HART This week the Orange County Municipal Water District is "knocking on the door" for admission to the Metropolitan Water District. Directors of the Municipal Water District on Monday passed the necessary resolution making formal application to the Metropolitan Water District for annexation to MWD. This resolution should be granted significant as historically significant to Orange county. It sets in motion the final step in accomplishment of the single purpose behind several years of planning and more than a year of intensive effort. There has been unofficial organizing, financing, campaigning and voting; then officially organizing and proceeding carefully, step by step, as a legal entity, toward achievement of the desired end—membership in the Metropolitan Water District and water rights on the Colorado river. The five "aye" votes for the resolution, cast by President Glenn P. Allen of Orange, and Directors Richard H. Rogers of Seal Beach, Gerald E. Price of Midway City, Clem M. McColloch of rado next summer. The only full reservoir to be found is Lake Mathews, at the receiving end of the Colorado aqueduct. The local water supply is simply disappearing. Therefore, not until Orange County Municipal Water district is safely voted into the Metropolitan Water district at the special election that will be held this fall, will any person who wants to continue living in Orange county or who thinks anything of his investments here, be entitled to rest on his pillow. Only after that Colorado river water is cinched, can the snoring start. The coroner reports that last week a man bet another man he could drive his car 85 miles per hour around a curve near Seal Beach. The second man covered the bet and then went along to see who won. The driver lost the bet and, as might have been expected, lost his life, too! The passenger miraculously survived. Question is, "how is he going to collect his bet?" Ranchers, particularly, who can look down their wells, so to speak, know how near the basin is to running dry, or worse, filling with salt water from the ocean. Worse, because a dry basin might be refilled, but one contaminated with salt could never be reclaimed. And that happens to be the threat to Orange county's water supply. The threat of depletion is real and alarming. But the threat of salt water intrusion is more immediate, at least in the lower end of the basin. Both threats are closing in below ground, while the seven years of drought are sapping the surface water of Southern California. Big Bear lake, Lake Elsinore, Lake Henshaw, Lake Hodges and the rest have dwindled to small puddles.
