Three jet pilots were killed in routine training flights. Capt. Lloyd Babcock, 32, and Capt. Jack M. Little, 36, both of Laguna, died Saturday when their plane crashed and exploded on the El Toro station landing strip. Earlier last week, Lt. Robert N. Anderson, reserve pilot, crashed into a Santa Ana home... Santa Ana Justice of Peace Howard Cameron was charged with neglect of duty by the County Grand Jury in a critical report filed with Superior Judge Raymond Thompson. The Justice said the report was "political and made for the purpose of injuring his campaign for reelection in November." HIWAY — Although Anaheim hasn't had a traffic fatality charged against it this year, The Orpeals ... Legal history is being made in Orlando Superior Court as Judge Robert Gardner began hearing the first case tried under a new California law, the first of its kind in the United States, which permits non-profit hospitals to condemn private property. Soap Box Derbies For Races on Wednesday With several entrants still riedly putting finishing touches on their cars, the Wednesday Thursday post times for Anaheim Soap Box derby drives loom large today. Planted by Capital Nursery Co., successful bidder at $4695 for the lawn, the seeding ran into 'ba luck' according to Anson Boyd's state architect. But Boyd said the state wouldn't take the law until it has a 'good grass job'. Ever since the park remodeling started, there has been a civil uproar over elimination of the terraces and the pulling out of trees, which included redwood palms, magnolias and stone pine. Camp Nara, located in one of Japan's most famous resort cities, is a part of the Southwestern Command, largest of three commands in the Japanese Islands, which has the mission of furnishing supplies and services to troops in Korea and U.S. Forces in Japan. Franz, who has completed 10 months of service, was last assigned to Fort Sam, Houston, Texas, where he took basic training. Local Man Assigned To Army Hospital WITH U.S. FORCES IN JAPAN Pvt. Alroy M. Flack, son of Leo Flack, 7421 Katella ave., and Mrs. Verna Cancilla, 2750 Union st., San Francisco, has been assigned to the U.S. Army hospital in Sendal, Japan. An accountant in the hospital's mess department, Flack has been in the Army since January 1951 and in Japan since June 10, 1952. P.'s main line to San Francisco which runs along the coast, was not damaged. The Santa Fe said it would move its passengers by bus. But the main traveled route between here and Bakersfield, the Ridge route (U.S. 99) was blocked by a slide near Gorman. A highway patrolman said "it seems like the top of a mountain slid off," burying the busy, four lane freeway route under 25 feet of dirt at one point. At least 10 persons were hospitalized at Mojave, 20 miles east of Tehachapi. A motel and store at Grapevine was reported wrecked, with two persons injured. Schmid of Garden Grove, chairman of the water problems committee of the Orange county farm bureau, has been elected chairman of the new permanent committee formed by water interests to study replenishment of the underground water supply and equitable methods of distributing its costs. Walter Knott, representing Bueran Park area, was named vice-chairman of the group, and W. D. Miller, secretary of the Orange county water district, was chosen as secretary of the committee, which met in the water district offices. Preliminary plans for approaching their problem were discussed by the group, which sounded as a keynote of procedure, a general desire to avoid litigating water rights and allocating water supply, in view of the unenviable experience of Los Angeles county's west basin in that field. West basin, with an annual overdraft of 50,000 acre feet, employed court proceedings to apportion use of water and curtail pumping. ROSS SHAFER, water consultant from Tustin and member at large of the committee, reported formation of a state-wide committee which will recommend legislation to set up machinery by which local areas may raise revenues to pay the cost of importing water. In Orange county, water leaders have discussed the plan of placing meters upon all pumps in the basin and levying an extraction tax, to distribute the cost of importing water on the basis of amount consumed. Los Angeles county's central basin now is working out such a plan, it was reported. Central basin leaders were told by Walter Brown, long time Long Beach water superintendent, that experience in the west basin demonstrates that merely introducing imported water into the local supply does not guarantee its use, and that there must be "some compelling force" especially if the cost of the new supply exceeds the cost of well water to accomplish such use. In the west basin it was a legal decree, curtailing all pumping rights. "IN THE CENTRAL basin, however the central basin ground advantage that, instead of curtailing pumping rights and requiring large expenditures for the construction of transmission mains and reservoirs to deliver and store an auxiliary supply, it puts the auxiliary supply underground within reach of present pumps and preserves pumping rights intact." The committee has fixed its regular meeting date as the third Wednesday of each month, and set its next meeting for Aug. 20 at 7:30 p.m. in the water district offices. ATTENDING THE session were Schmid, Knott, Shafer, President J. W. Crill of the water district, President Glenn P. Allen, Orange, of the Orange county municipal water district; Mayor Courtney Chandler of Santa Ana and Mayor Charles Pearson of Anaheim; H. H. Kohlenberger, representing Fullerton area; E. T. Watson of Santa Ana river Development Co. (the two major water companies); W. B. Hellis, manager of Irvin Ranch Co., and State Senator-elect John A. Murdy, Jr., member-at-large. Also present were Councilman William Jerome, Jr., Santa Ana, George Vandenburg of Anaheim, and Howard Crooke, president of the Associated Chambers of Commerce, who were on the steering committee which selected the permanent committee.
