Arizona’s Bid for Colorado Water Hurts California’s Existing $550 Million Investment in River Projects Arizona’s renewed attempts to promote the huge central Arizona project in the halls of Congress may “dry up” a water supply which could support an additional five million southern Californians, and seriously jeopardizes a 550 million dollar investment in Colorado river projects was the warning issued today by Ben P. Griffith, secretary of the Colorado River association. Griffith pointed out that unless concerted opposition to the central Arizona bill is expressed by Californians, they may find that the only water supply which they can live and grow on has disappeared and the investment they have made—even though protected by federal contracts—may become a white elephant. Arizona Seeks $783 Millions “Arizona interests are seeking a $738,000,000 Government handout in the form of a huge irrigation project. Water for this speculative land development scheme can only be obtained by taking it away from California’s contracted water,” Griffith declared. “The various public agencies serving Colorado river water to homes, industries and farms, hold contracts with the Government for a total of 5,362,000 acre feet of water annually. Arizona is now using and has authorized projects which will use 3,300,000 acre feet.” “There just isn’t any water left for this costly project,” he pointed out. “Californians are not asking for more water as is Arizona, but seek only to protect that for which they hold contracts and need for their existence and growth.” Southern California congressmen of both major parties are united in their efforts to clear the way for a Supreme court settlement of the controversy, Griffith stated, and to this end they have filed identical resolutions in the new Congress calling for this action. Windfall to Speculators “Aside from the legal aspects,” said Griffith, “if Arizona were to get this water, it would be a financial windfall to a few land speculators and would benefit about 25,000 people, as compared to five million in this state. It would cost the U. S. taxpayers not less than $1,000 per acre to supply this water for land that would then be worth $200 to $400 per acre.” out in the form of a huge irrigation project. "More than that, the sponsors of the central Arizona bill propose to upset all present standards of economic feasibility as set up under reclamation law by stretching repayment over a period of 80 years or more as compared to the present 50 year period." He urged all southern Californians to write their senators and representatives endorsing House Joint Resolution 3 and Senate Joint Resolution 4. These resolutions authorize the Supreme court to decide the water rights of Arizona and California on the Colorado river.
