Explosive Issue To Pop Up with Return of Warren
SACRAMENTO (UP) — An explosive political question clamors for an answer from Governor Warren when he gets back from his Boston-New York speechmaking tour.
He'll have to decide whether to let the legislature, meeting March 3, advance the voting date on a $150 million veterans home loan bond issue from the November to the June 3 primary election.
It isn't as simple as that, however:
Here's the catch:
If the bond issue goes before the people in June, all other initiatives and referenda otherwise ticketed for the November ballot will move up along with it.
D. J. Callaghan, director of veterans affairs, says his department will have to quit taking applications for GI home-farm purchase loans by March for lack of funds.
The situation presents a you-can't-win dilemma for the governor.
If he says yes to the bond issue, it will mean injecting white-hot controversy into the presidential primary election campaign with these measures:
1. George H. McLain's new cost-of-living pension plan.
2. An initiative to abolish cross-filing in California—the system which allows political candidates to run on both tickets in the primary.
3. A referendum to repeal the property tax exemption for parochial elementary schools voted by the 1951 legislature.
Then, too, permission to take up the veterans fund proposal in
Senator Wants Watch Dogs In Washington
WASHINGTON (UP) — Senator McClellan (D-Ark) announced today he will move for an early vote on his bill to set up a super-watchdog committee on federal spending.
"We're going to pass it," McClellan predicted. He contended government agencies which do the spending "too long have held all the cards" in shaping the multi-billion dollar budget.
He said he will move to have the bill called up after the Senate has disposed of the question of admitting Alaska and Hawaii to statehood.
"I think it will get the right-of-way then, and clearly we have plenty of votes to pass it," McClellan told a reporter. He added he "is very hopeful" of strong support for it in the house.
McClellan's bill proposes to set up a Senate-House committee with a staff of investigators to make year-round studies of government spending.
"It would be a constant searching to see what they do with the money they receive in those administrative agencies, how much they are really going to need in their next budget, and whether it can't be done better at less cost," McClellan said. "Congress now has no one to do that."

2. An initiative to abolish cross-filing in California—the system which allows political candidates to run on both tickets in the primary.
3. A referendum to repeal the property tax exemption for parochial elementary schools voted by the 1951 legislature.
Then, too, permission to take up the veterans fund proposal in March will allow the legislature to act on urgent requests for a new bond issue for classroom construction of $250 million or so.
DRUNK DRIVER BOOKED
Anaheim police recently booked Lawrence J. Lerwick, 708 E. Sycamore st., Anaheim, on charges of drunk and driving after arresting him for driving at excessive speed in the 800 block of S. Los Angeles st. He was released later under $400 bail to appear in city court at 9 a.m., Feb. 21.
GOODWILL MEETS
Annual meeting of Goodwill industries of Orange County, and election of officers for 1952, is scheduled at noon next Monday, it was announced by Executive-Secretary George F. Angne.
Angne will present his annual report to the officers and directors. Out-going President George Townsend of Santa Ana will preside at the meeting.
ANIMAL BY-PRODUCTS PROGRAM OUTLINED
LOS ANGELES (P) — A program of research to find new uses for meat animal byproducts was outlined today at the annual meeting of the Western States Meat Packers Association.
Inroads of substitutes for leather, animal fats and other packing house byproducts present a serious problem to the industry, E. Floyd Forbes, president of the association, told the meat processors from nine western states.
“Plastics and rubber have caught the fancy of much of the public, due to smart exploitation on the part of suitcase and boot producers,” he said. “Clearly it is up to the meat packers and the hide and leather people to find means or reselling the American public on advantages of leather shoes, leather traveling bags and other leather manufactured products.”
COLUMBUS, O. (P) — Modern scholars have revealed Biblical characters as real people rather than “little plaster of paris saints or nameless devils,” a Methodist publishing agent said here last night.
