Praise Size Regulation of Valencia Crop
REDLANDS (Special)—Robbins Russel, general manager of Mutual Orange Distributors today commended the Orange Administrative Committee for its action invoking size regulation on Valencia oranges for the coming season.
The committee's action restricts fresh fruit shipments of Valencias to size 344 and larger. Heretofore, only volume regulation has been stipulated by the OAC.
"Size regulation of fresh fruit shipments from California is something that MOD has fought for for years," Russel declared. He referred specifically to the 1948 hearings by the Department of Agriculture during which the MOD sought to have, the marketing order amended to include size regulation.
The restriction order will have the effect of forcing all oranges measuring 392 to the box and smaller into by-products channels.
With the growth of concentrates processing in California this small sized fruit will be snapped up by the processing plants and paid for on a pounds of solids basis.
"Fruit which has good inside quality should bring a nice return to the grower—regardless of size," Russel declared.

Economics for County
H. Clay Kellogg, president of the Orange County has announced the appointment of Miss Louise home service director for the Southern Counties Director of home economics for the 1950 fair.
Miss Thomas, upon accepting the appointment stressing for Orange County women the necessity paring at present for the fair which is to be held from August 16 to 20.
She declared that women need not have entered a fair home economics event before to be eligible. They needn't enter on a volume basis, but may enter one category, she emphasized.
Specialists
The director said that many women she has contacted in her work are proficient at perhaps canning a certain type of fruit or vegetable. Others may have the ability to make an outstanding cake or pie. These are the women she urges to take part in the county-wide event being held for the second year on permanent grounds which formerly housed Santa Ana Army Air Base.
For housewives planning to enter the canned and preserved foods division, Miss Thomas has a load of advice and caution.
First, she said, all entries in the division must be home prepared by the exhibitor. Items which have been shown at any previous fair are not eligible. All products must have been prepared within one year of the opening date of the fair.
Since many products for canning are presently in season, the home director advised those canning fruits and some vegetables to choose the solid pack rather than loose with liquid.

In fruit, she said, natural color and not artificial coloring add must hold their own unmoulded. They also clear and sparkling wit or pulp.
Jars for canning should be labeled with the name of product, process used, the class number. Names placed on the bottle elaborate information is from the premium book be had at the fairground quarters after June 15.

St. Michael’s Choir to Sing At Festival
The choir of St. Michael's Episcopal church will participate in a song festival at Rancho Los Amigos, Hondo, at 3 o'clock Whit-sunday afternoon, Sunday, May 28, it was announced today by Mrs. Alice Goyheneix organizer. Harold M. Hand, choirmaster at Epiphany church, Los Angeles, will direct.
At least 10 Episcopal parishes from this area are expected to join in the festival, first to be held since before the war. The song festivals were originally founded by the Rev. William E. Craig, former director of the Episcopal City Mission Society, and are being reinstated by the incumbent, Rev. Canon Richard Lief.
Among those choirs expected to participate are: Grace Episcopal church, Los Angeles; St. Clement's, Huntington Park; Church of the Redeemer, Los Angeles; Church of the Epiphany, Los Angeles; Holy Trinity, Alhambra; St. Mark's, Altadena; St. Martin's, Watts; and Church of the Advent, Los Angeles.

WASHINGTON UP—President Truman has rejected publicly a suggestion that the United States surrender to Russia.
"I had a card from Los Angeles this morning," he said, "in which the writer suggested to me in all seriousness that the proper thing to do was to surrender to Russia. He said we may lose our freedom but it is better to lose our freedom than to lose our lives." Mr. Truman did not identify the author of the suggestion.

