TRANSITION—The Gazette editorial and business offices have a new look. Carpenters working over the weekend remodeled the offices.
NEWS TO ME — Somebody called up and asked: "Cha know that Anna Heim is a grandmother?" I didn't, but, upon checking the vital statistics we discovered that Victor Heim became the proud papa of a son last week ... It would be news to me and to Earnle Moeller, too, if an Anaheimer were born in Anaheim. Don't know f'sure, but I don't believe a child was born in Anaheim this year. The stork detours—goes to Fullerton, Orange and Santa Ana to make his deliveries ... Charlie Cox says if there is anything unusual about California weather this summer, he doesn't know about it. Neither does anyone else.

Dec. 1 Forecasted Earliest Date For Five Per Cent Down Home Buys
WASHINGTON (AP)—Apparently you'll have to wait until about Dec. 1—or later—before you can start shopping around to buy or build a new home above the $7000 class for as little as 5 per cent down.
That's the earliest date on which the government figures it can comply with a real estate provision of the controls extension bill President Truman signed yesterday.
The new law says the government cannot require a down payment of more than 5 per cent if the rate of new construction falls below 1,200,000 a year.
Since real estate experts say the current rate of building indicate, the 1952 total will be no higher than 1,100,000, it appeared there would be an immediate easing off on regulation "X," which fixes down payment rates.
But the law isn't that simple.
The two agencies which administer housing controls, the Federal Reserve Board and the Housing and Home Finance agency, issued a statement yesterday saying the rate of construction will have to be determined after the law goes into effect—today—and no estimate before that is applicable.
The statement said the new law directs the president to make estimates of non-farm housing starts month by month.
Local 5-Year-Old Claimed by Death
Roberta Loretta Furr, 5, a native of California and living in Anaheim all her life, died last night at an Orange hospital after a brief illness.
She was taken ill Sunday morning. She is survived by her parents, Mr. and Mrs. R. Emmett Furr at the family home, 829 N. Helena st.; one brother, Melvin L. Furr; three sisters, Marlene L. Furr, Darlene L. Furr and Kathleen E. Furr all at home and maternal grandparents, Mr. and Mrs. Fred Bielfeldt of Mitchell, S.D. She was a member of the White Temple Methodist church.
Funeral services will be conducted from the Hilgenfeld chapel Thursday at 10 a.m. with burial to follow in the Anaheim cemetery.
Sarah A. Watkins Dies on Sunday
Sarah Ann Watkins, 69, a native of Iowa, but a resident of California for 30 years and of Anaheim and vicinity for eight years, died Sunday at the Florence Nightingale Rest home in Orange after a prolonged illness.
She is survived by one daughter, Mrs. B. H. Dye of Anaheim; two sons, Willis Cromer of Idaho and Jean Rogers of Arabia; one brother, Willis Carey of Washington; eight grandchildren and three Cox says if there is anything unusual about California weather this summer, he doesn't know about it. Neither does anyone else.
COMMENT — Sure, the Old Gazetteer's heard about the flare-up the umpiring caused in a recent city league nightball game. It's regrettable that people have to lose their tempers now and then. Umpiring at its best is sometimes pretty bad, consequently we believe it should not have been suggested that the umpire press legal charges. That would have been rash action, to say the least. The people involved in an umpire-player scuffle 15 or 10 years ago haven't lived it down. And the fellow, who took a poke at that Riverside umpire is now a well known Anaheimer. John Wright and Jim Wright did right by forgetting the whole mess.
NOTES—Earl T. Jackson who is one of Anaheim's leading drug-gists has some mighty fine looking stock roaming in his yard high atop a Fullerton hill.
ROUNDUP—The Rev. Howard S. Congdon is one of Anaheim's truly great spiritual leaders. He's always ready and willing to lend a helping hand... Anaheim's historian, Haymond Holt, has discovered a new interest since he became head librarian at Pomona. He was all set to follow the late Terry Stephenson's example by digging up the rich, colorful past of Anaheim and its environs.
Joe Jimenez says that they've closed Anaheim's lovers lane by fencing in the cemetery. Incidentally, the "bier garden" was a popular spooning place. Guess the ghosts didn't talk... Judge Raymond Thompson's request that something be done about the bright-roofed subdivision houses wasn't so far fetched after all. It seems that the Fullerton planning commission has sympathy with those living in the rarified atmosphere of the hills. President’s Talks Expected to Lash Private Utilities
WASHINGTON (UP) — President Truman today flies to Arkansas to dedicate two dams—an occasion which gives him a chance to renew his attack on what he calls the “selfish” private utility lobbies.
Truman last month sailed into the private power interests which, he said, have spent huge sums in propaganda obstructing the development of power resources.
The Norfork and Bull Shoals projects he is scheduled to dedicate tomorrow provide power for rural cooperatives.
The trip also offers opportunity for a headstart on the “whistlestop” campaign Truman has promised to launch once the Democrats pick a presidential nominee.
A major address at Bull Shoals and at least one rear-platform appearance, at Batesville are planned.
The president was due to leave Washington at 3:30 p.m. (EST) for Little Rock, there to board a special train for an over night trip to Norfork, Ark.
THEFT REPORTED
Theft of a woman’s suit valued at $47 from Clifton’s shop, operated by Clifton B. Steele at 918 N. Main st., Santa Ana, was reported to Santa Ana police today. Two negro women who visited the store were listed as suspects.
Crippled Father Saves Daughter From Drowning
HUGO, Okla. (UP)—A frantic father, crippled since childhood, rose from his wheel chair at a family picnic last night to save his 11-year-old daughter from drowning.
Olen Petty, however, could not reach his son, Joe, 9, who sank within inches of his grasping fingers. The body was recovered later.
Joe and his sister, Lucille, were wading in Schooler lake, 16 miles northeast of here, and stepped into deep water.
“It was miraculous,” said their uncle, Cecil Garner, in regard to Petty’s attempt to save them.
Petty, he said, is able to walk only on his hands and knees.
When ice floats on water, only about one-tenth of its bulk is above the surface.
Air Force Today Begins Use of New Alphabet
WASHINGTON (UP)—The Air Force today ordered its air and ground communications personnel to begin using a new phonetic alphabet despite widespread objections it isn’t as good as the old one.
The nation’s two largest civilian pilot groups and the Navy have refused to accept the new alphabet, although the Civil Aeronautics Administration (CAA) adopted it April 1.
ALPA and AOPA have informed their members the new alphabet—which starts out with Alfa for A, Bravo for B, Coca for C—is so confusing it is dangerous.
They advised the pilots to stay with the familiar old Able-Baker Charlie routine.
Two Reds Boldly Surrender Within Truce Talk Camp
PANMUNJOM, Korea (UP)—Two North Korean soldiers waving white flags walked down the road through this neutral truce talks village Saturday night and surrendered.
The two North Korean noncommissioned officers walked nonchalantly past the conference tents to a bridge where American military police stood guard.
The communist security officer came rushing up and blurted:
"Two of our men got lost. We want them back."
The captain told him he could try to catch the pair if he wished. The red officer refused; he could be shot or captured once he stepped out of the neutral zone.
Acheson Impressed By Austrian Desire For Independence
VIENNA, Austria (UP) — U.S. Secretary of State Dean Acheson left Austria by air today for Brazil, expressing "firm conviction" that this occupied nation is determined to defend its independence.
He is expected to arrive in Rio de Janeiro tomorrow for a four-day state visit en route back to Washington.
Acheson took off in President Truman's personal plane, the Army Unveils New 'Patton 48' Tank Said 'Streamlined, More Powerful'
NEWARK, Del. (UP)—The Army today unveiled what it called the first completely new medium tank to be developed since World War II—streamlined, more powerful, and almost as easy to handle as a new automobile.
Designated the M-48, or "Patton 48," it is being produced at the Chrysler tank plant here and at two other arsenals. Officials said sizeable deliveries are expected before the end of the year.
The tank, in the 45 to 50 ton class, has several notable new features:
1. A lower silhouette than any other American tank of corresponding size.
2. An egg-shaped, sloping elliptical hull and turret. This makes it harder for an enemy shell to get a "bite" into the armor.
3. Wider treads than present medium tanks.
4. A 90-millimeter, high velocity gun with a quick change tube.
5. A 50-caliber machine gun on top of the turret which can be aimed, fired and loaded from within the tank. No longer does the gunner have to stand with head and shoulders extenuating enemy fire.
Bulk Third Class Mail Cost Upgrade
WASHINGTON (UP)—the bulk third class mail vilege got a 30-million-year hike in their postal today.
The long-standing charge of one cent per plight up to one and a half piece—another of the same postage increases authorizes Congress last year to buy out the recurring postal.
Third class mail covers catalogues, similar matter, seeds, plants and chandise samples. Their tremendous amount of surings annually.
The increase, however, apply to religious, charitable fraternal groups, which tinue to enjoy the one-piece minimum charge.
Those using bulk mail third class matter pay an $10 fee for the privilege.

