Jewel Thieves Hatch Up a Fantastic Plot to Grab Million in Mexican Gold
LOS ANGELES UP—Four men accused of jewelry robberies to finance a fantastic million-dollar Mexican gold pirating expedition were jailed today.
A detective who became part of the gang to break the operations said it was to be a $600,000 enterprise with an expected return of $1,000,000 in Yaqui Indian gold to be smuggled by plane from northern Mexico.
Three men, headed by Robert Lord, 33, who described himself as a Beverly Hills gold exporter, were nabbed in the Los Angeles area. The fourth, with his bride, was arrested in Las Vegas. Police there also held the bride while they checked to see whether her $1000 diamond-studded wedding band was robbery loot.
Police jailed the four on suspicion of robbery. In addition to Lord, described by Los Angeles Police Chief Clinton H. Anderson as the "finger man" in the plot, those in custody are Glen Spaulding, 28, Lee Moore, 24, and David Hutton, 23.
It was Hutton, a bridegroom of only a few hours, who was picked up in Las Vegas. His diminutive wife, Barbara, also was jailed.
The four are accused specifically in the theft of jewels valued at $20,000 on Feb. 16, 17, and 18. Robbed were the homes of Mrs. Isabell Wolz, Mrs. Betty Noble and Clifford Souze.
Detectives said the men realized only $300 from sale of the gems—most if not all of which have since been recovered.
Detective Sgt. R. W. Borders told the story of the abortive plan to fly into Mexico after gold which later would be flown back into this country. Borders became a member of the gang during in-
Warren Calls Price Supports 'Necessity'
CLEVELAND UP—Earl Warren, a candidate for the Republican presidential nomination, says government farm price support programs are a "necessity."
The California governor, in his first public stand on the subject, told the National Association of Soil districts convention last night:
"No program which erects a safeguard against farm bankruptcy needs to be a threat to freedom of enterprise.
"Those of us who recognize the right of every segment of our society to a measure of security realize the necessity for governmental program which safeguards farm prices from collapse.
"I contend that through costly years of trial and error it has been conclusively proven that our national welfare calls for American agriculture to be protected from boom and bust cycles."
Warren devoted the major part of his speech to the need for protecting the nation's soil and water resources and commended the delegates for doing the job "through individual effort" rather than to transfer the problem to state and federal governments.
He said that America's greatest test will come in 10 years, when the population catches up with the acreage to grow our food. In the event of war, he warned, the country would be in danger of depletion, possibly exhaustion, or some of its resources.
America's greatest domestic problem, he said, is the conservation of its soil.

He said Spaulding convinced Lord that he knew where a ton of gold was located in southern Sonora, Mexico. A scheme was devised to finance the expedition by jewel thefts at homes of wealthy persons and later this week by holding up three diamond salesmen. The diamond holdups would yield more than $5000. The gang would then buy a surplus plane, arm it, fly to Mexico, snatch the gold, return and sell it for a huge profit. Moore and Hutton were enlisted by Spaulding.
But investigation of the three house robberies showed that all three families were friends of Lord. Spaulding was arrested as he left Lord's house Feb. 21. He talked, readily, to detectives. Later he introduced Sgt. Borders as a "Colorado gunman" to Lord.
Borders, Spaulding and Lord talked over the big deal as they sat in an automobile last Saturday. Other officers arrested all three. Borders went along as a prisoner and was placed in the same cell with Lord, until last night.
Moore was arrested Sunday and Hutton was nabbed at Las Vegas yesterday.
Lord told newsmen that he was involved only in a legitimate deal. He denied knowing about or having anything to do with the house robberies.
Trusteeship Council Inaugurates Use of New UN Conference Building
UNITED NATIONS, N.Y. (P)—The United Nations today opens its new five-story conference building, whose unique council chambers may soon rival the sky-scraper secretariat building as a conversation place.
The 12-nation trusteeship council drew the distinction of being the first U.N. body to meet at 11 a.m. EST in the new structure. On parade was its unorthodox chamber, which one delegate dubbed a "playroom for the monkeys."
The chambers to be occupied by the committees of the General Assembly, as well as those of the Security Council and the Economic and Social Council are abut
March Deadlines Set for State Job Applications
March deadlines have been listed for several state civil service examinations, according to the State Personnel Board.
Candidates for bank examiners II and III may file until March 1. The lower classification participates in the examination of the financial condition of banks and trust companies, while an examiner III conducts bank examinations independently and supervises the work of other examiners. Salary for bank examiner II is $358 to $436 and for higher class is $436 to $530.
March 8 is the last day to file applications for chief bureau of school district organization. This official will supervise surveys of less jolting, but they too represent the last word in modernity.
The most unusual features of the trusteeship council chamber are multi-colored lattice work suspended from the ceiling and a carpet with bright multi-colored stripes.
All three main council chambers open onto a broad promenade overlooking the East river. They have all the latest technical facilities, including simultaneous interpretation equipment, motion-picture projection booths and booths for press, radio and television reporters.
In addition to the meeting rooms, the new building contains two delegates' lounges, a cafeteria, a delegates' restaurant, two small dining rooms for private parties, several radio studios and control rooms, a recording room and a large printing and reproduction section for turning out documents.
The showplace of the building is the main delegates' lounge—200 feet long, 50 feet wide and 24 feet high. Own the bar on Cuban mahogany, there is a large relief map of the world also made of Cuban mahogany, superimposed on Canadian ash.
The completion of the conference building leaves only the General Assembly building still under construction. This will be finished by late summer. U.N. officials say.
The opening of the new building also opens the permanent U.N. headquarters for the first time to full-scale tourist visits.

BONN, Germany (P)—U.S. high commissioner John J. McCloy day predicted "general disaster unless reviving German nationalism is halted. He accused most West Germany's political party and even some cabinet minister of fostering the revival.
It was McCloy's sharpest warning to date against the trend nationalism.
It came in his quarterly report to the State department.
Commenting on another aspect of the German scene, McCloy in East Germany's controlled economy in its fight for industry self-sufficiency during 1951 may have equalled the 1936 output that section.
In West Germany, he added, dustrial production is at a high rate than in any pre-war year at West Berlin's economic activity has reached its highest level since the end of the war.
With his warning against reviving nationalism, McCloy also spotted the emergence of neo-Nazi parties which he said intended to "discredit and destroy parliaments."

The high commissioner said the neo-Nazi parties are "extreme rightist and ultra-nationalist-organizations which invent scandals and rumors about the democratic parties and parliamentary leaders and dub anyone who opposed Hitler as a traitor."

McCloy said the Neo-Nazi Socialist Reich Party (SRP) is the "number one extremist party in Germany." The West German government already has asked the constitutional court to outlaw the party.
