Here unclaimed dogs, as well as various other animals, spend their last days or, in a few lucky cases, are discovered by people who provide them with new homes. City Pound (Continued from Page 1) Spencer, very few dogs are ever claimed, although the only charge to the claimer is the cost of the license and the promise of a good home. Spencer has been the poundmaster for about eight years — since just before Anaheim built the present dog pound. Before that he had worked for the city street department. Besides his pound interests, he also owns two dogs of his own—a cocker spaniel and a fox terrier. The latter, incidentally, used to be a pound inhabitant herself. He is by no means the "dog-catcher" of Anaheim, for Spencer says very few dogs find their way into the pound in that method. Most of them are either strays reported by someone or dogs turned over to the pound by private families. Some Saved Not all of the dogs reach the end at the Anaheim pound. After waiting a reasonable time, if a dog is not claimed and Spencer still thinks it has a good chance of finding a home he will take it to the county pound. This is a Express Rates On Fruit Jump WASHINGTON (AP)—The Interstate Commerce Commission today authorized higher Railway Express rates on carload shipments of fruits and vegetables from the West despite protests from California. Effective September 11, the rates will rise by nine cents per 100 pounds. For example, the rate per 100 pounds on fruit shipped in carloads from California to New York City will increase as follows: Minimum 20,000 pounds, $4.08 to $4.17. Minimum 26,000 pounds, $3.88 to $3.97. Minimum 30,000 pounds, $3.63 to $3.72. The new rates apply to carload shipments of: 1. Fruits and vegetables (fresh, fresh frozen, dried or evaporated) from California, Arizona, New Mexico, Utah and Colorado to destinations throughout the United States. 2. This is a mammoth organization, housing some 11,000 dogs. The pound is not strictly for dogs, and Spencer has had a variety of animals. Cats, rabbits, possums, goats, and even horses have been housed there. Most of these unusual animals are claimed by someone, and the highest death rate is among cats and female dogs, which are seldom, if ever, claimed. When the Gazette photographer asked Spencer to pose with one of the dogs for a picture he chose Husky, a beautiful white snow dog. "Husky has a history," he said. "His mother was the lead sled dog on one of Admiral Byrd's expeditions." Although he was held tightly on a chain, Husky friskily jumped and hopped around the premises once he was released from his pen. "Look at that," beamed Spencer. "Just like the rest of them, you're all dog, aren't you?" Husky woofed in agreement, jumped up and licked Spencer's face. Spencer ran his hand down Husky's back and looked up.
