City Council, Agency Burned Up Over Smoke
KANSAS CITY — The city council and a federal agency are burned up over a smoking problem.
The city says the heating plant of the Veterans Administration building is discharging clouds of black smoke and creating a nuisance. Officials reported 300 calls and many conferences failed to stop the smoke.
Last week the city notified custodians of the building that the heating plant would be sealed next Saturday unless the smoke abated.
Yesterday a letter from James L. Hornbostel, counsel of the General Services Administration which manages the building was read to the city council.
It said, in part:
"This is notice to you that you and your employees shall henceforth keep out of said boiler room as it is under the exclusive control of the United States of America, and thata the physical scaling of the boiler will not be tolerated."
The letter said the issue, if necessary, would be settled in federal court.

SEA SAGA—Captain Henrik
Kurt Carlsen, 37, skipper of the
Isbrandtsen Line's Flying Enterprise, became the toast of the free
world when he remained on his
ship after ordering his passengers
and crew to abandon ship. Few
realized when the stirring epic of
the sea was unfolding, that Anaheimers had a part in setting the stage for Captain Stay Put's heroic stand against the turbulent sea.
ENTERPRISE—The Flying Entrprise was a C-1, built by the Consolidated Steel Corp., Ltd.'s Wilmington shipyard eight years ago. To the men and women who built her, she was Hull 360—Cape Kumkald—one of 51 C-1 passenger-cargo ships.
The keel for Hull 360 was laid November 8, 1943 on the Way where George Hupp, an Anaheimer, was hull boss.
Under the former Anahi grid-star's direction, the hull was completed in two months and launched Jan. 7, 1944. The ship was delivered to the Maritime Commission and consigned to the Coastwise Line March 1, 1944.
GENIUS—George Hupp came to Anaheim in 1923 from Logansport, Ind., where he was born in 1910. After graduating from Anahi, he carried ice for a time before he drifted to the oilfields as a roustabout, driller and welder.
He started his shipbuilding career at the Griswold in low read to the city council.
It said, in part:

The letter said the issue, if necessary, would be settled in federal court.
Mayor William E. Kemp immediately called for an investigation "to see if the city has to be subjected to a nuisance that some bureaucrat wishes to impose upon it."
Said Councilman Harry S. Davis:
"I move that we lower the boom on them if that's their attitude."
The council turned the problem over to the city counselor. He was instructed to dig into the law books and see what could be done.
Father Claims Son Kidnaped by U.S. Marine Corps
GREEN BAY, Wis. (UP)—A father who claimed his son was "kidnapped" by the Marine Corps "through trickery and sugar-coated promises" and later died in Korea, says he is sending to President Truman the youth's Purple Heart and Presidential Scroll.
The awards are being returned, Glen Fledler said last night because "fraudulent statements were entered on his son's physical records to make it appear he passed his physical examination."
The son, James, 18, was killed in action in Korea June 1, 1951.
Fiedler, a member of the Green Bay Vocational school faculty, said James was a member of the local Marine Corps reserve unit when it was activated Aug. 3, 1950. He charged, however, that the youth's physical handicaps of poor vision and underweight were falsified.

Under his supervision there were 50 per cent less accidents on his way than any other way.
Captain Courageous Carlsen paid a tribute to Hupp and the builders when he said: "She was a well built ship."
SHIPBUILDERS—If memory serves us well, Bill Tressler, now a county health department official, was the surveyor who saw to it that the keel was laid true.
Henry Hayes Acton was an electrical sub-foreman. While Clyde Bruce who is fighting a one-man crusade to have the county tax bill identify the property for which it is issued, was a test-and-trials man. Billy Askins, the real estater, was a shipfitter and later an electrical expeditioner. Otto Ruff, Walt Kempin and Panther Henning, likewise, were shipbuilders. Ole Norsey, Logan Burdart, the engineer of Hussy (Hungary), an operatingerman, and Sikolai Ariz, the hardlock guy, were just a few of the thousands who were World War II shipbuilders and who contributed their skill to producing the bottoms that delivered the hardware of war to the far-

Fiedler said after his son was ordered to active duty he was given another physical at Camp Pendleton, at which time he was told he should leave the Corps because of his physical handicaps. However, Fiedler said, James signed a waiver and remained in service after the Marine Corps led him to believe he would be made a photographer, which was his speciality. Fiedler said his son was a machine gunner when he was killed.
Marine Corps officials at Camp Pendleton could not be reached immediately for comment.
Russia Has Three TV Stations
MOSCOW (U.P.)—Russia's third television station has begun operating—on Saturdays and Sundays only—the Literary Gazette reported today. It is in Kiev, capital of the Ukraine, and is said to be much better than stations opened earlier in Moscow and Leningrad.
The Gazette said more than 1000 residents of Kiev have television receivers and their station is expected to start a full schedule of telecasts in May or June.
