U.S. to Intensify 'Voice of America' To Replace Banned 'Amerika' Mag
BY EDWARD E. BOMAR
WASHINGTON (UP)—The State Department said today the Voice of America will be made a lot louder now that the Russians may no longer learn about life in the U.S. from the Magazine Amerika, which has been suspended.
The Department said its radio programs beamed behind the Iron Curtain will be intensified by use of new transmitters and the addition of new languages and new features.
It believes this will offset the loss of the seven-year-old Amerika, the lavishly printed magazine which told Russians in their own language about the U.S. It was suspended by the State Department yesterday after years of squabbling with Moscow over its distribution.
At the same time, the Department ordered Russia to cease publishing immediately its information bulletin in the United States.
DR. WILSON COMPTON, head of the "Campaign of Truth," said today these steps are being taken to build up the Voice of America:
The Vagabond, former Coast Guard vessel which has been converted into a powerful floating radio transmitter station, is due to sail from New York immediately. From an undisclosed point, it will relay the Voice signal behind the Iron Curtain with new intensity.
At Munich, Germany, a regional relay station, new languages and programs will soon be added. They will supplement the principal broadcasts originating in New York.
ured its "range of penetration" at between 20 and 70 per cent. Around Moscow and Leningrad interference is worst.
Dr. Compton told a reporter the United States is ready to call off its suspension of Amerika and its order concerning Russia's information bulletin if Moscow will live up to a 1944 circulation agreement.
"We are not washing out Amerika, but only suspending the magazine," Compton said. "We are ready to resume tomorrow, and let the Soviet bulletin resume publication if Russia says the word.
"However, there will have to be free circulation and no more censorship."

Senator Pledges Strong Civil Rights Plank
CHICAGO. (AP)—Sen. Herbert Lehman of New York today pledged a floor fight at the Democratic national convention if that's what it takes to get a strong civil rights plank in his party's platform.
Lehman called a news conference just before Democratic platform drafters began public hearings in the Conrad Hilton hotel. He said he will insist on a civil rights plank "at least as strong as the one in the 1948 party platform."
That plank was adopted from the floor four years ago and led to a Dixie walkout from the convention.
Lehman said he expects the platform committee to write the kind of civil rights plank he favors, including endorsement of a compulsory fair employment practices commission.
But if a proposed platform jacking such features reaches the convention floor, Lehman said he expects to submit a minority report to fight out the issue with the delegates.

PARTY LEADERS from the southern states are seeking to have the party steer clear of any compulsory features in the civil rights plank.
Lehman said he also will press for a change in the senate's anti-filibuster, or "cloture" rule — so debate can be choked off by vote of two-thirds of those present instead of two-thirds of the senate's membership as is now required.
He said the present cloture rule has allowed the threat of filibusters to block votes on civil rights legislation.
Lehman is a member of the platform drafting committee and a supporter of Averell Harriman for the Democratic presidential nomination. He told newsmen:
"We are not going to pull punches on civil rights, on foreign policy, on civil liberties, on labor, on agriculture or on immigration.
Party platform drafters heard a defense of Democratic foreign policies from World war I to Korea.
