China Courts Ask For U.S. Help in Fate of Officers
WASHINGTON (UP)—The Chinese nationalist government has asked U.S. courts here to judge its dispute, involving millions of dollars, with two high-ranking Chinese Air Force officers.
Lieu: Gen. Pang-Tsu Mow and Col. Ve-Shuen Hsiang, who have denied orders of Chiang Kai Shek to return to Formosa, were named defendants in a civil suit filed in U.S. District Court here late yesterday.
The suit demands that Mow, deputy commander of the nationalist air force and long its chief procurement officer here, and Hsiang, Mow's executive officer, be required to turn over nationalist government records and funds.
Robert P. Patterson, former secretary of war and one of the three attorneys representing the nationalist government, commented in a statement:
"In taking the case to the United States courts we will not be deterred by any charges that Mow or Hsiang has made against their superior in the Chinese Air Force. Those charges have been thoroughly investigated by a board of three members of recognized integrity appointed by the president of China and found to be untrue."
Mow and Hsiang have denied any wrongdoing and have let it be known, through friends, that they regard the nationalist government is trying to recover about $265,000 which the Reconstruction Finance Corporation (RF) invested in a million-dollar luxury hotel, bar and gambling casino at Lake Tahoe, Nev.

Probers Into Scandals Seek Order For More Power in Finding Records
WASHINGTON (U.P.)—House investigators of scandals in the federal tax gathering system looked for a presidential order today to give them a powerful new probing tool.
Rep. King (D-Calif.) announced yesterday he had President Truman's assurance — by telephone from Key West, Fla.—that a directive would be forthcoming at once to give the investigators access to Justice Department files on tax fraud prosecutions.
King, chairman of the investigating Ways and Means subcommittee, said he took the issue directly to the president after "repeated delays" by the department in making the files available. He has said his group wants to know the reasons for failure to prosecute some big tax fraud cases worked up by the Internal Revenue bureau.
More than a score of Internal Revenue department employees, including six regional collectors, have been indicted.
Recently the investigation has turned to the tax division of the Department of Justice, headed by Assistant Attorney General Theron Lamar Caudle. He seemed likely to be summoned as a chief witness in hearings set for next week—possibly Tuesday. Caudle's own financial records and income tax returns are already under subcommittee scrutiny.
King said yesterday that Mr. Truman had promised him the "full cooperation" of the Justice Department in continuing the probe. A memorandum detailing the committee's efforts to obtain a look at the department's files was airmailed to Mr. Truman last night following King's telephone call.

Posters Blossom In Japan Over Hirohito's Tour
OTSU, Japan (UP)—Communist posters screaming "down With Hirohito" blossomed on the walls of this ancient Japanese capital six hours before the emperor was due on an inspection trip.
Horrified residents ripped down the posters and scrubbed the walls. The city was neat and clean when the emperor many Japanese regard as a God arrived at noon. Strong cordons of police guarded every intersection.
The posters, which threatened a second incident on the imperial tour, were signed by the Otsu chapter of the communist party. They read:
"Down with Hirohito—Squandering 130,000,000 yen ($360,000) of the people's money on this meaningless trip."
The first incident, when a crowd of Kyoto University students surrounded the emperor's car and sang the communist "internationale," had further repercussions in parliament today.
Education Minister Sadasuke Amano made a deep apology. He concluded:
"I will do the necessary."
A few years ago "the necessary" would have been Hara-Kiri. Now it may mean resignation from the cabinet.
Curtailment of Construction in Areas Urged
BOSTON (UP)—Complete curtailment of all residential construction except in critical housing shortage areas was urged last night by Tighe E. Woods, national rent stabilization director.
He told high ranking military officers and New England construction and real estate dealers he would present his suggestion to Eric Johnston, Economic Stabilization Administrator, and Charles E. Wilson, Defense Mobilization director.

The world record was six years ago at Alameda.
