Four California Political Parties To Hold Conventions Aug. 2 and 3
SACRAMENTO (CNS) — Members of California's political parties are no exception to the average citizens' penchant for conventions, but the difference is, the biennial sessions of the parties are required by law, so somebody, at least, has to attend.
The procedures for getting the parties together in the Sacramento state capitol session, which this year will be held Aug. 2 and 3, are complex, to say the least.
To begin with, there are two separate and distinct meetings for four parties which are qualified under the state elections code.
The meetings on Saturday will be the party conventions, while on Sunday, the meetings will be of the state central committee. The parties are Republican, Democratic, Independent Progressive, and Prohibition.
There are, according to the secretary of state's office, 162 delegates to the convention. These consist of the elected officials of the state, or, in the absence of an elected official of the party involved, a delegate named to the convention by the county central committee.
The Sunday meeting of the central committees, however, is another matter. There is a maximum of 706 members of the state central committee, and this figure is arrived at as a result of three appointments to the state central committee given the elected officials, plus the 58 county central committee chairmen, who are also membegs of the committee.
Proxy Attendance
Rarely, however, would the full complement of delegates to the convention or meeting of the state central committee attend, for there is provision in the elections code for dealing by "proxy" Forms are provided by the secretary of state and the proxies may be sent in if the delegates do not care to attend the session.
However, from the scarcity of hotel reservations in Sacramento, the indications are that a good many of the delegates will attend the conventions and central committee meetings this year, despite the fact they are required to pay their own expenses. For the entire cost of the four conventions to the state will be less than $100, the secretary of state's office said, and this sum for mining printing.
In addition to the delegates who include the party nominees for public office to be voted on in November, there will be a usual number of clerks, lobbyists and others who just come along for the ride.
Speech Programs
All appointments to the central committee have been made and filed with the secretary of state. It's his job to certify the list to the convention. The convention then certifies the list back to the secretary of state, and finally, the list of central committee members is approved.
As to business transacted, state officials who have lived through many party conventions, take a dim view.
"They listen to speeches," one official said. "elect officers often turn over the political work to an executive committee, which carries on until the next convention. Then, it's all to do over again."
One thing about the state legislature delegates, there can be discrimination as to sex. If a man has appointments, he must appoint one other man, a two women. This makes the state committees half and half.

Polio Incidence Up from Last Year's Figure
SACRAMENTO. (UP) (CNS)
This year's polio trend in California appears higher than a year ago, but still much lower than in 1848 when the state suffered its worst outbreak of the disease.
Dr. Wilton L. Halverson, state director of public health, informed the governor's council of this fact.
He said since April 1, the time of year when the number of cases usually is lowest, 366 cases of polio have been reported, 28 more than for the same period in 1951. Cases during the corresponding period in 1948 totaled 559.
Halverson noted the number of cases resulting in paralysis is lower this year than in 1951. Since April 1, nine cases have resulted in death.
Most of the present cases are concentrated in the southern half of the state, the director said, with 12 counties reporting 284 cases, as follows:
Los Angeles, 142; Orange, 19; Imperial, 18; San Bernardino, 16; Riverside, 9; Merced, 3; Fresno, 15; Kern, 14; Santa Barbara, 11; Ventura, 12; San Diego, 24, and Tulare, 1.

SACRAMENTO. (CNS) — The Lutheran Church of the Master, La Habra, Calif., Inc., has filed articles of incorporation, the secretary of state announced today.

MacArthur Accepts Firm Chairmanship
NEW YORK (UP)—General of the Army Douglas MacArthur today accepted the chairmanship of Remington Rand Inc., manufacturers of business machines and electronics equipment.
His acceptance was announced by James H. Rand, president, who said the post had been offered MacArthur nearly three years ago.
The company made no mention of the general's salary as chairman, but it was previously reported unofficially he had been offered $100,000 a year.

Prisoner's Effort To Leap from Hall Of Justice Halted
LOS ANGELES (UP) — "I'd rather kill myself than go back to San Quentin Prison," shouted Roscoe S. Collins, Negro ex-convict.
With that, he leaped through a window on the seventh floor of the Hall of Justice yesterday.
Instinctively, however, he clutched at the ledge and his lawyer, Harold Ackerman, seized Collins' wrist.
Dep. Don Avery then grabbed Collins' ankles from the window below and held him flat against the side of the building. Firemen on an extension ladder overpowered Collins and he was returned to jail to face charges violating parole by possessing a gun.
Radio Operators Strike 10 Ships In San Francisco
SAN FRANCISCO (UP) — CIO radio operators today struck 10 ships in the San Francisco Bay area in a dispute over the operation of radio-telephones on vessels owned by Pacific Coast shipowners.
Meanwhile, William Steinberg, president of the American Radio Association, was due here today from New York to meet with officials of the shipowners' Pacific Maritime Association.
Philip O'Rourke, ARA vice-president, had threatened the operators would strike unless shipowners removed radio-telephones from the bridges of the ships or give the union full control of the equipment.
