Legislative Propositions For November 2 Election Described Propositions No. 7 and No. 8 propose minor changes affecting the time voters are required to register prior to election and the election qualifications of superior court judges. Neither measure is of much importance generally and is therefore not highly controversial. No. 7 seeks to add 14 days to the present 40 day period a voter must register prior to a primary or general election if he did not vote in the last previous election. This would require the voter to register two weeks earlier than now required and the change is linked on the grounds county parks are finding it difficult to prepare for an election due to the limited time which they have after registration closes to qualify voters, prepare precinct lists and mail election material. No. 8 is one of two proposals on the ballot unopposed. It is offered as a technical change in the constitution to conform to election law changes. The effect of this change would be to permit judges appointed to the superior court to fill unexpired terms to hold the office until such time as they could qualify as candidates for the job at a regular election. Due to a shift in the primary election dates, time does not permit some judges appointed to fill vacancies to file and becomeuly qualified candidates at the election which follows their appointment. Proposition No. 9 relates to the succession to the governorship of the state. It was expressly prepared as a result of the confusion which existed in the state of Georgia when the governor elect died. Mr. Payne esvited the citizens of C dates for the job at a regular election. The succession would be the lieutenant governor, president pro tem of the senate, speaker of the assembly, secretary of state, attorney general, state treasurer and usually the state controller.
