This Chamber of Commerce is vitally interested in maintaining Anaheim on a sound economic foundation. It, therefore, is especially concerned with the provision of establishing adequate suitable zoned districts for the placement of industry. May we call your attention to the fact that there remains not one parcel of vacant land nor one vacant building within the present heavy industrial zoned district, M-3. This means that Anaheim has no industrial tracts to offer prospects seeking location for a heavy industrial plant. Since most industries are not interested in agricultural land unzoned for industrial purposes, industrial development in Anaheim is at the crossroads. Likewise, there exist no more available properties zoned for light manufacturing. Twenty-five years ago leading citizens wisely forecast the need for industrial income to augment agricultural income as a margin of safety to a prosperous community. The community policy of industrialization then established is now endangered unless adequate areas are zoned for new manufacturing plants. Anaheim's agricultural area is now saturated. There remain no land frontiers in which to expand. Actually, agricultural lands are shrinking and income is on the downgrade. At present Anaheim is too dependent on the Valencia orange. In comparison, the county income was $33,717,000 in 1930. However, in 1930 the dollar was worth 100 cents. Today our citrus grower receives a 40 cent dollar for his fruit. Thus, the dollar of 1930 could purchase 60 per cent more for the grower than the present dollar. Each time a million dollar loss is sustained in agricultural income there must be a compensating industrial income to replace it. Moreover, population trends have indicated a continued skyrocketing of migration to Orange county, compelling all civic and governmental agencies to seriously think and plan or economic expansion. We admit houses built on or near railroad tracks are devalued, and literally upon completion. This is true whether or not industry exists nearby. Industry, particularly when selected, brings workers who are by far the best prospects for renters and for house sales since many wish to live within walking distance to work, particularly if the houses are not large and expensive. The economic meaning of an average plant hiring 150 men is one of the most trenchant arguments for industry for it portrays the wide spread effect a payroll check has in the community. Recommendations 1. Our only criticism of the newly proposed zoning map is the failure to extend the heavy industrial zone, which is now used up. We recommend the approximately 50 acres north of the presently zoned M-3 district running to Orangethorpe within the city limits be designated for heavy industry. We also recommend that the Planning Commission give serious consideration to the anthe railroads for the purpose of extending our light and heavy industrial zoned districts. 2. We further recommend that your Body meet with the Orange county Planning Commission and point out Anaheim's trend of growth into surrounding county territory to keep potential residential areas inviolate, to curb shoe stringing of business on the major highways, and by all means, to plan for the extension of M-2 industrial zones north to Orangethorpe, both east and west of the Union Pacific and Santa Fe tracks, but particularly the area lying between and about the Sant Fe and Southern Pacific railroad extending southeast from the present city limits to the Santa Hip, Hip Hooray!
