Senate (Continued from Page 1) A vote of 62 to 27 rejected a move by Senator Case (R-SD) to ban the sending of any foot soldiers under age 20. McCiellin's amendment varied only slightly from the wording of a resolution sent to the Senate floor by the foreign relations and armed services committees. The committee's resolution endorses the administration plan to send four divisions—about 100,000 men—to join the two divisions already in Europe and ticketed for Gen. Dwight D. Eisenhower's Western Defense command. It also calls for Congressional approval of "any new policy" for troop commitments beyond the four divisions. McCiellin said it was his aim to make it definite that Congress would take a vote if it was ever proposed to send more than the four divisions. Sen. Lehman (D-Lab-NY) and others on the administration side, argued McCiellin's language would "tie the president's hands." The Senate met two hours earlier than usual in an effort to come to a final decision on the troops-for-Europe issue after weeks of debate. Two separate resolutions were before it. Both would endorse the administration's program. One would express only Senate sentiment. The other, if adopted by the Senate, would be sent on to the panion, Miss Janet O'Neill, 20, Long Beach, were both unconscious in Santa Ana Community hospital most of Saturday and are still in critical condition. Also in a critical condition at the same hospital are Rey and his passenger Mrs. Reynaldo Reyes, 23, Los Angeles. Another passenger in the Rey car, Miss Nancey Valverde, 19, Los Angeles, was dazed in the crash and wandered along the highway where she was picked up by passing motorists and taken to Long Beach Community hospital. A coroner's inquiry over the body of Heistman is pending. An unidentified driver who fled the scene after the collision was injured when his car crashed with one operated by Bill E. Mohatt, 22, a sailor from San Diego on Melrose ave., one-half mile south of Placentia-Yorba road northeast of Anaheim. The accident took place shortly after midnight Sunday. Mohatt told officers that the other driver, who was bleeding from cuts on his head, leaped from his car after the collision and ran through an adjacent orange grove. Officers removed his car to a Placentia garage. Roscoe L. Darby, 28, of New Hope, and Walt Koscheski, 23, of Orange, received minor injuries in a three-car crash Saturday on Chapman ave.; west of Orange. Darby's car was involved there. Kefauver told a reporter he is studying the possibility of a dual curb on crime by a citizens committee and a watchdog Senate committee. However, he added that he didn't believe his group should "go on being a pollinator." At the start of the session, Senator Wherry (R-Neb) moved to substitute for the pending resolution one of his own which would write firmly into law that no additional troops were to be sent to Europe without Congressional approval. Chairman Connally (D-Tex) of the foreign relations committee protested that Wherry's motion was out of order under the parliamentary situation. Vice President Barkley upheld Connally, so the Senate took no vote on Wherry's motion. Wherry's move was only a fore-runner of an expected later attempt to send the resolution back to the foreign relations and armed services committees to be translated into the kind of a joint resolution the Nebraskan senator proposed. Wherry told his colleagues that the Senate was "just making time" by considering advisory resolutions. "It if congress is to determine this program, any bill it passes ought to have the force of law," he said. HE KNOWS THE CURE NORWOOD, Mass. (AP)—Eighty-two-year-old Nils Grahn clung to his capsized sailboat for about half an hour in the chilly water of New Pond before he was sighted and rescued yesterday. As his rescuers talked of rushing him to a hospital, Grahn spoke up: "Just take me home. A couple of unhindered and ill OK."
