PREDICTION—A drive to get 25 per cent of the Buena Park property owners to sign petitions for the incorporation of that community is now in full swing. Paul Kreesen is pushing the move. His drive, however, is meeting considerable opposition as many property owners know that incorporation would bring added municipal taxes—taxes for services they are now getting without higher taxation... People of Buena Park and Costa Mesa, another place where incorporation fever has become an epidemic, point to Bellflower the world's largest unincorporated city, as an example of a municipality that is getting by rather nicely without a so-called city government.
