County Gets Heavy Highway Improvement Fund
SACRAMENTO (CNS)—Award of contracts for state highway construction projects to cost $4,905,344.50 was announced April 1 by Frank B. Durkee, state director of public works.
Durkee in addition approved advertising of 56 more projects which will cost $16,416,100.
Early award and advertising of these projects are due to provisions of the Collier-Burns Act permitting the director of public works to award contracts on and after April 1 preceding the beginning of the fiscal year on July 1.
This provision permits construction during favorable weather, and speeds opening of new projects approved in the governor's budget.
The projects include:
Orange county, for grading and surfacing and structures on the Santa Ana Freeway, U.S. 101, between 25 miles westerly of Los Angeles street and Orangewood avenue, awarded to Webb and White, Los Angeles, $764,976.75.
For grading $7-foot roadbed to right of existing road on Route 171, for 4-lane divided highway for 2.8 miles between U.S. 101 Alt. and 2 mile north Garfield ave., in Huntington Beach, to advertise, budget allocation $425,000.

Northern Legislators Split Over San Francisco Bay Crossings
SACRAMENTO (CNS) — The legislative battle over a new crossing for San Francisco Bay provided one of the most complicated parliamentary scraps of the 1952 legislative session.
And from a simple issue of whether or not to build a new crossing, the question became one of highly technical problems of the day, involved a bitter battle between legislators in San Francisco and Alameda county, split the Alameda county delegation and brought all of Northern California into the debate.
In retrospect, the issues briefly included the primary question, whether or not to build a crossing from San Francisco to Alameda, or to parallel the present San Francisco-Oakland Bay bridge with another structure.
Northern California legislators brought the question of whether or not to refund maintenance costs of the present bridge to the northern counties highway fund, which paid the cost ever since the bridge was constructed, into the picture.
Interests in San Francisco were unable to agree on the terminus of the western side and at the same time, discussing now the proposed southern crossing, interests in Alameda county were unable to agree on the terminus on the eastern side.
The battle resulting from these primary issues was not solely peculiar to the 1952 legislative session. It has been going on for some time when the state is likely be expected.
Further complications resulted when the city of Alameda, now using a meager two-lane tube under the estuary as its principal means of egress from the island, demanded some action on the construction of another tube.
It was the Alameda demands which brought the matter to a head last fall, when Governor Warren indicated that the two sides of the bay could get together, or else. There never has been opposition to a new Alameda tube, yet the project has been the football in a round of legislative battles, primarily because they only way in which the state can see to finance it is through using funds for approaches.
