Out-of-State Health Insurers Meet Opposition
Two measures clamping down on out-of-state health and accident insurers were approved by the senate last Thursday.
Authored by Senator Fred Kraft of San Diego the bills (SB 970 and SB 976) bring under control of the state insurance commissioner all persons issuing hospital and medical aid contracts and gives the commissioner authority to act as agent for any California citizen involved in litigation with an out-of-state insurer.
Senator Kraft declared "the public is presently being bilked by unscrupulous persons selling what the public believes to be hospital and medical service contracts. In most cases the contracts are non-obligatory and promise nothing more than to put the purchaser in touch with some qualified professional person. The regular fees must, of course, be paid by the person who thought he was buying insurance. Promoters of some of these schemes are reaping fabulous sums."
The Kraft bills, adopted unanimously by the senate, will subject all such health and accident contracts to the stringent regulations governing insurance and authorize the state insurance commissioner to adjudicate claims of California citizens against out-of-state insurers.
"One of the greatest advantages these out-of-state operators now have is the inability of California policy holders to bring suit in local courts because of lack of ju-
Adm. Whitehead To Inspect Los Alamitos April 8
Admiral Richard F. Whitehead will arrive to inspect his largest Naval Air Station at Los Alamitos on April 8 at 10 a.m. Accompanying the Admiral will be Brigadier General Christian F. Schilt, USMC, who will inspect the Marine Air Units at the same time. On these formal personnel inspections not only the active duty personnel under the command of Captain Michael H. Kernodle will be inspected, but also the Organized Reservists who reside all over the southern California area and report to Los Alamitos for training during week ends.
Admiral Whitehead's command has often been called the Navy's "second line of defense." In case of a national emergency, the Naval Air Reserve Training Program is designed to provide in short order sufficient trained naval air groups to man our Navy's mothball fleet of carriers.
The famous Marine band from the Marine Corps Air Station at El Toro will provide suitable honors and play during the inspection. After the inspection the enlisted men and their families and friends will adjourn to the large station gymnasium where they will be entertained by the music of Bob Crosby's orchestra.

Hot Cargo Law Try Approved By State Senate
Another attempt to outlaw the hot cargo and secondary boycott by the State Legislature was approved by the senate here today.
Orange county's senator Clyde Watson voted Aye on the measure, SB 1066, authored by senator George J. Hatfield of Merced.
The senate's action which adopted the bill by a vote of 27 to 10 marks the fourth time such legislation has been adopted by the state senate.
The first bill outlawing hot cargo was passed in 1941 and vetoed by Governor Culbert L. Olson. It was adopted ever Olson's veto and became law during the war. In 1947 legislation was passed making the wartime provisions permanent but a supreme court decision followed ruling the law unconstitutional.
Senator Hatfield said the present bill meets the objections raised by the court and if approved by the assembly and Governor Warren would successfully ban the hot cargo and secondary boycott.
