Howser Names 10 'Shame Spots' In California (Western News Service) California's ten "black spots" characterized as the worst in the state for prostitution by Attorney General Fred N. Howser in an address before law enforcement officers in San Francisco, and the number of known houses operating in them, follow: Fresno county, 27; Imperial county, 18; Solano county, 12; Kern county, 14; San Joaquin county, 8; Merced county, 5; Amador county, 5; Shasta county, 4; Tulare county, 4; Siskiyou county, 3. Howser explained that the characterization as "black spots" was arrived at on the basis of the number of houses operating on percentage of population in the county. He also stated that in all instances, the information has been turned over to local officers for investigation. The information was received by the attorney general's office, he said, in regular perusal of reports of the State Department of Public Health, which contain reports as to where venereal diseases are contacted. The figure given, it was stated, does not necessarily mean that these are all the houses operating within the county, nor does it mean that this number of houses is operating at the present time, as they may have been closed by local authorities. The report, however, is as current as could be obtained from health department records. County Holds Back On Use Of State Funds Orange county has a balance of $649,944 out of the $845,842 allotted to it from the state's $45,000,000 aid to counties for construction and employment, says a California Taxpayers' association report. Data are for October 31, 1947. Applications filed by the county to October 31 total $191,749, all of which is for highways and bridges. Transfers and assignments to cities, school districts, or other districts in the county total $4,149. Statewide, the 58 counties on October 31, had a total unapplied balance of $33,113,266 out of the $45,000,000 appropriated, the association said. County applications filed total $9,509,630, with $6,895,000 for highways, $1,482,501 for hospitals and sanitariums, and $1,132,069 for other purposes, including detention homes, veterans memorials, sewers, and fire protection purposes. Throughout the state, $2,377,104 has been transferred or assigned by the counties to cities, school districts, or other districts. FJC WOMEN FORM HOCKEY TEAM FOR GAMES Fourteen women of Fullerton Junior college have signified their intention of playing on the college hockey team and are now receiving instruction in this sport. Included among those signing are: Doris Anglin of Buena Park; Edna Lee Cook of Placentia; Marilyn Cooper of Buena Park; Barbara Rimpau of Anaheim; and Eddie Logg, also of Anaheim, the latter two being new players. Santa Ana Junior College Spring Registration Registration for the spring mester at Santa Ana Junior College will be held immediately following the Christmas holiday. Announcement has been made a new system of individual registration under which applicants will make appointment to the information desk in the administration building. Counsellors will then help students to work out a satisfactory program. All programs are to be made and approved by counselors filed with the registrar's office before the deadline on January 23. Classes are scheduled to be January 26. The college aptitude test and English placement will be offered to new students Saturday, Jan. 10. Gaye Suzanne Style Shoppe Later Opening Of Trout Season Is Considered Western News Service The State Fish and Game Commission will discuss a proposal change in the opening of trout son in southern California at San Francisco meeting January 10, it was announced by State Division of Fish and Gam. The proposal is to begin trout season May 1, or the next Saturday to that date, instead April 5. Counties affected would be Luis Obispo, Santa Barbara, Ventura, Los Angeles, Orange, Diego, Riverside, Imperial, San Bernardino. Final action on the proposal, sertedly made as a conserva measure, is expected at a fish game commission meeting in Angeles January 30 and 31. With Its First Recreation Director California Embarks no New Activity (Western News Service) With the appointment of Sterling S. Winans of Los Angeles as the first director of recreation, the state of California embarks on a new phase of governmental activity—a phase designed for the needs of an area which has graduated from college to the full grown stature of young manhood. For nearly 100 years, California’s recreational activities have been more or less a hit-and-miss affair, and despite this fact, recreation and travel form the third largest industry in the state. But the free and easy 100 years, when a man could start out for a vacation with no idea of a destination, are virtually over, says Winans. With nearly ten million people in the state, planned recreation must be substituted, and planned recreation demands information, technical advice, and a set of standards in the recreation field. The commission will be concerned not only with travel, but with all forms of recreation which affect the public, and with this multiple program, no doubt will have its hands full carrying out the purposes of the bill. It will not be the purpose of the department, Winans declares, actually to operate recreation facilities. Rather, the department will act as a co-ordinating agency between federal, state, county and municipal agencies, and will furnish technical advice as requested. It’s services are wholly voluntary. “For instance,” said Winans in explaining the functions of the commission, “a city wants to set up a recreation program, as it realizes the need for such a civic enterprise in providing for the welfare of its residents. Usually, city governments are not familiar with the methods used to set up program, he would contact the State Recreation Commission, which on request would furnish the technical help and advises necessary to establish a standard program.” The same methods would be used for state institutions, or other agencies interested in maintaining any phase of a program, Winans said. Additionally, the commission hopes to establish an informational bureau on all facilities for recreation in California, a central point where anyone may write and obtain such information regarding climate, sports, type of country, facilities, as is desired. While the recreation program is not pointed specifically at reduction of juvenile delinquency, Winans said the adoption of programs by communities of the state, provision of recreational facilities, organized play, camps, may have a definite effect on lowering the delinquency rate. “It will take a long time to get the complete program under way,” said the director. “It is planning for the future as well as the present, and in the years to come, California will reap the benefit from co-ordinated activity in this important field.” Members of the commission are C.
