Harbor Plans (Continued from Page 1) would create 509 more acres of water area, compared with the 740 acres already in the Lower Bay. This would make a total of 1249 acres for the two bays, Upper and Lower. The plan would add 56,300 lineal feet of water frontage in the Upper Bay alone. Large areas of adjacent land would be left for private development, with consequent increase in assessed valuations which in turn would help defray the cost of the project. Residential areas adjacent to the bay would cover 358 acres and would furnish sites for a great number of homes. These would add still further to the tax roll. In addition, it is proposed to set aside 126 acres for public recreation. It would require 29 acres to take care of boat basins and marinas. Returns from the project would begin to come in early and rise rapidly as the program is carried out. It is estimated that 10 years would be required to carry out the plan suggested but at the end of that time, the returns should take care of all carrying charges on construction costs and furnish surplus revenue. Committeemen for New Hoag Memorial Hospital Named Election of John Murdy, Jr., of Huntington Beach, Orange county farmer, to head the Board of Directors of the Hoag Memorial Hospital, Presbyterian, at Newport Beach, indicates early action on the project. Immediately on taking office, Murdy, at the request of the board appointed several working committees to assist him. An "Executive" committee will include Murboa, Marion B. Youel of Santa Ana, Chester E. Hawk also of Santa Ana, and Dudley R. Furse of Los Angeles. The "Finance" committee is headed by Marion B. Youel, with Stetson B. Harman of Pasadena, and George S. McGowan of Long Beach. The "Building" committee for the hospital includes John Murdy, Jr., with Clarence E. Lush of Orange, Stephen Griset of Santa Ana, Dudley R. Furse and George Hoag, Jr. A committee on "Public Relations" is headed by Braden Finch of Corona del Mar with Wm. F. Kimes of Orange Coast College, Ralph Pringle of Lido Isle, and Rev. Dallas R. Turner of Laguna Beach. A special committee on "Roads and Public Utilities" has been added, the chairman is Irvin C. Chapman, former Mayor of Fullerton, with him are Ralph Kohlmeier of Los Angeles and Harry Welch of Balboa. Chairman Murdy recently returned from an extended trip north as far as Alaska. He is enthusiastic over the hospital situation and plans to see that a hospital building of which all Orange county can be proud, is built on the site overlooking Newport Harbor. WILMINGTON (AP) — Ground for the American Can Company's eighth California plant will be broken here July 28. The new factory is slated to be completed by mid-1951 and employ between 400 and 500 persons at peak production. County Juvenile Delinquency Facts Given Rotarians A film and a talk outlining the "Facts, and Figures of Juvenile Delinquency in Orange county" highlighted the regular noon meeting of Rotary yesterday. Presented by Ross Campbell of the county sheriff's office, the talk and film emphasized the failure of most parents to assume a proper guidance role with teenagers. Film was entitled "A Criminal is Born." Special guest was Orange county Sheriff John Musick. Campbell's talk pointed out that a total of 3000 juvenile delinquents were picked up last year in the county—and that 1800 of them required court action. Significantly he noted that of this group, 98 per cent had no Sunday School training and that 62 per cent came from broken homes. Each of these delinquents cost the county $2500 last year if kept in custody, he said. Rotary club President Claude Russell has also announced that Bruce Watt of San Diego, District Governor of Rotary, will be guest speaker at the club's meeting next Monday. This is easily explained by the fact that a man's vanity requires him to have some woman to minister to it. And, of course, he has to get a nitwit to fill this role, unless a woman is clever enough to disguise how clever she is and thinks its worth the trouble to let him think that he originated the ideas she put in his mind. Personally, I think that men make a terrible mistake when they permit their egotism to keep them from marrying women in their own class. For it deprives them of the companionship that would be such a joy to them if they had wives who were as intelligent as they are and who were interested in the same things and with whom they could discuss books and plays and the topics of interest of the day. A very large percentage of the middle-aged men who wander away from their own firesides do so because they are bored at home. They married pretty little hen-minded girls who were not and never could be any real company to them. And that is a high price to have to pay for the pleasure of looking down on their wives. Soil Moisture Disappearing From Orchards The disappearance of soil moisture in citrus and avocado orchards has been confirmed by many field observations during the past two weeks by the Agricultural Extension Service, according to Farm Adviser Harold E. Wahlberg. This is true even with the heavy soils, he said, and warned growers to be especially careful to supply sufficient water to give the trees all they need. Lack of deep moisture will cause the tree roots to pull more heavily from the areas that are wet by irrigation. This will make the wet spots dry more rapidly that they did earlier in the year. Under these conditions a given amount of water will not penetrate as deeply as if the soil were as wet as usual. This makes it necessary to increase the amount of water applied at each irrigation. On loam and clay loam soils irrigation should now be increased to apply about four acre inches of water per acre per month. Sandy soils will take the same amount, but because of their smaller storage capacity will require more frequent applications of about two or three acre inches per acre each time. For the best results, it is necessary that at least three feet of soil be kept well supplied with water at all times. On deep, well-drained soils growers should try to obtain a four-foot penetration from each irrigation. Adequate water will mean better sizes as well as better tree growth and tree condition. The importance of adequate soil moisture during these dry years was brought out in the fruit size survey conducted last year by the Agricultural Extension Service.