ARMSTRONG'S SANDWICH SHOP IS CLOSED
Secretary of State Dean Acheson left Austria by air today for Brazil, expressing "firm conviction" that this occupied nation is determined to defend its independence.
He is expected to arrive in Rio de Janeiro tomorrow for a four-day state visit en route back to Washington.
Acheson took off in President Truman's personal plane, the Independence, from the U.S.: Air Force base at Tulln, 20 miles within the Russian occupation zone from Vienna.
The plane was scheduled for only one brief stop on the way—at Port Lyautey, French Morocco.
Summing up his impressions of his two-day visit to this divided capital—still occupied by American, British, French and Russian troops seven years after World War II—Acheson said:
"I received one of the warmest welcomes of the Austrian government and people. I am full of gratitude for their kindness.
"I am leaving with the firm conviction that they...are determined to defend their independence. I am leaving with the belief that the promise which was made in 1945 will be fulfilled."
LONDON (UP)—The National Needle Arts Bureau announced with surprise today that a man had won its annual national sewing contest.
Harry Leonard, a 49-year-old health inspector, copped the $140 (50 pounds) first prize by sewing himself a blue suit in 330 hours of his spare time.

Bulk Third Class Mail Cost Upped
WASHINGTON (UP)—Users of the bulk third class mailing privilege got a 30-million-dollar-a-year hike in their postal charges today.
The long-standing minimum charge of one cent per piece went up to one and a half cents per piece—another of the staggered postage increases authorized by Congress last year to help wipe out the recurring postal deficit.
Third class mail covers circums, catalogues, similar printed matter, seeds, plants and merchandise samples. There is a tremendous amount of such mailings annually.
The increase, however, will not apply to religious, charitable or maternal groups, which will continue to enjoy the one-cent-per-cease minimum charge.
