Claim Thrown That Calif. Republicans Trying to Grab Seven House Seats
WASHINGTON (AP)—Rep. Coller (D-NY) declared today California Republicans are attempting to "grab off" seven more House seats for the GOP under the new House redistricting.
Coller, chairman of the House Judiciary committee, named California, Connecticut and Ohio as "hot spots" in the redistricting picture. His committee opens hearing today (10 a.m. EST) on the administration's reapportionment bill.
Under the new apportionment, automatic with each 10 year census, California is the big winner. Because of its population increase, it gains seven seats from 23 to 30.
"The party in power in the California legislature is attempting, by gerrymander, to grab off seven new seats and jerk them into the Republican column," Coller told newsmen in advance of the hearing.
"Gerrymander" is a term used to describe distortion of logical geographical district lines for political purposes. The aim is to assure that the party in control of redistricting will be able to elect as many Congressman as especially in certain sections where there have been complaints."
If we accomplish nothing else," he said, "we can alert the people to what's going on around them and let them know something's rotten in Denmark."
Before final decision is taken on hearings outside Washington, the committee will hear from state governors. They have been invited to appear here sometime in late April or early May.
In launching hearings on an admittedly touchy subject, the committee called as its first witnesses spokesmen for the American Political Science association

The redistricting bill carries out President Truman's request for "proper" reapportionment of the 435 House seats in line with 1950 population figures.
In line with Mr. Truman's proposal that Congress get tough where there is "flagrant refusal" by the states to provide "equal representation," the bill does two things:
1. It provides that all districts be composed of "contiguous and compact territory," and that each district contain approximately the same number of persons. A 15 percent variance from the average is allowed. Some Congressmen now represent nearly 1,000,000 persons and others only about 160,000.
2. For the first time, it would put teeth in the redistricting law. The House would be given the right to refuse seats to members elected from states which do not follow these standards.
The California situation came in for an airing at the initial committee session. There were indications that it may be only the first of similar redistricting wrangles.

"The several members of our City Council wanted the majority owners of the land in question to place in their petition not less than 150 feet frontage to their property. Under the Fullerton Plan all of their property was arbitrarily included in their annexation procedure. The City Council's request, for tax reasons, was declined, and said City of Anaheim was further beseeched to proceed with the business of annexing the 10 foot strips requested on Orangothorpe and Spadra, and because time was of the essence and the promise that a greater portion of their lands would later be included through annexation; this was done.
"Therefore, the responsibility of annexation of the 10 foot strips lies clearly with the majority property owners affected; the City Council acted in behalf of its citizens and friends of the city, and proceeded under two separate proceedings, both in full compliance with the laws of the State of California."

Before the Senate is a resolution which would endorse the administration's plan to send four Army divisions — about 100,000 men—to serve with the two already in Europe.
By a 49 to 43 vote, the Senate put into the resolution yesterday language proposed by Senator McClellan (D-Ark.) to the effect that President Truman should not send any additional troops "without further Congressional approval."
Lodge tangled with Senator Taft of Ohio, the Republican policy committee chairman, in urging the Senate to toss out the McClellan amendment.
At one point, Lodge said it might even require Congressional action if it was proposed to send 260 men or so to serve in a general corps headquarters under Eisenhower.
Taft disputed that. He said the approval of the four divisions would allow for assignment of men to a corps headquarters "on any reasonable interpretation."
Lodge retorted: "I'm not just talking out of the top of my head, I have verified this by telephone with people who, with all due respect, are even better qualified to talk about military matters than the Senator from Ohio."

Representative Havenner, San Francisco Democrat, told the committee that Republican-controlled California legislature threatened to redistrict him out of office.
He said a redistricting bill approved by the California lower House cut off most of his Democratic political stronghold along the San Francisco Bay waterfront, and gave it to Rep. Shelley, his Democratic colleague.
The result, Havenner contended, "robs me of most of my political support and probably of my seat in Congress."
Havenner said, however, he had "no intention of running against" Shelley in his old district, even though California law does not require residence in the district from which a member is elected.
Celler said the California legislature acted "without enough facts on which to base an act that would be fair."
He said the census bureau has not published block-by-block population figures on which to base new district boundaries, and won't until July 1.
Without such figures, he demanded, "how in thunder could California cut up the cities."

vise the administrative setup of the elementary school system to provide a business manager for the valuable school plant and to direct the growing business functions of school management. Another official, on the same administrative level, would be in charge of the educational program of the schools.
The business manager-educator system is now in effect in the Anaheim Union High School and is considered in school circles as a progressive system of school administration.
If the plan is adopted by the elementary school board it is felt that Gauer would be appointed to the business management in order to make his long experience available for the initiation of the new office and to get it into full operation before the qualifications for retirement.

Rabbits infected with the virus become blind and die of starvation. Australians are encouraging the disease because rabbits are a big post here. They roam in millions over the sheep country, devouring enormous quantities of grass that could be used for sheep grazing.
