VA to Send Out Second NSLI Vet Dividend WASHINGTON (UP) — The Veterans Administration (VA) said today it will distribute a $685,-000,000 life insurance dividend this year, starting in April. The announcement of the dividend's size has long been awaited by World War II veterans, holders of the eight million national service policies, who are eligible for checks. VA said the payments will occur throughout the year on the policy anniversary dates. The formula for paying the dividend has not yet been completed. The amount of each dividend will vary according to the number of months the policy was in force, the plan of insurance, the face value of the policy, and the age of the holder at the time it became effective. "Studies on rates still are being made," VA said. However, the average payment figures out to about $85, compared with an average of $175 for the first special dividend, on which VA started payments in January, 1950. The initial dividend totaled $2,800,000,000, about four times the forthcoming payment. However, it applied to more than 16 million policies, twice as many. Hereafter, when there is a surplus in the insurance fund, dividends will be paid annually—and automatically. The dividends represent the surplus over amounts needed to pay claims and maintain reserves. The new dividend applies to policies held in force for at least three months during the period from 1948 to 1951. It applies to so-called term policies and to those converted to permanent plans, including those which have lapsed or were terminated by the death of the policy-holder. The initial checks will cover policies with a January, 1951, anniversary date. VA estimates that other dividend checks will go out within about two months of their anniversary dates, since it takes about that much time to calculate them. VA emphasized that there will be no deviation from calculations, and no advancements in the production line. "Veterans should refrain from writing about the second dividend," VA said. A total of 122 Malays from various villages were each fined $2 recently by a religious court for failing to attend Moslem Sabbath prayers. Mosques in Kuala Pilah now are overflowing with worshippers. The mental patient, one of the three who fled on foot, was picked up three hours later in a Little Rock bus station. He was identified as Carl Merriman, a former prize fighter. Among the fugitives—all of whom had been committed for observation was a man charged with murder and a Colorado youth charged with assault. He and two teen-aged companions, one a girl, were wounded after a gun battle with state police in north Arkansas, Dec. 29. The state hospital is situated on a krioll adjacent to War Memorial park in West Little Rock, on the edge of the fashionable Pulaski Heights residential district. The search was being carried on under adverse weather conditions. Highways were heavy with snow, but passable. In the fight to prevent collapse of the roof housing the women and children, one group of workmen feverishly shoveled off the stiff-falling snow and another hammered and sawed through the night to brace up the roof. James A. Bain, the state labor department's safety engineer, estimated there was between 200 and 300 tons of ice and snow on the flat roof when the emergency work began. The building, constructed in 1942, was condemned last October by Fire Chief Gann Nalley. The hospital has been the subject of legislative controversy. Gov. Sid McMath asked last year for funds to rebuild what he called an outmoded institution. Dr. H. H.
