Indicated that through the conference, something can be done about creating jobs for California's unemployed. The Legislature: Senator Fred Weybret's committee on social welfare announced plans for a five-day meeting in Los Angeles, at which George McLain, pension promoter and opponent of Proposition No. 2, at the forthcoming special election November 8, will be called to testify. Miscellaneous: The California state fair made an announcement in which it estimated a $200,000 "profit" for the 1949 exposition. The peculiar part of the announcement is that the total income for the three month period during which the fair was held was $1,-562,082, while the budgeted expenditures are $1,867,530. At the same time, $625,000 of the income is from the fairs and expositions fund and only $937,082 from fair operations. The announcement has several wondering just where is the profit? MOZLEY County Tax Collector Hall Of Records Santa Ana, California County Group Organizes to Pass Prop 2 For the dual purpose of supporting Proposition 2 on the November 8 ballot and laying groundwork for an adequate pension plan, a group of Orange county leaders have swung into action for passage of the measure. Headed by Herb Alleman, Santa Ana businessman, the organization, officially known as the Orange County Committee for Aid to Aged and Blind, has enlisted the aid of numerous county civic groups. Pledged to aid in passage of Proposition 2 are County Chambers of Commerce, Parent-Teachers groups, Organizations for the Blind, the Taxpayers' Association, American Association of University Women, Associated Farmers, the Farm Bureau Federation and a host of other groups. 'McLainism' The program adopted declares: "McLainism in one form or another will continue to haunt our state at every election until conservatives and liberals alike agree to aid in making dictatorships such as that headed by Mrs. Myrle Williams an impossibility." Chairman Alleman said, "The personally - controlled movement to exploit the misery and frustration of old people must be removed. The county committee believes the present monthly pension of $85 for the blind and $75 for those 65 years of age and over should be retained, as provided by Proposition 2. "But we feel that the provision of the present law setting up a separate State Department of Welfare headed by an elected director, as Mrs. Williams, is bad questions, and bringing out the dry comment by the Prime Minister that the Soviet government seemed reluctant to give information on any subject. Sir Stafford Cripps was subjected to severe questioning on whether policy announcements would be made first in the House of Commons, or in public speeches elsewhere. That also had a familiar sound to our American representative, who sees and hears national policies discussed or announced in the press or over the "wireless" (as the British say) before they are given to the Congress. Crops Escape Recent Frosts Sacramento, (WNS)—Fall crops in California largely escaped last week's frosts, the California Crop and Livestock reporting service has announced. The service said that while full reports are not yet available, the only place where frost damaged tender crops appreciably was in the central San Joaquin valley. In that area, the cold weather burned and blackened fall potato vines, and light yields and small sizes are expected from the fields which were hit. Some damage has occurred to snap beans and other tender crops in Tulare county, but the service has not as yet had reports on how extensive the damage has been. Most of the principal tomato districts in the state appear to have escaped frost damage, although temperatures reached low levels in all areas. Hardy crops, such as celery, lettuce and the cold crops suffered little or no damage, except that they were retarded. The service reported that harvest of the fall crop of artichokes in coastal areas is active but vol AS SEEN By Congressman JOHN PHILLIPS The periodic "questions and answers" hour in the British House of Commons is something we could well copy in the Congress. It is strengthened by the requirement that Ministers (Cabinet officers and department heads, to us) must be members of the Parliament. That is good, but would be more difficult in our country. The British system of Congressional Districts (translating this into our terms) is more adaptable. A Minister may be selected and then given a District by his party, from which he can be elected. The questions and answers period is the direct result of this closer relationship. The questions are handed in, in advance, indicating the Minister to reply, and are printed. The Speaker calls the names, in order, and the Member will say, "No. 33, Sir"—and the Minister will give as much or as little information as possible, just as in any representative body. Mrs. Phillips and I were in the Gallery yesterday, for the questions and answers. Here are a few: "No. 28. Mr. Spence. To ask the Secretary of State for Scotland, whether he will consider revising the date under which the ploughing subsidy is payable in the North of Scotland, having regard to the fact that much of this work is done in early spring."
