provides, it is pointed out, that rural areas not now needing sewerage have acquired flow rights in the joint disposal works for use when needed.
Participation in the construction costs of joint disposal facilities also represent acknowledgement by the agricultural areas of their common obligation with the cities to protect the public health, the ground water supply and the beaches from pollution.
The "limited participation" plan, it is explained is based on an engineering proposal for delayed construction of some facilities to reduced starting tax rates required by the plan originally recommended, and under which five districts, largely urban, already have been formed.
The delayed construction plan provides for construction of the ocean outfall line to a length of 7000 or 8000 feet off shore, instead of the originally recommended 15,000 feet, which would be the ultimate length as sewage increase forced its extension; also construc-

Santa Anan's Old Newspaper Has Campaign Fever
A venerable newspaper, "National Intelligencer and Washington Advertiser," dated Friday November 23, 1804, was exhibited the Gazette office by its own James L. Ackerman, 1528 S Van Ness street, Santa Ana, Tuesday afternoon.
Like periodicals of today, old tabloid was filled with led political arguments and election campaigning for Congressional berths of that year.
The Ackerman Fence company stated that the eight-publication has been in his father for years. It was given to him his father.
Three grand opening advertisements appeared in one column each the approximate size of small classified. In the lost found department, the return runaway slave was requested.
Several legal notices signed the city clerk, stated that different culprits had been thrown the hoosegow for indebtedness.
Items were being sold on craigs in those days too. Lots on

The delayed construction plan provides for construction of the ocean outfall line to a length of 7000 or 8000 feet off shore, instead of the originally recommended 15,000 feet, which would be the ultimate length as sewage increase forced its extension; also construction of treatment plant units designed for five-year expansion increments instead of 10 years as originally recommended; and delay in constructing the Holder trunk line in Dist. 3, with needed new capacity obtained by relocating the proposed new Euclid trunk to Magnolia Ave., and there joining the proposed Cannery Ave. trunk. This construction would provide for the capacity requirements of Dist. 2 and 3 for 20 to 25 years.
The agreement provides that it is binding only if signed by all members of the board of supervisors, engineers presently employed on work of the sewerage survey, and majorities of directors or executive committees of the Associated Chambers of Commerce, Joint Outfall Sewer Farm Bureau, Grange, and the advisory committee itself. It also must be ratified by four-fifths of each city council and sanitary district board within the proposed sanitation districts, in whole or in part.
It was pointed out by officials today that formation of the sanitation districts would not, in itself, commit the taxpayers of such districts to any form of plan, or any financial obligation whatever. Once formed, affairs of the sanitation districts are in the hands of their boards of directors, who then decide whether the district shall proceed with a sewerage program and to what extent the program shall be. Any program for construction must be financed by bond issue, requiring approval of two-thirds of the voters.
Members of the county advisory committee on sanitation appointed by the county supervisors, are: Ross Shafer, Lemon Heights, chairman; William C. Jerome, Garden Grove, representing the county at large; Robert H. Boney, Anaheim; John J. Sailors, Newport Beach, Nelson Launer, La Habra, and Charles TeWinkle, Costa Mesa, representing cities and sanitary districts; Vernon C. Heil, Smeltzer, and George Kalen.
Three grand opening advertisements appeared in one column each the approximate size of small classified. In the lost found department, the return runaway slave was requested.
Several legal notices, signed by the city clerk, stated that different culprits had been thrown into the hoosegow for indebtedness.
Items were being sold on eBay in those days too. Lots on terms were advertised. The dine line for dog and slave licenses given.
One classified ad announces accommodations of board room for five congressmen.
Set in small hand-set type edition contained a tremendous amount of reading matter. Describes laborous job of assembling language leaned to the orator.
Printed feuding between Whigs and the Republicans was high in paid political bombardment which took up approximately pages.
Unlike present day newspapers clipped and climatic summarizing House and Senate activities, a by play description of statements and rebuttals was given. Some speeches even in resume fledged filibusters.

Test Sprays For Walnut Blight
(Western News Service)
Walnut growers of the state who cultivate 125,753 acres of that crop, 2,783 acres of which are in Orange county, have been advised by the University of California College of Agriculture in Davis that walnut blight can now be controlled almost 100 percent by yellow cuprocide and two ammoniacal copper sprays.
Experts found in 1947 less than two per cent of walnuts on sprayed trees showed walnut blight and less than one percent were blighted in 1946. Yields have been higher on sprayed trees, those making the survey declare.
