Westrum singled, Westrum singled, Water Company Urges Higher Rates Locally Hearing on application of the Southern California Water Co. for rate increases in the Placentia, Atwood and La Jolla districts was under way today in Santa Ana before Examiner Manley Edwards, of the State Public Utilities Commission staff. Sessions were held in the Supervisor's chambers at the courthouse. The water company, now charging a minimum rate of $1.25 for 500 cubic feet of water per month in Placentia and La Jolla, and $1.50 for 400 cubic feet of water at Atwood, has applied for a rate increase to $1.50 per month in the three communities. Attorney Donald Schumacher of Fullerton appeared at the hearing on behalf of the city of Placentia, to oppose the increase requested. That increase is too great. Schumacher argued, Mayor Anton Wilson and City Clerk Don Halber of Placentia also were in attendance. The same water company received a hearing several days ago at Huntington Beach, where it requests a rate increase from the present minimum of $1 for $80 cubic feet, to a $1.60. The company presented evidence there that it had two rate decreases since 1932 and no increases. That conclusion of today's hearing, the had indicated the original Bacon plan, on which the bonds were voted, could not be built for the amount available in two of the districts, No. 6 (Costa Mesa) and No. 11 (Huntington Beach). Ribal questioned the cost estimates of the consulting engineers on work proposed in the Costa Mesa area, and expressed the view that the work in District 6 actually could be done for the money available. The problem already had been solved in District 11 by reducing the size of the trunk line that was proposed by Bacon when it was planned that Seal Beach also would use the line. Seal Beach later withdrew. Ribal said that, even though the modified plan would cost perhaps $1,000,000 less than the original Bacon plan, now called the "bond issue" plan, the economics of the proposal for the "long haul," looking into the future, made it inadvisable. The modified plan would not be adequate for as many years as the Bacon plan, and, if the bond money is enough to build that plan it should be built, Ribal declared. The million dollars saved now might be worth only a fourth of that sum, in view of inflationary tendencies in another 10 years when it might be necessary to spend it for expansion of the modified program, Ribal argued. (UP) — If you break your wrist while you're taking a mid-morning break for coffee, who foots the bill, you or your employer? That is the question thrown into the lap of the Florida Industrial Commission. J. Franklin Garner of Lakeland, a deputy commissioner, held a hearing on it here yesterday, but reserved decision. Sara S. Payne, 49, and employee of the First National Bank of Clearwater, said the bank's insurance company should pay her ambulance, doctor and hospital bills. She slipped and fell, breaking her wrist and hurting her shoulder, on her way to a coffee shop near the bank May 2. Miss Payne's attorney argued the bank should be liable because the break for coffee or a soft drink is a recognized part of the work day. The bank knew about it and did not object, he said. Lawyers for the insurance company said the bank was not responsible because no one directed Miss Payne to go out for coffee. She was taking a special privilege and should stand the conse- Traffic Officer Talks Self Out Of Money Suit Joe H. Reeves, the Santa Ana city traffic officer who received a shattered left arm last Feb. 22 when his motorcycle collided with an automobile driven by Mrs. Rose Dena McKee, elderly Santa Ana woman, at Tenth and Broadway, Santa Ana, was denied damages by a jury yesterday. In Superior Judge Kenneth E. Morrison's court, the jury deliberated more than five hours and then decided against Reeves' claim for $30,000 damages. At the same time the jury also denied a $10,000 cross-complaint by Mrs. McKee against Reeves and the City of Santa Ana. Testimony in the case showed that Mrs. McKee had pulled her car away from the curb near Tenth st. on N. Broadway and turned left on Tenth st. in front of Reeves and a fellow motorcycle officer, who were riding side by side. Reeves said she gave no signal and he was unable to avoid the collision. He was in a hospital for several months with his arm injury. The defense contended that the two officers were conversing together, so that their attention was not on other traffic, and that they were traveling too fast. SP Train Kills Four Mexicans WOODLAND (P) — Four Mexican nationals were killed instantly and five others seriously injured today when a Southern Pacific freight train smashed into the side of a truck the Mexicans were riding. Names of the dead were not immediately available. The accident occurred at a rail crossing three miles south of Woodland. Art Davis, 55, of Sacramento, engineer of the 13-car northbound freight, said the truck pulled onto the track and suddenly stopped. He said he was traveling about 35 miles an hour and unable to stop. The truck had just left a nearby field, presumably to take the workers to lunch, when it was hit by the train. Jansen Hurls for Yanks Tomorrow Leo Durocher named Larry Jansen (23-11), a righthander, to face the Yanks tomorrow. That probably will result in a shift in the Yankee batting order with Bobby Brown playing third and McDougald moving to second. Gene Woodlid probably will be in left field instead of Hank Bauer.
