State Redistricting
Sliff Fight Seen
SACRAMENTO, UP — An opposition maneuver dashed hopes today for quick action in the Assembly on the stormy issue of redistricting the state.
The delay gave more time for maneuvering in the Republican-Democratic and north-south dispute.
The north raised a "15-15-or fight" cry in a demand for an even split of California's 30 Congressional districts with the south. The state is gaining seven seats in Congress because of its population growth.
"We'll fight," said Chairman Laughlin E. Waters of the Assembly Reapportionment committee. The heavily Republican group has proposed a 16-14 edge for the populous southern half of the state.
The lower House, without debate, adopted committee amendments which Democrats charged favored Republicans. The GOP has a big majority in the legislature. It has 12 of the 23 present Congressmen.
The House action came on second reading. Foes withheld their fire until the measures come up for passage on third reading. Waters still intends to seek an Assembly vote tomorrow. But the short, Good Friday session may delay it until next week.

LONDON (UP) — Playwright George Bernard Shaw, a pioneer British Socialist who hated taxes, left an estate valued at $1,028,254.22 ($367,233) but reckoned after debts and taxes at $330,840, his will and an accounting disclosed today.

Warren Urges Good Friday Observance
SACRAMENTO (UP)—Governor Warren issued a Good Friday proclamation today calling upon all Californians of the Christian faith to observe the occasion with "spiritual meditation and devotion."
Said the governor:
"It is in times like these that we have the greatest need for his guidance that has outlived all wars."

NEW YORK (UP)—Water missioner James J. Moran's day he would bow to Mayor Cent Impellitterl's demand to resign his $15,000 a year job because he allegedly accrued $55,000 from the head of the formed Firemen's association.
The mayor's demand was yesterday after John P. head of the Uniformed Fire Association, told the Keen Crime committee under oath he gave the money to Moran first deputy fire commissioner he'd be on "our side."
Moran had denied in test before the Senate committed he ever received any money Crane.
The Senate crime probes been told by Crane that he gave former Mayor W O'Dwyer $10,000 as "evidence support" by the firemen.
O'Dwyer has sworn under that he never got the money. Crane gave his testimony terday in the waning moment a sensational eight-day he which rode rough herd on clans and racketeers alike.
Crane testified he handed cash to O'Dwyer in October, on the porch of Gracie Manss the mayor's official home.
Crane said:
"I told the mayor at that that I had promised him the port of the firemen and I of him evidence of the support in form of $10,000."
O'Dwyer had flatly denied a transaction at the comm hearing on Tuesday.

Stephenson, Sgt. Al Hoxie and Officer Ed Brawn entered the Philpott home through Mrs. Johnson’s home and found Philpott in bed.
Underneath his pillow, the loaded revolver was found and extra cartridges were found elsewhere in the house.
Mrs. Philpott told police her husband had gone outside the house and fired three shots—into the ground, she thought — then came back in.
Lt. T. V. Taylor, Police department,
investigator, said Philpott has a long record of previous convictions. In 1932 he was convicted of assault and robbery and served a two-year term in Texas State Penitentiary. In 1939, he received a 5-year to life sentence for burglary and was paroled after serving two years in Folsom Penitentiary.
In 1944, he was convicted of violating State parole and criminal registration. His last offense was in 1946 when he was fined for disturbing the peace in Annaheim.
Lt. Taylor said Philpott will be charged with a felony in possessing firearms illegally, assault with a deadly weapon and for prior convictions under the habitual criminal law.
