COMMENTARY—Recently a lot of Anaheimers were rather perturbed by reports that the California 40th Division (of which Anaheim's Company K is a part) was not getting sufficient combat training.
This is a letter from an Anaheim soldier stationed at Camp McNair. He says:
This place is on the eastern slope of Mt. Fuji about 3,500 feet up. The (group to which he is attached) is participating in intensive combat training. During the last couple of weeks we have been undergoing defensive and offensive test problems.
We are scheduled to spend four days next week running a series of problems on a regimental level. The previous tests were on squad, platoon, company and battalion level.
If I were to classify the weather as wet, it would be a masterpiece of understatement. It has rained almost continuously for the last four days. With each rain about half the camp is washed away, so we spend the next day carting the dirt back shovelful by shovelful.
LOCATION—The camp is centrally located in a valley surrounded by reeds or wicklements.

It should occasion no surprise that the Orange County League of Cities leveling at the new inferior court reorganization plan. It is pretty generally admitted that the cities were misled into accepting the proposal.
True, the plan is economical as applied to Orange county by the board of supervisors. It is also efficient. Or is it? The supervisors, in adopting the program which consolidates 24 courts into six, not only made a sweeping saving for the taxpayer, but also considered the plan efficient.
It must be conceded that they had grounds. The legal people, who are supposed to know, because this is up their alley, recommended the plan which brings Santa Ana, Orange and Tustin townships into one municipal court district; Anaheim, Fullerton and Brea townships into another such district; Huntington Beach and Seal Beach into one justice court district; Laguna Beach and San Juan townships into another; with Newport township alone remaining as a justice court district by itself, even enlarged slightly, but with loss of its Class A rating.
The state judicial council recommended that plan, and the Orange County Bar association concurred. So the supervisors adopted it as an efficient plan, based on expert opinion.
But some of the cities have questioned its efficiency. They haven't liked losing their justice courts.
partly because they must travel a few miles farther when they have business in court, but probably more because they must deal with a strange judge when they get there. It is much more comfortable to face a judge whom you know and who knows you.
Some of the cities complain that the loss of local courts means likely loss of revenue collected by the cities, but that complaint hardly seems valid with respect to the way the new court plan was set up, because the city revenues come from city courts, and everybody knew that these courts would be abolished when the reorganization amendment was voted in.
Besides, under the new set up all fines from traffic offenses are returned to the cities where the cases originate, and 75 per cent of other fines are so returned. Since the cities are relieved of the expense of maintaining the city courts, their finances should be least balance.
If there are any exceptions the cities losing revenues will be those which make a practice of soaking the passing motorists in order to fatten the city treasury. As one judge put it, they will have as many cases as before, because city officers still will be making the arrests, but there will be no local judge to soak the luckless defendant. He will get the fine his case deserves from the judge who has no personal interest in the city treasury.
But the cities do have a valid complaint. Perhaps not against the court plan as it is set up. Rather against the method used to lit them into accepting a court rite organization plan without knowing how it would be developed.

Even when we return to camp by the same route that we left by, the hike seems to be uphill. I think it is one of the mysteries of the Orient.
HOLIDAY — Last Saturday a couple of my buddies and I took a sportsman's holiday and climbed the heights of Mt. Fuji. It is 12,395 feet in elevation. We left level ground and headed uphill at 3 o'clock in the afternoon. At 6 o'clock we stopped for the night and set out again at 6:30 a.m. Sunday.
CLIMB — There are road houses and rest stops all the way to the top. There are 10 levels or stations as they are called. Number one is at the bottom, with 10 being at the top at the edge of the crater. Each station has from two to seven houses. Here climbers can bed down for the night.
Since it is unlawful to deal in American currency over here all greenbacks are converted into yen—the rate of exchange is 360 yen to $1. The price for the room was 200 yen per person. There are no beds in the rooms, instead the floors are padded and covered with reed or wicker mats. Also included in the price are two very thick quilts—one to lie upon and the other as a cover. Because the Japanese are so short, they make the quilts short too, consequently a six-footer has trouble keeping warm.
UPHILL HIKE—To aid us in our climb we bought staffs about five and a half feet in length for 50 yen. Each house has a thriving business of burning the station number on the staff for 10 yen.
The mountain was literally covered with Japs making their way to the top. The climb has something to do with their Shinto religion.
During the last thousand feet of our climb, we had to battle flurries of snow and strong gusts of icy winds.
PROVERB—The Japs have a saying: He who fails to climb Fuji in his lifetime is a fool; he who climbs it twice is a bigger fool. It's really a tough climb and I think there ought to be a revision of the first part of the proverb, namely: "He who climbs Fuji is a fool."
POSTSCRIPT—And that's from one Anaheimer to another.

The League of Cities heard him. And each city seems to have received the impression that it was the other fellow's court that would be eliminated.
So the cities made no fight against the amendment. It carried by a big majority. Then the legislature enacted laws to activate the amendment, and it subsequently was unfolded in line with the legislation. Then it was that man of the cities found their justice courts gone, as well as their civil courts.
Now they're ready to throw the whole thing out the window, constitutional amendment and all.
SHEEP RUSH IN
