Proposal's Effect on Finances

SACRAMENTO (CNS) — Some of the implications involved to state financing in connection with the California Teachers association proposal to increase the state's educational subsidy from $120 to $180 per pupil average daily attendance, have been brought to light by a subcommittee of the assembly ways and means committee.
The implications and effect the proposal would have on state finances were outlined by Assemblyman Robert Kirkwood, San Jose, who throughout his years of service in the California legislature, has been and still is one of the strongest supporters of an advanced educational program for California in the House.
Yet Kirkwood, at the hearings, raised the question of "the propriety of placing this figure in the Constitution," pointing out that after the problem of rapid growth in behind the state, "the full amount will no longer be needed."

"If the proposed initiative was in effect today, the legislature would be required by the Constitution to set aside under this ordinance the equivalent of 80 percent of the estimated revenues our three per cent sales tax.
IF THE legislature continues its present policy of setting aside in addition the amounts required for teachers' retirement, for free text-books, for the support of the state department of education and other relatively minor items, the amount involved would represent between 85 and 90 per cent of the total sales tax receipts. Add to this the monies provided for the support of our state colleges and the University of California, which are not covered by constitutional requirement, and it will be necessary to use the equivalent of all sales tax revenues for the support of our public educational institutions.

Kirkwood pointed out that whether the initiative is desirable or not, he believes its adoption will involve a major change in state fiscal policy; declares that the figure of $180 per pupil "an artificial one at best"; declared the proposal as submitted to the people has never been before the state legislature, and asserted he is persuaded that the legislature has already provided for public education in California "an amount sufficient to give our children one of the best educational opportunities in the nation and to insure our teachers their highest salaries.
The proposal will lead to a substantial increase in the level of taxation by the state, he declared in the absence of a major inflationary trend."

State Income Tax Returns 25 Per Cent Higher
State Controller Thomas H. Kuchel, chairman of the Franchise Tax Board, today announced a 25 per cent increase in the number of individual income tax returns filed with the state up to May 31, in comparison with last year's filing.
Returns filed brought $76,511,569 revenue to California's general fund. Kuchel said, an increase of 17.6 per cent above the collections last year.
Individuals filing returns totaled $2,049,373, according to the controller, compared to 1,645,770 the previous year. Kuchel said that the Franchise Tax Board expects another 100,000 returns before the end of the calendar year. This estimate is based on extensions granted and reports of those who file on a fiscal year.
Kuchel attributed the huge increase in filings to the increased activities of the Franchise Tax Board in checking source returns. Activity of the board, he said, plus the publicity concerning federal income taxes, has resulted in making people tax conscious.
In addition, Kuchel said factors contributing to the increase in returns included the fact that higher wages are prevailing, bringing more individuals under the state income tax law; increase in population, and the extensive publicity campaign put on by the Franchise Tax Board urging taxpayers to make timely filings.

Summer School Registration Begins Today
Registration at Fullerton union high school and Fullerton junior college summer school will take place Monday, June 16 through Friday, June 20, with six or eight weeks of classes beginning June 23, it was announced yesterday by Walter Pray. Registration office is located in the administration building on the high school campus.
Students may earn as much as eight units of college credit or ten semester credits of high school work during the summer.

Four Fullerton Junior College Seniors Win $1700 in Scholarships
Four members of the graduating class at Fullerton junior college have won over $1700 in scholarship awards, it was learned from Dr. H. Lynn Sheller, director, today.
They are Valentine Vitols, Fullerton; Marjorie Wallace, Fullerton; Marie Carlson, Fullerton, and Phoebe Sweet, Orange.
Vitols, an engineering major at the junior college, won a $300 scholarship to the University of California, the $200 cash award given by the California Alpha Gamma Sigma, honorary scholarship society for junior colleges, and a place on that organization's honor roll.
Miss Wallace, an occupational therapy major, was also a double winner. The North Orange County Panhellenic association's $200 award went to her and she was awarded the annual $100 Alice C. Cooper literary award of Alpha Gamma Sigma.
The State Alpha Gamma Sigma offers four awards annually among its $3 member chapters. Two of these awards were won this year by Fullerton junior college students.
Phoebe Sweet, a commercial art major, won a $300 scholarship at the University of California, and Marie Carlson, an elementary education student, received a $450 scholarship to Whittier college, offered annually to members of Alpha Gamma Sigma.

Anaheim Area Students Get Stanford Degrees
Anaheim area was represented by 10 graduating students at Stanford University's commencement ceremonies yesterday, in which 2410 received diplomas.
Daniel Dietrich Kersten received his master's in biological sciences and Joseph David Kopsho, Jr., received his master's degree in electrical engineering. Both are from Anaheim.
Six Fullertonians received degrees, Robert C. Frojen, James Maurice Gifford and James Christie Mansfield receiving bachelor of arts degrees in economics; Mary Anne Chapman in journalism; Dougald H. Thamer in geology; and Robert F. Stroschein received his master's degree in education.
Frederick Harrison Govrau of Buena Park received a bachelor of science degree in petroleum engineering and Kermit Kynell of Garden Grove received a bachelor of arts degree in political science.
Thomas Grayam Dies in Hospital
Thomas G. Grayam, a native of West Virginia who came to Anaheim more than six years ago, died early Saturday morning at an Orange hospital after an extended illness. He is survived by his wife, Elizabeth J. Grayam, residing at 423 N. Claudina st., and several nieces and nephews in the east.
Funeral services will be conducted from the Hilgenfeld chapel Wednesday at 2 o'clock. Rev. Earl R. Berg, former pastor of Calvary Baptist church, will officiate, assisted by Rev. Berthold Jacksteit, pastor of Bethel Baptist church. Burial will be in the Anaheim cemetery.
