Harriman Speaks On Capitol Hill
WASHINGTON (P) — W. Averell Harriman will explain to the House Foreign Affairs committee today his work as the president's No. 1 foreign spender.
This will be Harriman's first appearance on Capitol Hill as director of Mutual Security—his new job of overseeing the expenditure of billions of dollars to free nations throughout the world.
Chairman Richards (D-SC) said the committee called Harriman to get a complete description of the newly-organized Mutual Security Agency (MSA). This organization recently took over foreign aid from the Economic Co-operation Administration (ECA).
Senator Sees Fault With Harry Truman
WASHINGTON (P) — Senator Maybank (D-SC) said today President Truman "should have shown us the courtesy" of advance notice before naming Harry A. McDonald to head the Reconstruction Finance Corporation (RFC).
Maybank's Senate Banking committee is faced with the decision of whether to recommend the nomination for Senate confirmation. McDonald, a Republican, is chairman of the Securities and Exchange commission, which is under House investigation.

BUILDING TREND—They tell us that in 1952 there will be less building activity than heretofore. Much of the material formerly used will be diverted to production of military hardware.
New subdivisions, however, are cropping up all over the Orange county landscape and building will probably continue until the squeeze is really felt.
Building figures for the last two years can be taken as a barometer of things to come—crowded schoolrooms, added business activity, bigger populations.

NECESSITY—As the Gazetteer pointed out time and again, Anaheim needs an adequate hospital. Anaheimers are forced to go to Orange, Santa Ana and Fullerton whenever they are confined. Does this speak well for a progressive city?
PREDICTION—The Acme Drilling Co., will go through several oil sands with drilling operations at Anaheim industrial tract oil well. Whether these will be of commercial importance remains to be seen. It is known that there is oil there, but the question is: How Much? The Steel Petroleum Corp., of Phoenix; Ariz., thinks it is worth a $125,000 gamble that could pay off in the finding of a field like Santa Fe Springs or Richfield. It might also be a notice before naming Harry A. McDonald to head the Reconstruction Finance Corporation (RFC).

The White House yesterday announced eleventh hour postponement of its acceptance of the resignation of W. Stuart Symington, retiring RFC head which was to have become effective last midnight.
No Limit in Sight On Climbing Taxes
WASHINGTON Oct. — The average individual paid about 17 per cent more income tax in 1951 than he did in 1950.
And he'll be paying more in 1952.
The percentage is somewhat smaller tor persons in the higher brackets but they also got heavier whacks in the pocketbooks.
The heavier tax payments resulted from increases which went into effect Oct. 1, 1950 and Nov. 1, 1951.
The first increase pushed 1951 taxes up about 13 per cent over 1950. That resulted from repeal of a tax cut which had been voted by the Republican-controlled 80th Congress over a presidential veto. This reduction was in effect during 1948 and 1949.
In those years a taxpayer figured his income tax at the current rates and then reduced it by 17 per cent on the first $400 of tax by 12 per cent of any part of his tax above $400 and under $100,-000 and by 9.75 per cent on any tax over $100,000.
The repeal did not take effect until Oct. 1, 1950 so taxpayers were permitted to take about three-fourths of the reductions on Florists

SPORTNOTE—Art Bell picked up $1250 of Bing Crosby's $10,000 Pebble Beach National Pro-Amateur golf prize by finishing second to Jimmy Demaret. The Hawaiian-born golfer used to dig his divots hereabouts. Why he played football with Frank Del Giorgio and Kenneth Chesley during the Hoover administration. Floyd Lakeman should remember him. He played a whale of a football game against him at the 1974 U.S. Collegiate Squash Championship.
NITECCAPSULE—The shortest interval of time is between the time the traffic signal changes and the driver in back of you honks his horn.

Piled on top of this was an increase of 11% per cent for most persons, effective last Nov. 1. Persons in the higher brackets were given the option of paying 9 per cent of the amount they had left after paying their taxes at the regular rates. The increases affected one-sixth of 1951 income.
Since the second increase will be in effect for all of 1952, the tax will be higher. A man who pays $102 in taxes for 1951 will have to pay $111.75 for 1952.