That's what County Welfare Director Thomas P. Douglas would like to know, with respect to furore over the county ordinance requiring registration of solicitors in unincorporated territory.
"Don't they know," inquired Douglas in his best Edinburgh brogue, "that such a law has been on the statute books of the state for a great many years—and has been enforced?"
Apparently very few people did know that, except the enforcers and the enforces, they being in actual contact with it.
So the county ordinance so hotly denounced by the Santa Ana Chamber of Commerce and a Santa Ana newspaper since its passage by the board of supervisors several months ago, really is bringing nothing new into practice.
That’s not likely to change the opinions of the chamber and the newspaper regarding it, but ironically, never a murmur was raised against the measure while it wore a state label.
Incidentally, it is no longer a state law; not since last year. That is why the county passed the ordinance—to take the place of the state law.
Douglas explained matters this week to directors of Goodwill Industries of Orange county at their monthly session, with Superior Judge Raymond Thompson of Fullerton, president of Goodwill, presiding.
The registration requirement, provided in Chapter 228 of the Welfare and Institutions code for many years, was not dropped because it was considered a bad law, he said. It was done merely to permit the various counties to take it or leave it, as they saw fit.
In some counties, such as Los Angeles, said Douglas, administering and enforcing the registration law was becoming financially burdensome. Los Angeles pressed complaints against the measure until, in 1949, it was removed from the code, and its re-adoption was left to the option of the individual counties. The complaint against registration was purely financial, Douglas said.
Douglas himself considers the registration requirement a very worthwhile protection to the public against fakers and crooks, and no hardship at all upon legitimate solicitation.

Other officers elected to serve were Miss Dorothy Nyhus, corresponding secretary, Mrs. Eva Gooden, recording secretary, and Dr. Raymond C. Leer, treasurer. The nominees as named by the nominating committee, chairman Joe Catanich, Mrs. Edward N. Hall, and Dr. Edward Lee Russell, were unanimously elected. Mendenhall was nominated from the floor. Three members at large of the board of directors will be selected at a future meeting.
The purpose of the council as stated in the new by-laws accepted last night is to engage in the development of community welfare programs in the fields of health, welfare, group work and recreation.
Mr. J. M. Kennick, superintendent of the juvenile bureau of Long Beach, was the guest speaker. His subject, "The Responsibility of Citizenship," was presented with convincing foresight and he was applauded by his audience as a most able speaker. He stated that the juvenile bureau of Long Beach is a part of the welfare department.
Members received a copy of the Orange county Directory of Community Agencies compiled by volunteer members of the organization headed by Miss Martha Caldwell. This county-wide directory is given to organizational or individual members and is available at nominal cost to non-members from the council treasurer, Dr. R. C. Leer, of the Orange county Health Department, Mrs. Redmond stated.
The new officers will be installed at a social dinner meetin in the Santa Ana Community Clubhouse on Monday, June 19.

So far as established and known welfare and other community agencies and organizations are concerned, permits for their solicitors are virtually automatic, said Douglas. His office has the duty of handling such permits under the ordinance, as it did under the state law.
In assuring Goodwill Industries directors that their organization would continue to get automatic approval for solicitation of household discards, which provide employment for physically handicapped in the Goodwill sheltered workshops... Douglas paid strong tribute to the Goodwill program, saying it materially lightens the county's welfare load.
SACRAMENTO (WNS)—State Treasurer Charles G. Johnson today was authorized to advance $9,794,267.67 from the general fund to counties of the state to meet next month's payments on the blind and aged.
SAVE BACKYARD TRAILERS
NEWPORT BEACH (IP)—The Orange county Board of Supervisors unanimously rejected an ordinance which would have established a licensing system, with fees, for all trailer owners in unincorporated areas.
"Back yard" trailer dwellers turned out in force yesterday to oppose the measure which they charged was a "business getting scheme backed by trailer court owners."

Mrs. Theja Kamerer, Southern California Edison Company's home economist for Orange county, will be heard in two special broadcasts over radio station KVOE, Santa Ana today (Wednesday), and Wednesday, May 31, at 9:45 a.m. She will be interviewed by Mark Breneman, popular radio and television master of ceremonies, in these two programs of special interest to housewives.
An authority on foods and food preparation, Mrs. Kamerer specializes in the application of methods to improve the quality and nutritional value of foods used by the average housewife which will also decrease costs and save money from the family food budget. The Edison company's senior home economist, Mrs. Kamerer, has been with the company for twenty-one years, and has devoted her time for the past few years to work in Orange county and Long Beach.
Mrs. Kamerer is well known in the Southland for her work in the field of home economics. She conducts cooking schools, demonstrates new cooking equipment and food products, and has made a lifetime study of dietetics.
Cat owners of Sacramento have something to howl about. City Manager Bartley Cavanaugh proposed that cats be licensed just like dogs. He told the City council that would be one way of financing the $13,692 item in next year's budget for support of the pound. The council put off a vote.

The International City Managers Association reports that 380 cities of more than 10,000 population now own and operate a total of 828 parking lots. Sixty-three of the cities opened municipal lots last year and 100 other cities that previously had them provided additional lots.
