All Areas Not Controlled While most milk marketing areas in the state are presently controlled there are still areas which do not. The law applies only to milk products including cream upon which there are no controls. Despite this milk and milk product prices through the state are generally on a parable level. As cost factors change, public hearings are called by the state the various marketing areas under control and the prices are lower or raised according to prevailing conditions. While it is true these factors increase production costs the end price to the consumer compares very favorably with other states.” Can't Overprice Milk "Actually," Woodburn declared, "You can't overprice milk. Housewives aren't dumb and if milk were priced out of proportion to other foods they would simply show their resentment by staging a buyer's strike. They did it when meat got out of line and they would do the same with milk." Woodburn's statements as to comparable costs of milk nationwide are true over a long period of time. The U. S. Department of Labor reporting for December 1947 listed the index for all foods at 206.9 while for the same period the index for a quart of milk, cash and carry in San Francisco was 162.6 and 187 for Los Angeles. How do the dairy farmers feel about State regulation of milk prices? The Desmond Act of 1935 created a State Bureau of Milk Control to fix both wholesale and retail minimum milk prices. The law, however, provides that the state bureau shall fix prices only where 65 per cent of the milk producers in a given marketing area petition for such regulation. Since the law's adoption most of the milk marketing areas of the state have been brought under state control. According to W. B. Woodburn, chief of the State Bureau of Milk Control, the dairy farmers, generally, are solidly in support of the law. Ruinous Price Wars "Prior to the enactment of the Desmond Act," Woodburn states, "many dairymen were being forced out of business due to the ruinous price wars being engaged in by distributors. The Desmond Act has had a stabilizing effect on the industry assuring the public of a good quality milk, honestly priced. It has prevented damaging surpluses and at the same time safeguarded the public from shortages and low quality milk." Just how the individual dairy-man feels about the state law is best told in the words of Gordon Cromer, Chula Vista dairy producer. Said Cromer in an article in the current issue of the Western Dairy Journal: "California has been operating under a plan of establishing producer and distributor minimums which has resulted in benefits to everyone concerned with milk. "Producers and distributors have realized profits, yet it has not discouraged the constant search for greater efficiency. The consumer has enjoyed a lower price than chains, there was lots of snow but not on the roads. SOUTHLAND'S TRAFFIC Deaths Down 12.4% Over 1947 Totals A total of 1613 traffic fatalities, 81 of which occurred in Orange county, were reported in southern California last year, the Automobile Club of Southern California has disclosed. This compares with 1947 figures of 180 southland deaths, including 118 in Orange county. The club said that 1948 fatality totals represented a 12.4 per cent decrease in comparison to the previous year's totals. Decreases were recorded in 10 of southern California's 18 counties with only Inyo, Riverside and Santa Barbara experiencing more traffic deaths last year than in 1947. Latest nationwide fatality totals reported a 2 per cent decrease over 1947 totals, the club said.
