CALIFORNIANA — Don Pedro Fages was appointed governor of California and Felipe de Neve was promoted to inspector-general of Proincias Internas on July 12, 1782. Neve was probably California's ablest Spanish governor as he was in full accord with the colonization policy, codified the regulations, and exercised an active and energetic interest in the founding of the pueblos.
ATWOOD, July 12—Tomorrow will be a real Friday the 13th for Julio Aparicio, 57-year-old convicted murderer of Santana Acosta, his 59-year-old neighbor.
Aparicio is scheduled to appear before Superior Court Judge Kenneth E. Morrison at 10 a.m. tomorrow to be sentenced to death in the gas chamber at San Quentin.
A jury of nine men and three women found Aparicio guilty of the pitchfork-axe murder. This jury, however, was unable to agree as to his sanity.
A second jury consisting of nine women and three men deliberated three hours and 13 minutes before finding him legally sane. When this jury brought in the verdict, Judge Morrison set Friday the 13th as the day he will pronounce the sentence.
Ostrich Races, Horse Show Will Highlight '51 Orange County Fair
Sensational ostrich races and the national horse show are shaping up to take the spotlight as top entertainment attractions for the 1951 Orange County Fair, Aug. 15-19. Inclusive, at the fair grounds on site of former Santa Ana Army Air Base.
The four racing ostriches, those huge birds with the high P.D.Q. and low I.Q., will perform in the free arena show on opening night and daily thereafter in connection with each afternoon and evening horse show.
The Orange County Fair's national horse show is attracting entries from many of the West's finest stables and, in view of the wide interest and keen competition expected, the entire arena ring has been re-surfaced and many other improvements added, including better lighting in the barn area and the erection of 350 box stalls for horses.
Horse show manager Harry Marrell of Garden Grove expects last year's record entry list of 140 animals in the light horse division and 203 animals in the horse show to be exceeded for the 1951 event.
Many Orange County and Southland society leaders and celebrities are expected to attend the Ostrich Derbies and horse show events. According to Bob Fullenwider, manager of the Orange County Fair, 550 reserved, ring-side box seats have recently been constructed to take care of the anticipated crowds. This will

Those who knew Aparicio—his so-called friends—and neighbors—say he's "loco."
On one occasion Aparicio attacked deputy sheriffs with a pitchfork when they came to investigate a disturbance at his place.
A woman psychiatrist from the institution where Aparicio was confined and released last year, testified that he—in her opinion—was sane. On the other hand, Dr. Hyman Tucker of the Norwalk State hospital testified that he considers the Atwood man legally insane. Two Santa Ana psychiatrists held similar views.
Those who know the convicted man best, believe he is insane. His actions seemed to prove it.
There seems to be a reasonable doubt as to the man's sanity and it will be interesting to watch the wheels of justice grind.
JUSTICE—Is Justice blind as they say it is? That is difficult to say. The due process of the law is sometimes rather involved and cumbersome.
The Good Book says: Thou shalt not kill. But a lot of folks are getting away with murder.
A Garden Grove man was recently given what appeared to be a light sentence for cufting the throat of a Yorba Linda man in an asserted love triangle.
And a Costa Mesa mother wasn't brought to trial on the charge that she was responsible for the death of her three-month-old daughter because "there wasn't sufficient evidence to get a conviction."
WHAT OF IT? — As long as there is a reasonable doubt as to the Atwood man's sanity, the state supreme court should see to it that he is placed in a mental in-vision and 203 animals in the horse show to be exceeded for the 1951 event.

Vetterli Perjury
Trial Nears Jury
LOS ANGELES (AP)—The perjury trial of Clarence Vetterli, 41-year-old journalism teacher at El Camino Junior college, is expected to reach the jury some time today.
Vetterli, former Anaheim high teacher, is accused of giving false testimony in 1949 before a federal grand jury investigating espionage activities. The government closed its case against him yesterday after hearing from another teacher, Franklin Patterson of Pasadena.
Patterson testified that Ignacy Samuel Witczak told him in 1941 that he was a communist agent. Vetterli is accused of lying when he said he had never been told that Witczak was a red spy.

Jap Peace Treaty
Formally Unveiled
WASHINGTON (AP)—The United States and Britain as co-sponsors formally unveiled today a "peace of reconciliation" with Japan they expect to be signed by some 50 nations.
Ambassador John Foster Dulles, in charge of negotiations for the U. S., said it was still hoped Soviet Russia would join in the settlement. But he gave notice otherwise the other nations will make peace without Moscow.
The treaty which Dulles ed "unique" in history, is be signed at San Francisco week of Sept 3. It strips of its pre-World War II holdings, but permits theese to rearm and in other respects restores the form feated empire to the stat

The treaty, which Dulles termed "unique" in history, is due to be signed at San Francisco the week of Sept 3. It strips Japan of its pre-World War II overseas holdings, but permits the Japanese to rearm and in other major respects restores the former defeated empire to the status of a sovereign equal in the free world.
The signing is to be followed by a U.S.-Japanese pact permitting the U.S. to retain troops and military bases in and near Japan, pending the future creation of a system of collective security for the Pacific. A three-way security pact among the U.S., Australia, and New Zealand and a seperate commercial treaty between this country and Japan are parts of the general settlement.
The revised draft is the product of more than a year's negotiation with the other principal Pacific allies!
