U.S.-Czech Relations Become Tighter And Tighter Over William N. Oatis WASHINGTON (P)—Officials dealing with U.S.-Czech relations said today the United States still has "cards to play" against communist Czechoslovakia even after two sharp economic moves yesterday. The two actions are expected to wipe our most of the sales of Czechoslovakian goods in this country. That has amounted recently to about $2,500,000 a month, despite ever worsening political relations between the two countries. The first move was by President Truman. He announced that beginning Nov. 1, tariff concessions made to Czechoslovakia under the terms of a multilateral trade pact would be suspended. Shortly thereafter the State and Treasury departments got off a double economic play applying to between 75 and 90 per cent of Czech exports to the U.S. The Treasury announced that shipments arriving from Czechoslovakia without required certificates signed by the U.S. consulate at Prague would be assessed a penalty equal to their full value. And the State Department said blandly that its consuls in Prague are too busy to issue such documents without indefinite delay. In neither case was there any mention of the imprisonment this summer for ten years of Associated Press correspondent William N. Oatis in Prague. After Nov. 1, in line with Mr. Truman's proclamation, Czech imports will have to pay the full tariff duties in effect before the international reciprocal trade pro- Bankers Going Hog Wild in Peace Time-Table Receives Set Back BONN, Germany (P)—The timetable for the west's peace contract with West Germany has had a setback. Amid signs of increasing difficulties, Chancellor Konrad Adenauer and representatives of the western Allies met today for the third time. After 15 hours of conference in two previous meetings the Chancellor has not accepted the Allies' proposals and members of Adenauer's party, the Christian Democrats say the disagreements are "not inconsiderable..." They say even the Americans have misgivings. The meetings have been secret and details of the discussions were not made public. (AP)—FBI agents have arrested a third banker in this small western Pennsylvania town on a charge of embezzlement. The arrest was the second at the First National bank in New Kensington and the seventh in western Pennsylvania and West Virginia within a year. It raises the total bank defalcations to nearly $3,000,000. The latest to be arrested is Otto R. Grotefend, 51-year-old teller at the First National bank and an employee since 1933. He is accused of embezzling $16,000. Fred Hallford, special FBI agent in charge of the Pittsburgh office, said the arrest of Grotefend grew out of the investigation of the alleged embezzlement of $550,000 by William P. Smeltzer, an assistant cashier at the same bank. Hallford said Grotefend signed a statement assuming full responsibility for the shortage. The FBI said Grotefend used the bank's money to play slot machines. Hallford quoted Grotefend as saying the shortage is in no way connected with the charge against Smeltzer, who was arrested Sept. 13 and is now in jail in default of $50,000 bond. Begonia Society to Hear Garden Expert Orange County branch of the American Begonia society will hear a talk by Joo Littlefield, one of the Southland's foremost garden authorities, tomorrow at Farm Bureau hall on So. Main st., Orange. Mr. Littlefield, famous for his practical, down-to-earth gardening advice will discuss "Shade Gardening". The meeting is at 7:30; following a potluck dinner at 6:30.
