Last year, without the instrasate prorate more lemons were offered for sale in California. Many of them were purchased in the Los Angeles and San Francisco markets and "boot-legged" out of the state by speculators who sold them at good prices in competition with fruit moving interstate under legitimate prorate. Thus shippers received a much lower price on California sales and, in addition, found the same fruit undermining their eastern market.
