Only 391–37.5 per cent passed. It was the largest number of failures since 1946, George Farley, secretary of the state board of bar examiners said. Farley blamed the situation on the quality of the applicants. "The answers were just poor. I don't think the examination was any harder," he added. He was backed by Eugene Glenn of San Diego, chairman of the board of examiners who said so many flunked because the applicants aren't as mature as they used to be. He said the examination was checked by more than 100 law school professors in California and other states and was pronounced "eminently fair" by them. However, a law school deari who insisted on anonymity, called the test "a dirty bar exam; just as dishonest as it was possible to make it, given in the interests of a selfish clique." Because the accreditation standard was changed last month, the results will not mean loss of accreditation for any California law school. OAKLAND (P)—Civic officials staged a "welcome home" ceremony at Oakland Airport yesterday, only to discover the 10 Navy men who stepped off a plane weren't even from California. A band played Christmas carols, flashbulbs popped and Major Frank P. Osborne of Alameda gave a welcoming address. "I don't get it," Navy airman David Rouse interrupted, "I'm from Yakima (Wash), and just passing through." The ceremony was planned for members of Navy Flight Squadron 874, a San Francisco area "weekend warrior" reserve outfit called to active duty 18 months ago. The squadron landed in San Diego Monday aboard the carrier Bon Homme Richard. The Navy here sent four transport planes to return 72 members of the squadron who asked transportation. But only 14 were on hand when the planes arrived. The others had been met by friends or had departed on their 30-day leaves by commercial transportation. The 14 were loaded on one plane. Another returned nine newspapermen who went to meet the squadron. A third picked up 10 service men hitchhiking to the northwest. The first plane to reach Oakland carried the hitchhikers. That's the one given the big welcome. The plane carrying the 14 local men was delayed. It arrived two hours later, without ceremony. Nearly everyone had gone home. CLARK Local VFW Post Sponsor Vet Visit Anaheim Post No. 3173, Veterans of Foreign Wars with the assistance of the Cooties and Coottettes of Frog Pup Tent No. 19, of Santa Ana sponsored a visitation to the U. S. Naval Hospital, Camp Pendleton, Oceanside Sunday afternoon, Dec. 16. The afternoon entertainment in the various wards from 2 to 4:30 p.m. featured Val Moore and her Hawaiian Dancers with special numbers by Bettie Ulrich, Dolores Pool, Doria Rouland, Amme Dare Hamic, Charleen Smith and Carol Gaugher. Members of the sponsoring groups distributed candy, gum, cookies, matches, cigarettes and ash trays and visited with the patients after the entertainment. Among the patients visited was Duane C. Harvey, U. S. Navy, 550 S. Resh st., Anaheim, who is a member of the Anaheim Post and was responsible for the arrangements for the visitation. The evening program was presented in the large auditorium and featured Val Moore's entire group in a "Two week trip to the islands" and "A special Christmas Story." The Articles of Confederation, though adopted by the Continental Congress in 1778, were not ratified by all the states until 1781.
