions. Special divisions have been provided for novices, amateurs and advanced amateurs. Novices are those who never have been awarded a blue ribbon, amateurs those who have less than 100 clumps of dahlias, and advanced amateurs those have less than 100 clumps of dahlias. Orange Light "When minute quantities of air were let into the glass container, a bubble-shaped glow of orange light began to rise from the center of the base. The light expanded into the shape of a small electric globe. Here it remained poised, or could be induced to detach itself from the base, or float off against the glass wall. "When the light floated free, a faint purplish glow developed at its base, as if the object was propelled or sustained in position by a jet exhaust. State Parties Choose Committee Leaders after Pre-Vote Fights SACRAMENTO (CNS) — Positions of prestige comparatively speaking, are a rarity, and this fact may have something to do with ten pulling and hauling that goes on behind the scenes over the jobs of chairman and vice-chairman of the state central committees. Actually, the jobs for the most part constitute nothing but a lot of work, plus the privilege of conferring with and introducing the national big-wigs, but despite this fact, they are sought after assiduously by those who go places in politics. The party conventions last week-end were no exception to this axiom, for while the public read for the most part of harmony in the ranks of unanimous elections, there were pre-vote rows in both the Republican and Democratic ranks over who would run the affairs of the more than 700 members of the central committees for the ensuing two years. The election procedure of the parties is complicated because of the fact state law requires a chairman and vice-chairman rotating from north to south. This year, it was the north's turn to supply a Democratic chairman, and the man on top, who finally was elected, was George Miller, state senator from Contra Costa county. Consequently, others were approached to run against the Contra Costa senator, among them being Sam Gardiner, of Marin county, and Senator Ed Regan, of Trinity county. Seemingly endless conferences were held. Gardiner said he wasn't averse to taking the job if it was offered to him Neither was Regan, although he said he wasn't campaigning. And after a couple of days, the by-play shaped up to the point where it was evident Miller had sufficient support to stop any opposition. So the other candidates climbed on the band-wagon, and Miller was elected unanimously. The vote on the Democratic vice-chairman wasn't as easy, for this race actually went to the floor, and three were nominated. Here Clinton D. McKinnon, from Southern California, a congressman and the unsuccessful Democratic candidate for U.S. Senator, showed his strength. He received 160 votes on a secret ballot, while Paul Ziffren got 76, and James Walker, 22. Waters Unopposed There was only slight opposition mentioned to election of Assemblyman Laughlin E. Waters, of Southern California, for Republican chairman. Waters, an administration man, was supported by the governor's group in the central committee. The group which favored him. Biggest Budget In Santa Ana's History Studied Receiving the new city budget this week from City Administrator Carl Thornton, the Santa Ana city council adjourned to next Monday evening to study and act upon the proposed $4,348,581.76 budget, largest in the city's history. Although exceeding any previous budget, this one will permit a decrease of about six cents in the tax rate, which is expected to be $1.815 per $100 of assessed valuation. Increased valuation explains the rate cut, it was said. The decrease may be even more than six cents, because the rate was figured on an estimated assessed valuation, of $63 million, whereas the actual valuation just announced is approximately $65 million. While the new budget is far above last year's $2,800,000 budget on its face, there is actually no true comparison. Thornton told the council, because this is the first bonafide budget the city has had. Until now the city budget has been a loosely compiled figure, omitting many of the major budget items, such as capital outlay.
