Anaheim Gazette THURSDAY, JANUARY 10, 1952 ANAHEIM, CALIFORNIA State Legislators Feel Time Has Arrived to Cut Portion of Taxes SACRAMENTO (P) — California cut its taxes during the boom that followed World War II. Is it time to do it again? Some legislators think so. Governor Warren, a strong advocate of saving for a rainy day, hasn't committed himself. Finance officials are not ready to say one way or another. The issue, however, is certain to figure importantly in the March budget session of the legislature in view of the unprecedented flow of revenue into the state treasury. Assemblyman Julian Beck (D-San Fernando), House Minority leader, sent word here today that he is polling Democratic members to determine their views on tax reduction. His action was prompted, he said, by State Controller Thomas H. Kuchel's estimate that the general fund surplus may exceed $125 million by June 30. This is the most optimistic of a number of predictions. Assemblyman Harold K. Levering (R-Los Angeles) already has said he will introduce a bill in March to save California taxpayers about $92 million by cutting taxes back to their 1943-49 level. He warned against the danger of pork barrel spending if there is too much money in the treasury. Under his plan, the retail sales tax would be shaved from 3 to 2½ per cent; both personal income and franchise taxes would go down 15 per cent. Beck said he himself felt trimming the sales tax from 2½ per cent and raising the personal income tax exemption for single persons from $2000 to $3000 and married couples from $3000.
