JOE DOAKES—In the Ameri-lingo, "Joe Doakes" stands for the average fellow, "the little man." But there is an actual Joe Doakes. He is J. Joseph Doakes (above), a Binghamton, N.Y., carpenter. Fresh Fruit Declines In April average prices paid by household consumers for oranges reached 49.2 cents per dozen, continuing the uniform rise which began last November at 33.1 cents per dozen. Average price paid in April a year ago was 40.8 cents. Purchases of all fresh citrus fruit declined in April about 8,200,000 dozens to 60,057,000, the lowest since November 1949. Fresh citrus fruit purchases continued to be substantially below the level of a year ago—68,317,000 dozens in April 1949. Both California and Florida orange purchases for household use dropped off about a million dozen in April to 16,634,000 and 20,-889,400 dozens. Olive St., after a prolonged illness. She is survived by one sister, Mrs. Mary Johnston of Corning, Iowa; one brother, George E. Stevens of Salem, Oregon, and numerous nieces and nephews. She was a member of the Church of the Nazarene. Funeral arrangements have not been completed and will be announced later by the Hilgenfeld mortuary. OFFICIALS SEE 'BUTTERLEGGING' WASHINGTON (AP) — Federal officials are preparing to crack down on an expected nationwide wave of phoney buttersales next month. The Food and Drug administration, it was learned today, has asked Congress for nearly a million dollars to enlarge its present enforcement staff in preparation for the drive against "Butterleggers." The request was prompted by fears that when federal taxes on oleomargarine end June 30 there will be widespread substitutions of colored margarine for butter by "unscrupulos people" seeking a quick profit. At Camp San Luis Obispo, flags are flying at half-mast as 1000 high school cadets from all over the state paused to mourn one of their superior officers who had devolved the past 20 years to furthering the cause of military training in the public schools of California. In his long and loyal years of service in the U.S. Army his work as Officer-in-Charge of Allied supplies in the invasion of North Africa, Sicily, Italy and Southern France probably stands out as the most distinguished of his brilliant 41-year career He participated in the Tunisian, Naples-Foggia, Sicilian, Rome-Arno, Southern France, Ardennes and Rhineland campaigns. Topping his decorations is the "Brevet de Commandeur der Nichen-Hikhan" medal presented to him for his leadership in North Africa. It is a Moslem military honor and Colonel Smith is one of 80 Christians who have received the decoration. Other medals and ribbons held by Col. Smith include the Bronze Star with a bronze arrowhead for the invasion of Southern France, the European-Middle Eastern campaign ribbon with five stars; American Theater; American Defense; World War I Victory Medal; World War II Victory Medal; and numerous commendations from superior officers. His military career began in 1909 when he enlisted in the U.S. Army. He was with the Pershing expedition to China in 1910-11; at Vera Cruz in 1915 and was a member of the Mexican Punitive expedition in 1916. Colonel Smith was the pounder of the California Cadet Corp in 1930 and during the peacetime years between the two world wars commanded the civilian-military training camp at Monterrey.
