Senate Prevents Restriction of Dr.’s Advertising
The state senate last week passed a bill which would prohibit the state business and professions department from adopting a regulation prohibiting advertising of any of the persons they license.
The bill, by senator Hugh M. Burns, was the result of investigations Burns' committee made.

Orange County Gets Small Price Decrease on Milk
An order lowering the price of milk one cent a quart in seven milk areas was issued today by the Bureau of Milk Control.
One cent a quart reductions were ordered in Los Angeles, San Diego, San Bernardino-Riverside, Ventura, Santa Barbara, San Luis Obispo and Kern counties.
Half cent cuts in the minimum prices were ordered in Orange and Tulare counties.
The order affects prices both in stores and delivered milk.

Orange Resident Heads Fund Drive For YMCA at Cal.
Mr. Charles A. Robinson, of Orange, has been named district chairman of the state-wide campaign to raise funds for a new University YMCA building near the Berkeley campus of the University of California, Robert Gordon Sproul, president of the University and honorary chairman of the YMCA campaign, announced yesterday.
"The present plight of the University Y is due in considerable part to the University itself," Sproul explained in urging support of the appeal for funds. "Campus expansion in the early '30s forced the removal of Stiles Hall from the site which it had occupied for 40 years. And now, within a short time, the present Stiles Hall will have to be moved for similar reasons."
"I hope this second move may prove to be a blessing in disguise, as it will be if the friends of the Y will rally around and contribute generously to provide the kind of home it needs and deserves," he concluded. Sproul was a student president of the Y.
The new building, a memorial to students lost in World War II, will be erected on the south-east corner of Bancroft Way and Dana street, just one block from its original site.
Other leaders of the Stiles Hall Memorial Building Fund are: Monroe E. Deutsch, vice-president and provost emeritus of the University; Judge Stanley N. Barnes, past-president of the California Alumnae Association.
Civic Progress Plans Underway
Detailed plans for Civic Progress Week, April 25 to 29, shaped up rapidly as the board of directors of the Anaheim Chamber of Commerce met in the North Los Angeles street headquarters last night (Wednesday) President K. F. Hellyer presiding.
Over-all chairman for the third annual progress week will be Warren Ashleigh. The first day, Monday, will be get acquainted and "Fellowship Day" with Glen Hipe acting as chairman.
Robert Rossberg will be in charge of the Tuesday, April 26, "Industrial Day." Well known speakers will lead panel discussions and give talks upon various types of industry.
Retail sales promotion will be emphasized Wednesday, April 27, under direction of Oscar Solter. Special speakers will hold panel sessions and present speeches.
Community Planning Day will be Thursday, April 28, under the chairmanship of K. F. Hellyer. A special evening program will be featured. Long range plans for city development and improvement will be discussed.
Friday, April 29, will be "Youth Recreation" and "Education Day." With Dick Glover in charge, well known youth leaders will conduct discussions as a portion of a well rounded program of activities.
"Clean-Up, Paint-Up Week" will hold sway throughout Civic Progress Week and through Saturday. Oscar Solter will be chairman of a "Panel of Progress."
State Vets May Enroll in Out-of-State Colleges
The assembly has passed and sent to the senate a bill allowing California veterans to enroll in out-of-state colleges if California institutions are too overcrowded.
The measure, introduced by Compton assemblyman Ralph C. Dills, would affect only those using the state educational program. Under present law, the state veteran's department has been allowed only to finance students enrolled in colleges and universities within California.
Dills urged passage of the measure because of the large backlog of eligible verterans waiting to enroll in specialized courses such as medicine and law.
Another bill affecting veterans also received passage through the lower house. This measure, sponsored by assemblyman Richard McCollister, Mill Valley, will allow the rental of public buildings to veterans for a nominal sum.
McCollister explained that though many localities are willing to allow veterans' organizations free use of their buildings, legally some rental must be paid. The McCollister bill would allow $1 yearly payments.

Bond Campaign
During last night's meeting, Harold Smith, general chairman of the sewer bond campaign voted recently, congratulated E. W. Moeller, secretary-manager of the chamber, for his work as secretary-manager for the second sanitation district.
“This is one of the most important projects in which this chamber of commerce has participated from the standpoint of the general welfare of the county for without adequate sewerage disposal there can be no industrial or subdivision growth,” Smith commented.
The board appointed a nominating committee of five to choose 14 men from whom seven will be elected by mail ballot to the board of directors.
Nominating committeemen are Glen Hipes, chairman, and E.M. Cone, Robert Rossberg, O.E.Hanson and Ed Power. Board members are urging that the election June 28, when ballots will be opened, be made an annual membership dinner session and also installation of officers night. The ballots will be mailed at least 14 days in advance of the election date.
The local chamber accepted an invitation from the Fullerton chamber to attend a joint meeting but recommended it be postponed one week from April 14, the date set.

The state of Indiana has developed into a great manufacturing state. It also has large coal mining interests. Its farming and livestock interests are, also, outstanding.
Growers Hear Progress Report Of Association
Growers attending the meeting of the California Citrus Producers association meeting at the Fremont school auditorium, last Friday evening, heard of the progress made by the association.
State directors were introduced and spoke on the various phases in the marketing of citrus products.
Joe Honus, executive secretary, reported that the recent membership drive increased the representation of the association by 1500 acres.
Chairman of the meeting was Fred Maas; Sydney O. Pellew was master of ceremonies. The next board meeting of the association is slated for Friday, April 29, at Escondido.
Missouri is rich in agriculture, with corn as its chief crop. Minerals, especially lead and zinc, are large and valuable. The livestock and packing institutions of Kansas City and St. Louis are of importance to the nation.
