Governmental Lobbyists Big Problem; 100 on Taxpayers Payroll Says Waters

Sacramento (WNS)—One side of the lobbyist story which has been left untold in the current "exposes" is that dealing with the activities of various state and local governments.
Yet, this type appears to be the most serious aspect of the entire lobbyist story for the extensive operations of these government agencies multiply the cost of state government by the hundreds of thousands of dollars.
And, unlike other types of lobbying, the legislature itself is responsible for the unrestricted employment by government of representatives before the assembly and senate. Either or both houses of the legislature could greatly curtail these activities practically overnight.
100 on Payroll
There are in Sacramento, during the legislative sessions, more than one hundred persons paid with taxpayers money to influence legislation.
In the last session of the legislature more than 60 per cent of the measures introduced were sponsored by these persons.
As more than one member of the legislature has noted, the recited a "lobbyist." All have perfectly respectable titles but the fact remains they are just as active in their efforts to secure or stop passage of legislation as anyone of those privately employed persons who do own up to being "lobbyists."
The big difference is that the private interests are here openly at their own expense in legitimate efforts to protect their respective businesses. The publicly employed lobbyists do not even have to register with the legislature as such. They are here at the taxpayers' expense and many times are doing nothing more than promoting legislation which will rebound to their own personal benefit. Often times the measures they seek to have adopted are actually to the public's disadvantage.
Seek Special Privileges
Case after case of such measures can be cited to show how these public employees operate to obtain legislation which either will give them special privileges or in some way work against the best interests of the taxpayers who foot the bill.
So, too, have the state and the teachers and judges.

The activities of these publicly employed lobbyists are one of the big reasons business must maintain the expensive lobbies in Sacramento which are now the target of current magazine and newspaper articles.
$1/2 Million Payroll
While much has been made over the "huge" payments received by lobbyists it should be known that the state itself does not take a back seat in the matter of remuneration for this type of work. The annual payroll of state and local governments for persons who engage in lobbying activity totals well over the half million dollar mark.
Of course, not one of these publicly employed persons is designated legislation which will rebound to their own personal benefit. Often times the measures they seek to have adopted are actually to the public's disadvantage.

Further, some departments are able to perform or withhold services of great importance to individual members of the legislature and the districts which they represent. This in itself is a far more powerful weapon and one of greater danger than the mere contribution to a campaign fund which is admitted by some of the private business interests and their lobbyists.
Nor is lobbying by government confined to the regular agencies of government such as the state departments and the county and city governments. Almost every class of public official has its own organization with the taxpayer paying the freight for most of these groups.
Hence the supervisors, district attorneys, tax assessors, supervisors, municipalities, coroners and county clerks all have representatives or lobbyists in Sacramento.

The Air Force Aviation Cadet training program will expand this fall with the opening of a new aviation cadet navigators school at Ellington Air Force Base, Tex. The school, designed to train navigators for the latest types of transports and bombers, will be patterned after the aviation cadet pilot program, but the physical requirements will be less rigid.
The first class will begin on November 1, with new classes following each month. Approximately 100 students will be accepted for each class. During the year course of intensive training in the latest methods of navigation, the cadet navigators will receive 184 hours of training in the new "flying classrooms."
A new type of Air Force training, the T-29 will be utilized for this purpose. The T-29 is a navigation-adapted version of a twin-engined Convair airliner.
Successful graduates of the navigator training course will receive commissions as second lieutenants in the Air Force reserve, and aeronautical staff at the present time.
Right now, men with no previous service can enlist directly for five big Army outfits. There's the field artillery, the armored cavalry, the engineers, the infantry, or the coast artillery.
To qualify you have to be 17 to 25, physically and mentally fit, and be able to pass the Army entrance examination. After that you'll be sent to basic training and then right into the type of outfit you've picked.
There won't be any slip-ups either. If you pick the engineers, for instance, you'll GO to the engineers. The peacetime Army is interested in seeing that men get the jobs they want and are best suited for.

State Sends Out 5½ Million Election Booklets
Sacramento, (WNS)—Distribution of five and a half million, 20-page booklets containing arguments for and against twelve constitutional amendments and initiative proposals, started last week.
Secretary of State Frank M. Jordan said the booklets, which will be used for the November 8 special election, are being forwarded to the state's 58 county clerks and registrars of voters, who will in turn, distribute them to registered voters along with sample ballots.
Copies of the booklets, Jordan said, also are obtainable at his office in the state capitol.
Isaac A. Stull, Brother to Velma Welsh, Passes
Isaac A. Stull, 45, brother of Mrs. Velma Welch of Anaheim, died Monday at St. Joseph hospital. Mr. Stull is a native of Stull, Kansas, and has lived at 153 South Grand avenue, Orange, for the past five years.
Surviving are his mother, Mrs. Mary B. Stull of Garden Grove; five brothers, Henry Stull, Stull, Kansas; Ben and John Stull, both of Topeka, Kansas; Harry Stull of Wichita, Kansas; and Ralph Stull, Los Angeles; four sisters, Mrs. Lottie Davis, Westminster; Mrs. Gladys Houk, Garden Grove; Mrs. Opal Ruggles, Escondido and Mrs. Welch of Anaheim.
Private funeral services were held Wednesday at Honold Brothers mortuary, Garden Grove, by the Rev. Ben Hardin of Santa Ana. Interment was in Westminster Memorial Park cemetery.

A former Anaheim Navy veteran who enlisted in the Army last June paid me a visit the other day. He is Edward A. Barnhart, who on account of his former navy training was authorized to enlist in the regular Army in the equivalent grade that he held in the Navy. He finished a refresher course at Ft. Ord and is now on leave before reporting to Ft. Bliss, Texas, for assignment to an anti-aircraft unit.
Ed said he was well pleased with the treatment received at the Ft. Ord training center and had high praise for the training schedule there. He informed me that he thought he might take advantage of applying for Officer Candidate School in the near future.
If any other of you Navy vets who have been thinking of enlisting in the Army, you may still be able to enlist in your former Navy grade as the special anti-aircraft recruitment program is still open.

Orange Display Takes 13 First Prizes at Fair
Thirteen first prizes have been added to the trophy case of Mutual Orange Distributors for their entry in the Orange County Fair just closed on Sunday evening after a four day run. An excellent display arranged in three beautiful scenes was made from top quality oranges, lemons and grapefruit with packaged boxes completing the arrangement at the front and bottom of the special arrangements. It was one of the most outstanding displays on exhibit during the fair.
